To put an image inside the existing first page, use a PDF editor’s image-object command—not an “insert image as pages” command. Open the two-page PDF, select page 1, choose Add Image (or the equivalent), place and resize the file, then save a new copy. The document should remain two pages. Inserting an image file as a page is a different operation and can change the page count or order.
What you need before editing
- The original two-page PDF, preferably kept as an untouched backup.
- The image file you want to place (PNG, JPEG and other formats supported by your editor).
- A PDF editor with an image-object or image-annotation feature. Adobe Acrobat and Foxit PDF Editor document this workflow; other applications may use different labels.
Feature names and availability vary by operating system, application version and account tier. If the PDF contains confidential information, review an online editor’s upload and retention terms before sending the file to a server.
Adobe Acrobat: place the image on page 1
Desktop Acrobat
- Open the two-page PDF in Acrobat and display the page thumbnails or page navigation so you can identify page 1.
- Choose Tools > Edit PDF > Add Image.
- Select the image file from your computer.
- Click on the first page where the image should appear. Acrobat places the image at the source image’s resolution.
- Use the selection handles to resize it. Drag the image to reposition it; keep the page-1 boundary visible so you do not accidentally place it on page 2.
- Save the result with a new filename. Reopen that file and check both pages.
Adobe’s documented instruction is to click the PDF where the image belongs and resize it as necessary. The image is an object on the existing page, so this workflow does not intentionally add a third page.
Acrobat online
Adobe’s online workflow uses an Edit text & images interface. Upload the PDF, select page 1, choose the image-placement control, select your file, then move or resize the image before downloading the edited PDF. Adobe notes that some online features may require a subscription, while desktop Acrobat provides more advanced controls; check the current plan and interface you use.

Foxit PDF Editor: add an image object
Foxit’s Mac 2023.3 manual describes Edit > Add Images for inserting an image object. It also documents an Image Annotation command for defining an image area.
- Open the PDF and select page 1.
- Choose Edit > Add Images (or the image-annotation command if that is the control exposed by your edition).
- Pick the image file and click or drag on page 1 to place it.
- Select the inserted object to move it or resize it with its handles.
- Save a copy, close it, and reopen it to confirm that page 2 is still present.
Foxit describes the selected picture as an object in the PDF file. That wording matters: you are editing page content, not inserting the picture as a separate PDF page.
When a tool offers only “insert pages”
Some utilities have a command such as Insert Pages from Image or Image to PDF. PDFgear documents this as a page-organization workflow: an image file becomes a new PDF page, and you can choose where that page is inserted. It is useful when you want an additional page, but it is not the right command for placing a logo, photo or illustration inside page 1.

PDFgear warns that opening a PDF in Word can shift layout or fonts. For a page-preserving edit, prefer the direct image-object command.

Positioning and sizing without damaging the layout
Keep the image inside the page
Place the image entirely within page 1’s visible or printable area. If it extends beyond the edge, a printer or PDF viewer may clip it. Use the editor’s alignment guides or zoom controls when the placement must line up with existing text.
Resize proportionally
Drag a corner handle rather than a side handle when possible, so the image’s aspect ratio is preserved. If the editor has a lock-aspect-ratio control, enable it before changing dimensions.
Check overlays and reading order
An image can cover text, form fields or links that were already on page 1. After placing it, zoom in and inspect the area beneath and around the image. If the PDF is tagged for accessibility, confirm that the editor has not created an unwanted reading-order problem; the exact controls differ by application.

Do not treat “300 DPI” as a universal rule
PDFgear’s broad image-quality guidance mentions 300 DPI or higher, but that is vendor advice rather than an independently established requirement for every PDF. Choose a source large enough for the intended display or print size and verify the result at normal viewing size.

Save and verify the two-page result
- Use Save As or the equivalent command so the original PDF remains available for recovery.
- Close the edited file and reopen the saved copy.
- Use the page count indicator or thumbnails to confirm there are exactly two pages.
- Select page 1 and verify the image is in the intended position and size.
- Open page 2 to confirm it is still present and unchanged.
- If the PDF will be printed or submitted, use the application’s print preview or another viewer to check clipping, rotation and page order.
Troubleshooting common failures
The image appears as a new third page
You probably selected an insert-pages or image-to-PDF command. Undo the operation, reopen the original, and choose Add Image, Add Images or an image-annotation tool while page 1 is selected.
The picture lands on page 2
Page 2 was active when you invoked the command, or the placement click crossed the page boundary. Delete the object, click page 1, and repeat. Use thumbnails to make the active page unambiguous.
The image is blurry or unexpectedly small
Acrobat places the image at its source resolution. A low-resolution source enlarged on the PDF will look soft; obtain a larger source rather than repeatedly scaling the placed object. Inspect the saved PDF at its intended viewing or print size.
The image is clipped
Move it inward from the page edge and resize it with a corner handle. Check page rotation and the document’s crop or trim boxes if the visible page boundary does not match the printable area.

Text or a form field is hidden
Move the image, reduce its size or use the editor’s object-order controls if available. If the file contains interactive fields, test them after saving because controls differ among editors.
The editor will not let you edit
The PDF may be protected, digitally signed or opened with a viewer that lacks editing tools. Check the document’s security properties and use an authorized editable copy. Removing protection without the owner’s permission may violate the document’s terms.
The online editor rejects the upload
Check the file size, format and account limits shown by that service. For sensitive PDFs, use a desktop editor instead of uploading the document. Adobe notes that online feature access can depend on the current subscription.

Does adding an image flatten the whole PDF?
An Add Image workflow places an image object on the selected page; it is not the same as converting every page to a bitmap. Whether the object remains separately editable depends on the PDF editor and the save operation.
Should I overwrite my original file?
No. Save a new copy first so you can compare the edited result with the untouched two-page PDF or recover if placement, security or form behavior changes.
Why do menu names differ between Acrobat and Foxit?
The vendors document different commands and platforms: Acrobat uses Tools > Edit PDF > Add Image on desktop, while Foxit’s Mac manual uses Edit > Add Images and also describes Image Annotation. Your edition may expose equivalent controls under another label.
