To assess climate risks at a historic building or heritage site, identify the decision you need to make, establish what is significant and vulnerable about the place, then connect locally relevant climate hazards to specific damage or disruption pathways. Use maps and projections as evidence—not as a substitute for inspecting the site—and document your assumptions, uncertainty and reasons for prioritising one risk over another. Historic England’s guidance recommends an evidence-led appraisal informed by people who know the site; its 2023 review found no agreed method for quantifying heritage climate risk in England or internationally.

What does climate risk mean for a heritage site?

A hazard is a potentially damaging event or condition, such as intense rainfall, extreme heat or coastal erosion. Exposure describes which parts of a place, its setting or its use could encounter that hazard. Vulnerability describes how susceptible those exposed elements are, given their materials, condition, design, maintenance and context. Risk arises when a hazard affects something exposed and vulnerable, with consequences for the building, its heritage values, operations or connected communities.

This distinction matters: a regional flood map can show that a hazard may be relevant, but it does not establish that a particular building will flood or suffer damage. Conversely, a site outside a mapped flood area may still face water ingress from overloaded gutters, surface-water pathways or other local conditions. Historic England explains the hazard, exposure and vulnerability framing in its Climate Change Risks and Hazards guidance.

What climate risks should a heritage site plan for?

Start with a broad screen, then retain only hazards with a plausible local pathway to harm. Historic England’s standardised vocabulary covers over 50 hazards; that is a count of terminology entries, not a claim that every hazard applies to every site. Relevant categories include coastal change; heat and cold; wet and dry conditions; humidity variation; and hydrological, agricultural and ecological drought.

Hazard or condition Possible pathway to heritage impact
Coastal flooding, erosion or sea-level rise Flooding, erosion or loss of setting can damage or, in some cases, destroy individual assets.
Intense rain, river or surface-water flooding, and wind-driven rain Water can enter through roofs, openings or drainage systems; prolonged saturation can damage fabric, flood historic areas and landscapes, or worsen erosion.
Heat and reduced summer precipitation Heat can affect building fabric and collections, alter plant and pest patterns, and combine with dry conditions to increase fire risk.
Humidity fluctuation Changing humidity can affect collections and building fabric.
Drought and drying ground Drought can harm designed landscapes and waterlogged archaeology, affect ground stability and worsen erosion.
Landslide, shrink-swell or other ground instability Ground movement may affect buildings, archaeological remains and landscape features; the pathway depends on the local ground and site conditions.

These are potential effects, not predictions for a particular place. Hazards can also interact: heavy rain on unstable ground, for example, may create a different problem from either condition considered alone. Historic England notes that climate effects can magnify existing issues and combine with them.

How do I assess climate risks to a historic building?

Use the following sequence to produce a site-specific assessment. It is a practical application of Historic England’s guidance, not an official prescribed form or a replacement for professional inspection.

1. Define the decision, place and time horizon

Write down what the assessment is meant to inform: emergency preparedness, routine maintenance, capital works, a management plan or long-term adaptation. Define the asset or site boundary, the responsible owner or organisation, and the time horizon that fits the decision. A near-term maintenance choice and a long-term adaptation strategy may need different evidence.

For a World Heritage property, include possible effects on Outstanding Universal Value (OUV), as well as on the social and economic development and quality of life of connected communities. Historic England describes these considerations in its World Heritage and Climate Change guidance. That page, updated 4 September 2024, said national implementation guidance for UNESCO’s updated World Heritage climate action policy was in development; the status reported there is specific to that update.

2. Record significance, condition, use and dependencies

Describe what must be sustained and why. Record the heritage values and attributes at stake, the building’s construction and materials, its current condition, previous damage and repairs, and how it is used. Include relevant drainage, services, landscape, archaeological remains, occupancy, maintenance constraints and dependencies on neighbouring land or infrastructure. Note which components are especially sensitive and what their loss or disruption would mean.

Use site knowledge as evidence. Speak with staff, custodians, conservation specialists and others familiar with the place, and consider planned or possible future use. Historic England’s guidance stresses accurate evidence, involvement of people who know the site and consideration of future use.

3. Screen hazards and trace local pathways

List hazards that may be relevant, then ask how each could reach an important component or disrupt a valued use. Do not stop at labels such as “flood risk” or “heat risk”: trace the route from condition to consequence. For instance, intense rain could overwhelm rainwater goods, allow water to enter or saturate fabric, and cause material damage if saturation persists. Record whether the pathway is observed at the site, inferred from evidence, or projected.

