There are two ways to add Claude reviews to GitHub pull requests. Claude Code Review is Anthropic’s organization-managed service: an owner enables it, installs the Claude GitHub App, selects repositories and chooses when reviews run. The anthropics/claude-code-action@v1 is a repository workflow action that you control with YAML, prompts, command-line arguments and your choice of API-key, OAuth-token or OIDC authentication.
Use the managed service when you want a standard review with almost no YAML. Use the action when you need custom prompts, unusual triggers, structured output, plugins or permission to make changes. The sections below show both setups, explain their costs and security boundaries, and provide recovery steps for common failures.
Choose the integration that matches your workflow
| Concern | Managed Claude Code Review | anthropics/claude-code-action@v1 |
|---|---|---|
| Ownership | Configured centrally by an organization owner or primary owner. | Defined by repository workflow YAML and its maintainers. |
| Customization | Review behavior plus repository guidance files. | Arbitrary prompts, claude_args, plugins, trigger phrases and structured output. |
| Triggers | Once after PR creation, after every push, or manual comment. | Any GitHub event you configure, including pull requests, comments, schedules and review events. |
| Authentication | Claude GitHub App installed for the organization. | Anthropic API key, Claude Code OAuth token or OIDC federation. |
| Billing control | Separate usage credits; frequency directly controls the number of reviews. | Each action invocation consumes Claude/API usage according to your account and prompt. |
| Change authority | Posts review findings. | Can be granted tools to edit files, issues or pull requests, so permissions must be designed explicitly. |
Both paths inspect pull-request content as untrusted input. A successful installation is not a reason to grant broad write access or to execute code from an untrusted branch.

Path A: enable managed Claude Code Review
Anthropic documents Code Review as a research preview for Team and Enterprise plans. It is unavailable to organizations with zero data retention enabled and is billed separately through usage credits rather than included plan usage.

1. Enable the organization feature
- Sign in to Claude with an organization Owner or Primary Owner account.
- Open Organization settings → Claude Code.
- Click Configure.
- Install the Claude GitHub App when prompted and authorize it for the organization.
- Select the repositories that the app may access.
The app requests read/write access to repository contents, issues and pull requests. Review the repository selection carefully: access to one repository does not require enabling every repository in the organization.
2. Select a review trigger
The Review Behavior setting offers three choices:
- Once after PR creation: runs once when a pull request is opened or marked ready for review. This is the lowest-frequency automatic option.
- After every push: reviews every push to the pull-request branch. Threads can be automatically resolved when a later push fixes the reported issue, but this mode creates the most reviews and therefore the highest usage.
- Manual: runs only when an authorized person posts a top-level pull-request comment beginning with
@claude review. The pull request must be open and not a draft, and the commenter must have owner, member or collaborator access.
3. Verify the installation
Open a small test pull request in an enabled repository. For an automatic trigger, look for a check run named Claude Code Review within a few minutes. For Manual mode, add a top-level comment whose first text is @claude review; a reply, an inline review comment or a draft pull request will not satisfy the documented trigger.
What the managed reviewer examines
By default, Code Review concentrates on correctness and bugs that could break production. It does not automatically treat formatting preferences or missing test coverage as defects. Add repository guidance files when your team needs additional rules, such as security checks, API compatibility requirements or project-specific conventions.
Outdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchPC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Findings carry severity labels such as Normal, Nit and Pre-existing. Expand a finding to read the reviewer’s reasoning and inspect the inline location before changing code. A pre-existing finding is a warning that the problem was already present rather than introduced by the current pull request; it should not be treated as proof that the new patch caused the defect.
Managed-review cost and frequency
Anthropic reports an average cost of $15–25 per Code Review (Anthropic, 2026). The actual amount varies with pull-request size, codebase complexity and how many issues require verification. Usage is billed separately from included plan usage. Set a monthly spend cap under Organization settings → Usage.
Choose the trigger with that multiplication effect in mind. A pull request with 12 pushes can produce one review in “once” mode, 12 reviews in “after every push” mode, or only the reviews that developers explicitly request in Manual mode. The average is not a quote for every repository: a large monorepo or a change requiring extensive verification can cost more, while a small change may cost less.
