Start by comparing your actual spending with take-home income, then adjust the categories and payments that have changed. Rising rates do not affect every debt the same way: variable-rate borrowing may become more expensive, while a fixed-rate loan payment typically stays the same. A current budget built from your own statements is more useful than a blanket spending-cut target.

1. Build a budget from what you actually spend

Review several months of bank and credit-card activity, receipts and cash spending. Include regular bills, insurance, medical costs, family support, gifts, seasonal expenses and other irregular costs. Count recurring savings contributions as part of the plan, too. Add a miscellaneous category for spending that does not fit elsewhere, then compare the total with monthly take-home income. Check whether the remainder matches what is really left in your account.

The CFPB suggests recording purchases as they happen and reviewing receipts weekly or monthly. You can use its spending tracker and budget worksheet, a tool from your bank or credit union, or a small notebook. A paid app is not required; choose a method you will keep using.

2. Find out what changed: prices, timing or interest

Compare recent bills with your own earlier bills, category by category. Separate recurring increases from seasonal changes and one-time expenses. This makes it easier to identify which adjustments might actually help rather than cutting spending indiscriminately.

For each debt, note the balance, whether the rate is fixed or variable, the minimum payment and the due date. Many credit cards and other variable-rate products may become more expensive when rates change. A fixed-rate loan payment typically does not change just because market rates move. Do not assume all of your debts reprice at once. The CFPB’s explanation of rising interest rates describes this distinction.

3. Match bill dates to income dates

If you have enough income over the month but still run short before certain bills are due, the issue may partly be timing. Put paydays, benefit payments and bill due dates on a calendar, then track the balance through the month. The CFPB’s cash-flow budget tools can help you see when money arrives and leaves.

Ask a creditor or service provider whether a due date can be adjusted if the current schedule creates a cash crunch. Keep a bill calendar and try to avoid missed payments, which can have broader credit consequences. An accessible emergency reserve can also help prevent an unplanned expense from turning into borrowing with added interest and fees; the CFPB discusses this in its guide to emergency savings.

4. Make changes that fit your real budget

Once the baseline is accurate, look for changes you can sustain. Start with categories whose costs have risen materially or where spending is adjustable without compromising essential needs. Avoid applying an across-the-board percentage cut: households have different income, obligations and room to adjust.

5. Keep an emergency reserve within reach

Emergency savings can help with unplanned costs such as car or home repairs, medical bills or lost income. There is no single reserve amount that fits everyone. If a larger goal is out of reach, the CFPB says even a small amount can provide some security. Saving part of a one-time inflow or setting aside a manageable amount through cash-flow planning can help build the habit. Keep the money somewhere safe and accessible for your circumstances; if you use it, work to rebuild it over time.

6. Compare debt options by total cost, not just monthly payment

A lower monthly payment can still mean paying more overall. Before consolidating credit-card debt, make a budget and understand why the balances accumulated. Ask creditors whether they can offer more affordable payments, and consider free nonprofit credit counseling. The CFPB’s debt-consolidation guidance explains trade-offs to review.

  • Balance transfer: Check transfer fees, how long any promotional rate lasts and the rate that applies afterward.
  • Consolidation loan: Compare fees, the interest rate, repayment term and total amount repaid. A longer term can lower the monthly payment while increasing total cost.
  • Home-equity borrowing: The home secures the debt. If you cannot repay, you risk foreclosure.

Consolidation does not by itself fix a budget gap if spending continues to exceed income.

7. Review savings account rates and terms

When market rates rise, deposit rates may not rise as quickly as borrowing rates. If you have savings, compare current rates and account terms at banks and credit unions rather than relying on a headline rate alone. Check fees, access to funds and any conditions attached to the rate. Before moving money, identify automatic payments linked to the old account and update them so essential bills are not disrupted. The CFPB offers general guidance on comparing savings options, not a current provider ranking or rate comparison.

What recent inflation and rate figures do—and do not—tell you

Historical figures can give context, but they are not a substitute for checking today’s bills or current rates. The CFPB’s 2024 annual report says U.S. consumer prices rose 3.2 percent from December 2022 to December 2023, compared with 6.5 percent from December 2021 to December 2022, based on Bureau of Labor Statistics data. The report also says the federal funds rate reached 5.5 percent in July 2023, based on Federal Reserve data. These figures describe those past periods, not conditions in 2026. See the CFPB’s 2024 annual report.

Likewise, the CFPB’s financial-well-being guide reports survey results for defined subgroups, not all U.S. households. For example, its analysis of the National Financial Well-Being Survey says 81 percent of adults in the “high” score range were certain they could come up with $2,000 for an emergency. That result describes the high-score subgroup; it is not an estimate for the population as a whole. The CFPB financial-well-being resource provides the subgroup context.
