The Cleveland Browns’ rebuild since their 1999 return has produced sharp highs and lows, not a lasting winning baseline. Cleveland reached the playoffs in 2002, hit a 0–16 low in 2017, won 11 games in both 2020 and 2023, and then posted losing records in 2024 and 2025. The team’s identity and history continued in Cleveland after the 1990s relocation settlement, but its returning roster had to be assembled anew.
How did the Browns come back to the NFL?
In 1995, owner Art Modell announced plans to move the Browns franchise to Baltimore for the 1996 season. After a campaign by Cleveland fans and city officials, the NFL worked with the city on a settlement that guaranteed pro football would return by 1999. The Pro Football Hall of Fame explains that Modell agreed to relinquish the Browns name, colors, and team history to the new owner of the suspended franchise.

That arrangement preserved Cleveland’s Browns identity and historical record, but not the original playing operation: it moved to Baltimore, while the returning Cleveland club had to build a new roster. The Pro Football Hall of Fame says Cleveland resumed play in 1999.
What did the Browns’ first rebuilding years look like?
The returning Browns went 2–14 in 1999, 3–13 in 2000, and 7–9 in 2001. Their first post-return winning season came in 2002, when they finished 9–7, reached the playoffs, and lost in the wild-card round. The Hall of Fame identifies that as Cleveland’s first playoff appearance after its return; the next postseason berth did not come until 2020.

High draft picks were one part of roster building
Cleveland used early first-round selections in its effort to restock the team. The Browns’ official draft history lists defensive end Courtney Brown as the first overall pick in 2000 and defensive tackle Gerard Warren as the third overall pick in 2001. Those selections show the draft capital Cleveland used, but draft position by itself does not establish how successful a player or the broader rebuilding effort was.

The official year-by-year record shows that the 2002 playoff return did not lead to a durable winning run. The Browns endured losing seasons through much of the 2000s and 2010s, culminating in a 0–16 record in 2017.

From 0–16 to a playoff win—and back to inconsistency
The record improved to 7–8–1 in 2018, then slipped to 6–10 in 2019. Cleveland’s 2020 season was a clear competitive peak: the Browns finished 11–5, qualified for the playoffs, and beat Pittsburgh 48–37 in the wild-card round before losing in the following round, according to the Pro Football Hall of Fame.
That breakthrough was not immediately sustained. Cleveland went 8–9 in 2021 and 7–10 in 2022, then returned to the playoffs with an 11–6 record in 2023 and lost in the first round. The official team results list a 3–14 finish in 2024 and a 5–12 finish in 2025.

How successful have the Browns been since 1999?
The season record shows a team capable of reaching the playoffs and winning a postseason game, but without sustained winning seasons across the return era covered by the official results through 2025.

Records and playoff milestones in the table are from the Cleveland Browns’ official year-by-year results; playoff details are also recorded in the Pro Football Hall of Fame team history. The pattern is uneven: an early playoff return, a long absence, two 11-win playoff seasons, and losing records again in 2024 and 2025. Those results establish the shape of the team’s performance, not a single cause for its changes.
What changed—and what the record does not prove
The return-era story is a sequence of roster rebuilding and competitive phases, rather than one completed rebuild. Cleveland preserved its team identity through the relocation settlement, used high draft selections early in its return, and eventually reached postseason play again. Yet isolated peaks did not become an unbroken winning baseline in the seasons recorded through 2025.
Season records and documented draft choices show what happened, but they do not by themselves explain why. Assigning the swings to a particular coach, executive, quarterback, or transaction would require evidence beyond the results and draft records cited here.