Managed-service limitations to plan for
The managed option is intentionally opinionated. You choose among its three review behaviors rather than writing an arbitrary event expression, and findings are posted as review feedback rather than returned as a custom JSON artifact for another job. Repository guidance can broaden the reviewer’s remit, but it does not turn the managed service into a general-purpose deployment or remediation agent. If you need to open an issue, update a label, edit a file or run a scheduled audit, use the action path instead.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPath B: add the general-purpose Claude Code Action
The action is the better fit when review instructions differ by repository, when you want to run on schedules or comments, or when the result must be formatted for another tool. The current interface uses prompt for instructions and claude_args for command-line arguments.

Prerequisites
- A GitHub repository where Actions are enabled.
- The Claude GitHub App installed if your chosen events require its integration.
- An Anthropic credential supplied as an Actions secret or through OIDC federation.
- A workflow file committed under
.github/workflows/.
The official direct-API setup sequence is to install the Claude GitHub App, add either ANTHROPIC_API_KEY or CLAUDE_CODE_OAUTH_TOKEN as a repository Actions secret, and copy the examples/claude.yml workflow into your repository. You can then narrow its trigger and permissions.
Minimal pull-request review workflow
name: Claude review
on:
pull_request:
types: [opened, synchronize, ready_for_review]
jobs:
claude-review:
runs-on: ubuntu-latest
permissions:
contents: read
pull-requests: write
issues: write
steps:
- uses: actions/checkout@v6
- uses: anthropics/claude-code-action@v1
with:
anthropic_api_key: ${{ secrets.ANTHROPIC_API_KEY }}
prompt: Review this pull request for correctness, security issues, and regressions. Post concise findings with file and line references.
claude_args: |
--max-turns 10
This workflow runs for a newly opened pull request, each synchronization push and a pull request marked ready for review. The checkout provides the repository files; the action receives the review instruction and may post findings because the job has pull-request and issue write permission.
The event list is a policy choice, not a requirement. Remove synchronize when every push is too noisy or expensive. Keep ready_for_review if you want the first automatic review delayed until a draft is promoted. If your workflow only needs to analyze files and emit a job artifact, reduce the permissions and omit the write scopes that are not needed.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Use an OAuth token instead of an API key
Pro and Max users can create a Claude Code OAuth token locally with claude setup-token. Store the resulting value as the repository secret CLAUDE_CODE_OAUTH_TOKEN, then replace the API-key input with:
claude_code_oauth_token: ${{ secrets.CLAUDE_CODE_OAUTH_TOKEN }}
Do not define both credential inputs unless you deliberately want the action’s documented precedence behavior. Keep secrets at repository or organization scope and never put a token directly in YAML, a prompt or a pull-request comment. Rotate or replace a secret through GitHub’s secret settings rather than committing a new value to the repository.
Use Workload Identity Federation (OIDC)
OIDC avoids a long-lived API-key secret. Configure an Anthropic organization issuer, a service account and a federation rule that trusts the intended GitHub repository or environment. The workflow job must request an identity token:
permissions:
contents: read
pull-requests: write
issues: write
id-token: write
At runtime, the action exchanges GitHub’s OIDC token for a short-lived Anthropic access token. The documented default OIDC audience is https://api.anthropic.com. Supply the organization, service-account and rule identifiers required by your federation configuration. Do not provide static API-key or OAuth credentials alongside federation inputs: static credentials take precedence and can make a carefully configured federation appear not to work.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Federation is especially useful when security policy prohibits reusable provider keys. It does add setup work: the issuer, service account, trust rule, repository or environment condition, audience and job permission must all agree. A failure in any one of those values can look like a generic authentication error, so record the identifiers used by the identity administrator and compare them with the workflow inputs.

Design the workflow permissions before writing prompts
Start with the smallest permission set that can complete the job. A review that only reads files can generally use contents: read; posting findings requires pull-requests: write and, for issue comments, issues: write. Editing source files, labels or discussions requires additional write scopes and a separate decision about whether an automated agent should have that authority.
