Start with what your household actually spends, not a generic grocery percentage. Add up take-home income, essential bills and recent grocery purchases; set a realistic amount for next month; track what you spend; then adjust the plan based on the results. National food-price statistics can explain the broader trend, but they cannot predict your checkout total.

Use your own spending to set a grocery budget

Begin with a representative month of grocery receipts or bank and card transactions. If your shopping varies from week to week, review several weeks or months rather than treating an unusually high or low week as typical. You can also separate supermarket purchases from restaurant spending to see how much is going to food at home.

Consumer.gov’s budget guidance recommends listing income and expenses, tracking what you spend, and reviewing the budget. Gather recent pay information, bills and purchase records, then calculate:

  • Monthly take-home income.
  • Essential and recurring bills, such as housing, utilities and transportation.
  • Actual grocery spending, based on your records.
  • Other flexible spending and financial priorities.

For irregular income, Consumer.gov suggests estimating monthly income by dividing last year’s total by 12. After essential bills and priorities, use the money that remains to set a workable grocery amount. If expenses exceed income, its guidance is to look for expenses that can change; do not solve the gap by setting a food limit your household cannot realistically meet.

Put grocery-price headlines in context

U.S. food-price reporting distinguishes food at home—food bought for home consumption—from food away from home, such as restaurant and other foodservice purchases. Neither series is the same as an individual household’s supermarket receipts.

The USDA Economic Research Service’s September 2026 outlook forecasts U.S. food-at-home prices to rise 2.4% on an annual-average basis in 2026, with a forecast interval of 1.8% to 3.0%. The interval reflects uncertainty in a national statistical forecast; it is not a predicted increase for a particular store or household.

Prices also move differently by category. USDA ERS reports that food-at-home prices rose 2.3% in 2025 compared with 2024, while retail egg prices rose 21.9% and fresh vegetable prices fell 0.4%. In August 2026, beef and veal prices were 5.9% higher than a year earlier, fresh vegetables were 2.6% higher, and eggs were 23.0% lower. The full-year 2026 forecast projects food-at-home prices up 2.4% overall, beef and veal up 9.4%, and eggs down 29.4%. These national figures show why your own basket is a better budgeting guide than one headline rate; they are not a reason to replace foods without considering nutrition, preferences and dietary needs. Reset the plan before your next shopping month

  1. Choose a realistic starting amount. Use your actual grocery run rate and the money available after essential bills and priorities. Treat this as a plan to review, not a rule you must meet at the expense of household needs.
  2. Check what is already at home. Look through the pantry, refrigerator and freezer before planning meals. The USDA’s MyPlate weekly meal-planning guidance recommends building meals around food on hand, planning for leftovers, making a list and considering fresh, frozen and shelf-stable foods your household will use.
  3. Make a meal plan and shopping list. Choose meals for the week, then list only what you need. Plan to use leftovers where practical, so ingredients bought for one meal do not go unused.
  4. Compare prices that matter. Check unit prices and weekly flyers where available. Compare the price after discounts, likely waste, travel or delivery costs, storage space, preparation time and whether the food suits your household’s needs. A lower package price is not automatically a better value if the quantity goes unused or getting it costs more.
  5. Record purchases as you go. Keep receipts or use a phone note, spreadsheet or budget tool. The useful detail is what you spent and when—not which recording method you choose.
  6. Review at month-end and adjust one thing. Compare actual spending with your plan. If the amount was unrealistic, revise it for next month and decide which flexible expense, shopping habit or meal plan can change. Repeating the review is more useful than repeatedly imposing a limit that does not fit your household.

If the budget is already tight

USDA ERS’s historical analysis describes households responding to rising prices by buying less food overall, eating out less or seeking lower-cost alternatives. Those are observed responses, not advice that every household should reduce food quantity. Dietary requirements, transportation, available stores, time and storage all affect what is practical.

When considering a substitution or a lower-cost option, compare unit prices and whether the food will be used. Nutrition.gov’s Nutrition on a Budget resources point to federal and extension guidance on healthy eating on a budget, discounts, bulk purchases, meal plans and grocery budgeting. A budgeting adjustment is not a substitute for assistance when a household cannot afford enough food.