Use consistent hazard terms in the site record so that assessments can be compared and updated. Historic England’s vocabulary and explanations are in its hazards guidance.

4. Gather evidence at a useful scale

Combine evidence suited to the decision and site. Potential inputs include climate projections, hazard maps, local authority information, environmental-agency datasets, site records, inspection findings and incident history. A national or regional map can help screen hazards; it may not have the detail needed to determine a building-level pathway or impact.

For every dataset, record its source and date, geographic coverage and resolution, scenario or assumptions, relevant time horizon and limitations. Add what the dataset can and cannot establish about this particular place. Historic England notes that public tools range from documents and map portals to technical software, and that choosing suitable data for a site-level assessment can be challenging. If interpreting the data or assessing the building is beyond your capability, seek appropriately qualified conservation or climate-risk expertise.

5. Assess exposure, vulnerability and consequences

For each plausible hazard, identify the exposed fabric, collection, archaeological or landscape feature, heritage value, activity or community interest. Then record why it may be vulnerable: for example, observed deterioration, a known maintenance issue, sensitive materials or a location in the pathway. Describe the possible physical, cultural, operational or community consequence without presenting a possible outcome as a certainty.

Keep observed problems separate from projected ones. An existing leak or drainage fault is direct site evidence; a future change in rainfall is a projection whose outcome depends on its assumptions and the site’s response. The distinction helps clarify what can be fixed now and what requires monitoring or planning for uncertainty.

6. Evaluate and prioritise transparently

Choose a qualitative or quantitative approach that suits the decision, and state how it treats likelihood, consequence, confidence and time horizon. Historic England’s integrative review, published 26 May 2023, reported that “there is as yet no agreed method of quantifying the risks posed by climate change to heritage assets either for England or internationally.” This is a finding from that review, not proof that no later framework exists. Historic England’s page on researching heritage, climate change and the environment, updated 11 August 2026, lists continuing work on risk assessment, hazards, mapping, adaptation and building performance.

Do not imply that a score is universally comparable. Explain the method, evidence scale, assumptions, uncertainty and decision criteria, including why one risk ranks above another. Historic England’s 2023 review also describes the six-stage ICCROM approach as context, identify, analyse, evaluate, treat and monitor; it quotes the approach’s aim of “a methodology for studying risks in a simplified manner that does not require elaborate expertise for implementation.” See Approaches to Heritage Climate Change Risk Assessment: an integrative literature review for that dated discussion.

A practical risk register can make the reasoning auditable. The following fields are a suggested working format, not an official Historic England form:

  • Hazard and pathway to impact
  • Exposed heritage value, component, use or community interest
  • Evidence of vulnerability and whether the problem is observed or projected
  • Potential consequence and time horizon
  • Likelihood or confidence, with the method used
  • Existing controls and residual risk
  • Proposed response, responsible person and required resources
  • Monitoring indicator, review trigger and supporting evidence sources

7. Compare adaptation choices and assign action

Where more than one response is plausible, compare options against the actual pathway and decision horizon. Consider expected risk reduction; effects on significance and historic fabric; feasibility, reversibility where relevant and maintenance burden; cost and delivery constraints; implications for use, access and connected communities; uncertainty; and how performance would be monitored. These are practical comparison criteria, not a universal scoring formula prescribed by the cited guidance.

Turn the chosen response into an action plan. Name an owner, sequence, resources and dependencies; include emergency arrangements where needed; and specify an indicator that can show whether the measure is working. An intervention suitable for one building may be inappropriate for another, so assess its effect on the site’s significance and operation rather than selecting it from a generic list.

How should the assessment be maintained?

Treat the assessment as a working management record. Review it after a damaging event, major repair, change of use or change in relevant local evidence or projections. Monitoring can track the condition or performance of a vulnerable component, the recurrence of an incident, or whether a chosen measure is functioning as intended. Set review triggers in advance so that new information leads to a decision rather than simply accumulating in a file.

Historic England and the English Heritage Trust’s Climate Change Adaptation Report 2024, published 30 October 2024, provides an example of organisations updating risk assessments and adaptation plans for their functions and assets in care. It is an institutional example, not a universal scoring standard.