Anthropic’s security guidance checks repository write access for issue, pull-request, comment and review events. Bot users are blocked by default. If automation must respond to a bot, use an explicit, narrow bot allowlist rather than *. The allowed_non_write_users option bypasses the main permission check; use it only with tightly limited permissions and a clear reason.
Keep untrusted pull-request code out of the workspace root
For pull_request_target and workflow_run, the workflow executes with the base repository’s security context while processing a pull request that may come from an untrusted fork. Do not check out the pull request’s untrusted ref into the workspace root before Claude runs. Keep the trusted base checkout at the root and, if you need the proposed files, place the pull-request checkout in a subdirectory and pass that directory with --add-dir.
This arrangement prevents scripts or configuration from an untrusted branch from replacing files that the action expects to be trusted. The action sanitizes hidden HTML comments, invisible characters, hidden attributes and entities, but prompt-injection defenses are not absolute. Treat every issue description, commit message, code comment and file as data; validate proposed outputs and keep permissions minimal.
Do not ask the agent to execute arbitrary commands merely to obtain a review. A review job can usually inspect the checked-out diff and repository context without running project code. If a later remediation job needs to apply a patch, isolate it from the read-only reviewer, review its proposed changes and give it only the scopes required for that separate task.
Customize what Claude reports
A useful prompt states the review scope, evidence standard and output format. For example, ask for correctness, security issues and regressions; require a file and line reference; request concise findings; and tell Claude not to report style preferences unless they create a concrete defect. You can also request that uncertain observations be labeled as such and that the reviewer explain why a proposed issue is reachable in production.
Use claude_args for operational controls such as --max-turns 10, additional directories and other supported CLI options. The action also documents custom trigger phrases, plugin marketplaces and structured JSON output. Structured output is useful when a later step must parse findings, but define and validate the schema before allowing a subsequent job to act on it. A parser should reject malformed or incomplete output rather than silently treating it as approval.
Repository guidance files can complement a managed review or a workflow prompt. Put durable project rules there—such as threat models, generated-file boundaries or compatibility guarantees—rather than repeating a long prompt in every workflow. Keep those files versioned with the repository so changes to review policy receive the same code-review scrutiny as other changes.

Control review frequency and spend
Automatic reviews are most valuable at a deliberate point in the development cycle. “Once after PR creation” gives an early pass without charging for every intermediate push. “After every push” is appropriate when rapid feedback outweighs cost and noise, especially because fixed issues can cause threads to be auto-resolved. Manual mode is useful for repositories where maintainers decide which pull requests deserve an AI pass.
For the action, the equivalent control is the on block. A workflow triggered by synchronize runs on every push; a workflow triggered only by opened and ready_for_review runs less often. Scheduled or comment-based workflows can reserve reviews for a nightly queue or an explicit request. Track invocation counts and API usage, and apply repository or organization spending controls where available.
Separate review jobs from build and deployment jobs when possible. This makes it easier to cancel duplicate runs, inspect Claude-specific logs and prevent a failed review from blocking a release—or, conversely, to require a successful review check before merge if that is your governance decision. Cost controls do not replace a useful trigger policy: a cheap review that runs on irrelevant events still creates noise for maintainers.
Troubleshoot setup problems
The repository is missing from Claude settings
Confirm that the Claude GitHub App is installed for the organization and explicitly granted access to that repository. Organization-level enablement alone does not select every repository.
No review appears on a new pull request
- Check that the repository is enabled.
- Ensure the pull request is not a draft if you expect a review at creation or ready-for-review time.
- Verify that Review Behavior is not set to Manual.
- For Manual mode, post a top-level comment beginning exactly with
@claude reviewfrom an owner, member or collaborator. - For the action, inspect the workflow run and confirm that the event type in
onmatches the activity you performed. - For automatic managed reviews, look for the Claude Code Review check run after allowing a few minutes for processing.
Authentication fails
For a key, verify the secret is named ANTHROPIC_API_KEY and that the workflow input uses anthropic_api_key. For OAuth, verify CLAUDE_CODE_OAUTH_TOKEN and claude_code_oauth_token. For federation, check the Anthropic organization, service-account and rule identifiers, the audience (https://api.anthropic.com unless your configuration specifies another), and the job’s id-token: write permission. Remove static credentials while testing federation so they cannot take precedence.
