The Premier League Board can investigate suspected or alleged financial-rule breaches, gather evidence and decide what route to take next. In a Profitability and Sustainability Rules (PSR) or predecessor Profit and Sustainability (P&S) case referred onward, an independent Commission decides whether a breach occurred and, if so, what sanction applies. An allegation is not a finding, and a Commission finding can still be appealed.
What happens after a suspected breach is raised?
The process is not a single automatic pipeline in which every inquiry ends in a charge or every charge ends in the same sanction. The Board investigates and chooses a route; a Commission determines a referred case. Each stage has a different status, so reports should distinguish an inquiry, a complaint or charge, a Commission decision, a sanction and an appeal outcome.
1. The Board gathers information
Under the detailed Section W text in the Premier League’s 2025/26 Handbook, the Board may inquire into a suspected or alleged breach. Its information-gathering powers include requiring relevant club officials, managers, match officials or players to attend, answer questions or provide information, and requiring people or clubs to produce documents.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsOnce a club becomes aware that the Board has opened an inquiry into it, the handbook text requires the club to preserve potentially relevant documents and information and take steps to notify connected current and former personnel of their preservation duties. This is an evidence-preservation obligation, not a finding that the club broke a rule.

2. The Board chooses the next route
Referral to a Commission is one possible outcome, not an inevitable one. League statements describe a route in which the Board makes a written complaint and refers a matter when it believes there is a suspicion or allegation of a breach. The outcome at this stage is a procedural decision to pursue a case, not proof that a breach occurred.
3. An independent Commission decides a referred PSR or P&S case
For PSR/P&S matters, the League says an independent Commission determines whether the referred rules were breached and, if they were, the appropriate sanction. The Commission’s members are selected by the Chair of the independent Judicial Panel. The League describes that panel as including legal, financial and other experts, and says the Commission is independent of the League and its clubs.
Are the hearing and decision public?
Commission proceedings are confidential and heard in private. The League publishes the Commission’s final decision after the proceedings, so a private hearing does not necessarily mean the outcome stays secret. What the public can learn depends on what is included in the published decision; the hearing itself is not a public event.

What can happen after the Commission decides?
The League has identified fines, points deductions and other sporting sanctions as possible Commission penalties. A party may appeal a Commission decision under Section W. Depending on the applicable rules, an Appeal Board’s powers can include allowing or dismissing an appeal, varying a penalty or remitting the matter. The precise powers and deadlines should be checked against the handbook edition that governs the case; the detailed procedural text available for this article is from the 2025/26 edition.
An appeal means the decision is being challenged; it does not, by itself, establish that the original finding or sanction will be changed. Until the appeal outcome is published, it should not be described as resolved.
What the Manchester City case shows—and what it does not
The Premier League said its investigation into Manchester City began in December 2018 and that it issued a complaint in February 2023. The Commission hearing concluded in December 2024. On 29 September 2026, the League announced the Commission’s findings: it found the club guilty of all charges relating to the financial breaches and upheld three of four alleged failures to cooperate. Manchester City announced an appeal on 2 October 2026. As of 4 October 2026, the League said the appeal hearing remained private until its outcome was published. The findings are therefore under appeal; no final appeal result or ultimate sanction can be stated on that basis.

| Figure | What it refers to |
|---|---|
| 42 days | Length of the Manchester City Commission hearing, which concluded in December 2024; the Premier League reported this in 2026. It is not a standard case duration. |
| Nine seasons | Period covered by the financial-rule findings announced by the Premier League in 2026; it does not mean that all cases cover a similar period. |
| Three of four | Alleged failures to cooperate that the Commission upheld in this case, according to the Premier League’s 2026 announcement. |
| Approximately 7,000 pages | Witness and expert transcript pages in the Manchester City case, as described by the independent Commission and quoted by the Premier League in 2026. This is specific to that case. |
Explaining the delay in issuing its decision, the Commission said: “It has taken us much longer than we would have wished, and much longer than we had anticipated would be the case when the hearing concluded, to produce our Decision. That is regrettable.” The Premier League attributed the statement to the independent Commission in its 29 September 2026 announcement.
Are the PSR loss limits still the same?
Do not assume that a figure quoted in coverage of an earlier season is the current limit. In a 21 March 2024 statement, the Premier League described a maximum loss threshold of £105 million, reduced by £22 million for each Championship season in the assessment period, for the PSR rules it was discussing. Those are historical figures from that statement, not verified 2026/27 thresholds.
The Premier League publications page lists a 2026/27 Handbook, while the detailed Section W provisions considered here are from the 2025/26 Handbook. For a current rule number, threshold, deadline or appeal procedure, use the edition applicable to the relevant season rather than carrying forward an older figure or rule reference.
Quick Recap
How to compare two financial-rule cases accurately
- Identify the rule alleged to have been breached and the seasons involved.
- Say whether the matter is at inquiry, complaint, Commission decision or appeal stage.
- Distinguish an admitted or disputed allegation from a breach found by a Commission.
- Use the published reasons to describe the evidence and issues the Commission addressed, rather than assuming cases are alike because both involve PSR.
- Report any sanction separately from the finding, then state whether an appeal changed it.
