AEP Systems and Netilla Networks completed their merger on Dec. 22, 2004, creating AEP Networks. The companies described the combination as a way to pair AEP’s IPSec VPN products with Netilla’s SSL VPN and secure application-access products. Network World editor Tim Greene interpreted the deal as a sign that the crowded SSL remote-access field could consolidate around vendors with broader product portfolios and wider geographic reach. That was a contemporary argument—not proof that the merger caused a market-wide shakeout.
What AEP Systems and Netilla Networks combined
The companies announced on Dec. 22, 2004, that they had completed a merger to form AEP Networks. Their announcement also disclosed $5 million in additional financing from existing investors and said the new company began with more than 1,200 customers. These are figures reported at the time, not current company totals. AEP Systems and Netilla Networks’ merger announcement
The product rationale was complementarity. AEP brought high-security VPN products based on IPSec, while Netilla contributed SSL VPN and secure application-access products. The companies presented the combined portfolio as serving both secure remote access and internal site-to-site communications. AEP Systems and Netilla Networks’ merger announcement
| Dimension | AEP Systems | Netilla Networks | Combined rationale stated at the time |
|---|---|---|---|
| Product layer | IPSec VPN products | SSL VPN and secure application access | A broader remote-access and VPN portfolio |
| Use case | Secure VPN communications, including site-to-site use | Access to legacy, client/server, and web applications | Secure remote access alongside internal site-to-site communications |
| Customer and channel reach | The merger announcement described a shared customer base and a combined network of channel partners, resellers, and systems integrators; CRN reported about 125 solution providers. | Cross-selling and channel expansion were stated growth aims, not verified outcomes. | |
| Geographic coverage | The merger announcement cited channel partners, resellers, and systems integrators in the United States, Europe, and Asia. | Broader geographic reach was part of the announced growth strategy. | |

Why the deal was read as a consolidation signal
In a Jan. 11, 2005 opinion article, Network World executive editor Tim Greene argued that the SSL remote-access market could narrow after a wave of vendors entered around the technology. His thesis was that companies able to sustain a broad product line and geographic reach would be better positioned than smaller competitors. He read AEP and Netilla’s combination as an effort to address perceived limitations in those areas. Tim Greene’s Network World opinion article
That interpretation is distinct from the companies’ stated rationale. AEP and Netilla described complementary products, cross-selling opportunities, and a combined channel; Greene connected the deal to a possible broader shakeout. The available reporting does not count vendors that later exited SSL remote access or establish that this merger caused subsequent consolidation.

What the companies said they hoped to gain
Cross-selling to a larger shared base
The merger announcement said the combined company intended to sell across the shared customer base. It reported more than 1,200 customers at launch, but did not establish how many bought both product lines or whether cross-selling targets were met. A broader reseller and integrator channel
The companies also pointed to a combined network of channel partners, resellers, and systems integrators across the United States, Europe, and Asia. CRN reported that the business had about 125 solution providers and planned to expand its channel. Netilla CEO Reggie Best told CRN, “This is huge news for resellers because we plan to grow our channel quite a bit.” The quote documents the announced intention; it does not show that the channel actually grew. What happened to the Netilla product line afterward
AEP Networks continued to market Netilla-branded SSL VPN products in later years. In 2009, it described AEP Netilla as a browser-based secure application-access SSL VPN and announced participation in VMware’s Technology Alliance Program, identifying a virtual edition that supported VMware ESX. What this history does—and does not—tell you
- The merger created a company with a broader stated product mix: AEP’s IPSec VPN portfolio and Netilla’s SSL VPN and application-access line.
- The companies’ cross-selling and channel plans explain their commercial case for combining, while Greene’s article supplies the separate consolidation interpretation.
- The merger-era customer and solution-provider figures are historical snapshots, not current business or market statistics.
- The available evidence does not establish current support, security condition, resale availability, or purchasing suitability for legacy Netilla appliances.
- No named current market-size or market-share figure is established by the cited reporting, so the deal should not be treated as a measured account of the whole SSL VPN market.