The workflow runs unexpectedly or exposes too much
Review the event filters and remove broad bot allowlists. Reduce write scopes, separate read-only review from any remediation job, and verify that untrusted pull-request files are not checked out into the workspace root. Keep the action’s short-lived, repository-scoped credentials limited to the job that needs them.
You are using GitHub Enterprise Server
Anthropic documents a separate GHES setup flow. Standard github.com repositories and self-hosted GitHub Enterprise Server installations do not necessarily use the same app, event or network configuration, so follow the GHES-specific path rather than assuming the public GitHub setup applies.
A practical rollout plan
- Start with a small, enabled repository and a read-focused prompt.
- Use managed “once after PR creation” or an action triggered by
openedandready_for_review. - Grant
contents: readand only the comment permissions required to publish findings. - Test a normal pull request, a draft, a forked pull request and a pull request containing suspicious hidden text.
- Review findings for false positives and adjust guidance files or the prompt.
- Measure review count, turnaround time, finding severity and spend before expanding coverage.
- Only after the review is trusted, consider every-push triggers, structured output or narrowly scoped remediation permissions.
The managed service is the shortest path to inline findings with organization-wide controls. The action is the right foundation for teams that need custom automation, but its flexibility makes trigger design, authentication and permission reviews part of the implementation—not optional cleanup.

Frequently Asked Questions
Can Claude review every push to a pull request?
Yes. In managed Claude Code Review, choose After every push. With anthropics/claude-code-action@v1, include the synchronize pull-request event. Every-push mode can multiply billable reviews, so compare its feedback value with the reported $15–25 average per managed Code Review.
How do I trigger a managed review manually?
Set Review Behavior to Manual, then add a top-level comment beginning with @claude review. The pull request must be open and not a draft, and the commenter must be an owner, member or collaborator. A reply or inline review comment does not trigger it.
Which credential should a GitHub Actions workflow use?
Use an ANTHROPIC_API_KEY repository secret for direct API access, a CLAUDE_CODE_OAUTH_TOKEN generated with claude setup-token for eligible Pro or Max accounts, or OIDC federation when you want short-lived credentials without a static key. Do not supply static credentials alongside federation inputs.
What permissions are needed to post review findings?
A read-only inspection generally needs contents: read. Posting pull-request findings needs pull-requests: write; posting issue comments needs issues: write. Add broader write permissions only when the workflow is intentionally allowed to edit files, labels or discussions.
Is Claude Code Review included in my Claude plan?
Anthropic documents managed Code Review as a separately billed usage-credit service for Team and Enterprise organizations. The published average is $15–25 per review, with actual cost varying by pull-request size, complexity and verification work. A monthly spend cap is available under Organization settings → Usage.
Does the managed reviewer check formatting and test coverage?
By default, it focuses on correctness and production-breaking bugs rather than formatting preferences or missing test coverage. Repository guidance files can add project-specific requirements, including security or compatibility rules.
Can I use the action for scheduled or custom reviews?
Yes. The action supports workflow configuration for pull requests, comments, issues, review events, schedules and other GitHub events. Its prompt, claude_args, plugin support and structured output make it suitable for custom automation.
Free tools Windows power users keep installed
One-click scans. No signup required.
What is the main fork and prompt-injection risk?
Pull-request descriptions, commits, comments and files are untrusted input. For pull_request_target or workflow_run, keep the trusted base checkout at the workspace root and place any untrusted checkout in a subdirectory passed with --add-dir. Use minimal permissions and validate outputs; sanitization does not eliminate every injection risk.
The Bottom Line
For the fastest organization-wide setup, enable managed Claude Code Review, select only the required repositories and choose a trigger that fits your budget. For custom prompts, events, authentication or automated follow-up, use anthropics/claude-code-action@v1. In either case, begin with read-focused permissions, test fork and draft scenarios, and expand frequency or change authority only after the review behavior is trustworthy.
