Use Apple’s Foundation Models framework as an on-device text-classification or judging component, not as your entire moderation policy. Decide whether to check user input, generated output, or both; handle guardrail refusals and unavailable models explicitly; and use Firebase controls only for the jobs they actually perform. Apple warns that contextual harms can bypass its built-in safety layers, while Firebase’s response settings and server-side hooks do not automatically moderate every message stored or exchanged by your app.

Decide what your iOS app needs to moderate

Start by naming the content and the decision you need to make. These are separate product choices; neither Apple’s framework nor Firebase documentation defines the rules for your audience or community.

  • User input: Check text before sending it to a model, displaying it, or saving it.
  • Generated output: Check a model response before showing or storing it.
  • Stored or exchanged text: Decide whether messages need checks when they are submitted, later retrieved, or reported. Firebase’s generation controls do not amount to a scan of all database content.

Write down the categories your app cares about and the action for each result: allow, block, label, or route for human review. A generic harmful-content classification is not, by itself, proof that an app meets a platform, legal, or community standard.

Choose where each check runs

Foundation Models and Firebase AI Logic are not interchangeable layers. Foundation Models can perform text classification and judging on supported Apple devices. Firebase AI Logic provides a route to a Gemini model and its own response controls; its server-side request and response hooks apply to requests sent through Firebase AI Logic, not automatically to a separate on-device Foundation Models call.

Choose based on where the content is processed, which requests your backend can see, your language coverage, and what you can safely do when a check is unavailable or uncertain. Do not assume a control on one route covers the other.

Build an explicit moderation flow

  1. Define the target and disposition. Specify whether each check applies to a prompt, a response, saved text, or a combination, and what the app does for each outcome.
  2. Check device-model availability before use. Apple says Foundation Models availability depends on device and region support for Apple Intelligence, and the person must have Apple Intelligence enabled. Check availability at runtime and provide a fallback for unavailable or not-ready states rather than assuming every installation can run the model. See Apple’s guidance on adding generative-model features.
  3. Run the check at the relevant point. Check user input before the action your policy is intended to prevent. If generated output must meet your policy before it reaches the user or storage, inspect it before that action. A prompt check alone does not establish that the eventual response is acceptable.
  4. Handle model decisions as product outcomes. Map classifications, uncertainty, refusals, and errors to the app’s policy. Do not silently treat an error or an unclassifiable item as approved.
  5. Provide a fallback. Decide what happens if Foundation Models is unavailable, the language is unsupported, or the result cannot be interpreted reliably. Depending on the feature, the safe outcome may be to stop, ask the person to rephrase, or use a separately designed server-side path.

Handle Apple’s default guardrails and refusals

With default guardrails, Foundation Models checks both the prompt and model response. A blocked prompt or response can result in LanguageModelError.guardrailViolation. Handle that as an expected path: explain that the feature cannot handle the input and offer an appropriate next step, rather than treating the error as a successful moderation pass. Apple’s safety guidance cautions that contextual risks can bypass both built-in safety layers, so these checks do not replace your own policy and escalation behavior.

Use permissive content transformation only for the documented trade-off

Apple documents permissiveContentTransformations for tasks that need to transform sensitive source text, such as tagging a conversation that contains profanity. In this mode, framework guardrail checks are skipped for string generation; the underlying model may still refuse. It is not a stronger safety setting. Apple says guided generation continues to use default guardrails. See Apple’s explanation of safety behavior.

Use Firebase controls for the part of the flow they cover

Response safety settings

Firebase AI Logic offers settings to adjust the likelihood of generated responses in categories including hate speech, harassment, sexual explicitness, and dangerous content. These settings concern model response generation. They do not define all app-specific rules or guarantee that user conversations and database records have been moderated. Server-side request and response hooks

Firebase AI Logic Preview Cloud Functions can inspect or modify a request before it reaches Gemini and inspect or modify the response before it returns to the client. A function can block a request or response by throwing an error. Firebase describes uses such as moderating prompts, limiting tokens, logging generations, and redacting response content. The hooks apply only to requests sent through Firebase AI Logic. Because the feature is Preview and has no SLA or deprecation policy, avoid making a critical moderation guarantee depend on it without a plan for changes or unavailability. App Check and Security Rules are different safeguards

Firebase App Check uses attestation to help verify that requests come from an authentic app or untampered device. It helps protect service access from abuse; it does not assess whether a message violates your content policy. Firebase says App Check enforcement will be required for Firebase AI Logic starting November 2, 2026. That is a scheduled requirement, not a content-moderation measure. Use Firebase Security Rules to control who can read or write stored data. Access control is not text classification: rules do not determine whether content is hateful, abusive, or otherwise disallowed by your policy.

Set language coverage and retest model behavior

Apple says Foundation Models guardrails cover supported languages and locales only. Unsupported-language text—and even a short unsupported-language phrase embedded in otherwise supported text—may evade unsupported-language detection and guardrails. State which language coverage your feature promises, and decide what to do when language support is absent or uncertain. Apple’s current coverage details are in Supporting languages and locales with Foundation Models.

Apple’s Foundation Models updates for June 2026 say the on-device model changes with operating-system versions and recommend testing prompts with the new model. Keep a regression set based on your actual policy, with safe, borderline, and disallowed examples. Retest classifications, refusals, and error handling when OS updates bring model changes; do not assume a prior result will remain identical.

Keep the guarantees narrower than the controls

A dependable design makes its boundaries explicit: an on-device check depends on device and language support; Firebase generation controls cover the relevant AI Logic route, not all app content; and access controls do not judge meaning. Define the app’s own policy and safe outcomes around those boundaries rather than presenting any one framework feature as comprehensive moderation.
