The National Park Service estimates that 60% to 80% of Santa Rosa Island’s rare Torrey pines may perish in the 2026 fire. That is an initial estimate, not a final count. To improve the grove’s chances, park staff are collecting and propagating seed while crews stabilize burned slopes before winter rain can wash away the soil seedlings need.

Why the Santa Rosa Island grove is so important

The Santa Rosa Island Fire burned 18,379 acres from May 15 through June 4, 2026. The National Park Service describes it as the largest wildfire in Channel Islands National Park history. The fire affected a uniquely limited population: the island is the only natural home of Pinus torreyana ssp. insularis, the Santa Rosa Island Torrey pine subspecies. The only other naturally occurring Torrey pine population is on the mainland near San Diego. NPS’s September 1, 2026 update describes the island subspecies as limited to two sandstone bluffs in the island’s northeast, with limited genetic variability; the park’s species background provides further context.

The latest inventory cited by NPS was conducted in 2014. It recorded more than 24,000 trees of all ages, including about 3,000 mature, cone-producing trees. Those figures are a pre-fire inventory, not a count of surviving trees after the 2026 fire.

What the 60% to 80% mortality estimate means

NPS’s initial assessment estimates that 60% to 80% of the island’s Torrey pines may perish. It is a projection based on field observations and available fire literature, not a completed census of dead trees. The assessment considered crown scorch, scorching around the root collar, and how much leaf litter and duff had burned. Trees with little crown and root-collar scorch appeared alive; many more damaged trees did not produce sap in scratch tests and had dry, brittle exposed tissues. NPS also cautions that the species’ response to fire is uncertain because its fire history is limited. The park’s fire assessment details the observations and limitations.

Eastern White Pine Tree Seeds for Planting – 50 Seeds, Pinus strobus Evergreen Tree, Fast Growing Privacy Tree, Cold Hardy Outdoor Plant, Landscaping Windbreak Backyard Growing
  • 50 TREE SEEDS INCLUDED: Provides multiple planting opportunities for growing Eastern White Pine trees from seed. Allows flexibility for spacing, thinning, or selecting the strongest seedlings as they develop.
  • MATURE SIZE AND GROWTH: Eastern White Pine can reach 50–80 feet tall or more with a spread of 20–40 feet at maturity. Fast growth in early years makes it suitable for long-term landscape planning and coverage.
  • EVERGREEN FOLIAGE: Features soft, flexible needle clusters that remain green year-round. Needles typically grow in bundles and create a full, layered appearance.
  • SUNLIGHT REQUIREMENTS: Thrives in full sun but can tolerate partial sun in some conditions. At least 6 hours of direct light supports optimal growth and structure.
  • COLD HARDINESS: Suitable for USDA Zones 3–8, making it a reliable option for colder climates. Tolerates winter conditions once established.

Scorch or other fire damage does not, by itself, establish that an individual tree will die. Equally, the estimate does not mean every tree outside the potentially affected share escaped harm. The assessment describes likely mortality at population scale; it does not report final outcomes for individual trees.

Why planting is planned even though pines may regenerate naturally

Fire can create conditions for some natural recruitment: cones may release seed later, and seedlings may establish better with more sunlight. NPS has not ruled out natural regeneration. But relying on it alone may not sustain the population, because the fire could reduce the canopy’s store of seed and the burned ground presents several obstacles:

  • Seed availability: Losing mature, cone-producing trees may leave fewer seeds for future generations.
  • Soil loss: Shallow, steep slopes are vulnerable to erosion before vegetation can recover, taking soil and seeds with them.
  • Grass competition: Invasive annual grasses can occupy disturbed ground and suppress pine regeneration. Across more than 13,000 acres inside the fire perimeter, NPS estimated average invasive annual grass cover at over 40% during 1995–2025. That historical area-wide figure is not a measurement of current grass cover in every Torrey pine plot.
  • Seedling establishment: The post-fire conditions can make survival difficult even where seeds are available.

For these reasons, the park is combining natural regeneration with assisted reforestation, erosion control, and invasive-plant monitoring and treatment. The intervention supports recovery without guaranteeing a particular number of surviving trees.

What NPS is doing to support recovery

Collecting and propagating seed

Park staff and cooperators collected more than 14,000 seeds released from cones after the fire. NPS says viable seed will be propagated in an island nursery and grown into seedlings for planting in key parts of the burned grove. Other viable seed is intended for broadcasting and storage in a seed bank. Under the Emergency Stabilization and Rehabilitation Plan, the park could plant about 300 to 500 seedlings annually across a 15-acre restoration area. These are planned activities, not planting totals or survival results already achieved.

Stabilizing slopes before winter rain

Crews and volunteers are installing wattles: long, natural-fiber tubes that slow runoff and help hold soil and seed in place. By the September 1, 2026 update, about 250 wattles totaling more than 4,500 linear feet had been rolled. NPS warns that heavy winter rain could wash away fragile topsoil and reduce the prospects for reforestation. As Superintendent Ethan McKinley put it, “The fire may be over, but we’re now in a race against time.”

Addressing other urgent hazards

The park’s Burned Area Emergency Response assessment also recommends cleaning culverts, reducing flood risk near Water Canyon Campground, stabilizing vulnerable archaeological sites, repairing damaged trails, and monitoring and treating invasive plants. NPS defines emergency stabilization as work on imminent threats within less than a year; burned-area rehabilitation addresses short-term threats within less than five years. Neither program is a substitute for long-term forest management.

Building on earlier island restoration

NPS plans to draw on more than 15 years of Santa Rosa Island cloud-forest restoration work developed with the U.S. Geological Survey, the California Institute of Environmental Studies, and other partners. The park says experience with erosion control and native plant propagation can inform the pine effort. The Santa Ynez Band of Chumash Indians is expected to assist with future restoration; that is anticipated participation, not a report of completed work.

How long recovery could take

NPS says full recovery of the forest will take generations. The agency has not published a more precise timeline for mature-forest recovery, a final planting total, or survival results for seedlings. Restoration work may be visible well before the forest regains its former structure, and the initial mortality estimate may change as the trees’ condition becomes clearer.

Santa Rosa Island visitor access: status reported September 23, 2026

Access rules are time-sensitive. In its page last updated September 23, 2026, NPS said day use had resumed July 1, while burned areas remained closed. Overnight use was closed through October 13, 2026, and the southeastern backcountry camping quadrant was to remain closed for the rest of the 2026 recreation season. The Torrey Pines Trail, upstream Water Canyon, a Cherry Canyon Trail segment near the campground, and shorelines beside the burned area were listed as closed. Check the current park conditions page before planning a visit, because these dates and closures may have changed.

NPS advises visitors to stay out of closed areas, give wildlife space, and clean gear before going ashore to reduce the chance of carrying invasive species.
