Stablecoin issuers can earn income from the assets backing their tokens, charge fees when customers mint or redeem directly with them, and negotiate payments with platforms that distribute the tokens. For Circle, reserve income is the main disclosed revenue source. That income is not automatically paid to people who hold USDC, and gross revenue is not the same as profit after partner payments and operating costs.
How does a stablecoin issuer earn reserve income?
A fiat-backed issuer holds assets intended to support the tokens in circulation. It can earn interest and dividends on those assets. As a simplified model, reserve income depends on the average amount invested and the return earned on it; the actual result also depends on the reserve mix, rates, expenses, and timing.
Circle says it earns interest and dividends from reserve assets. Its SEC filing reports that reserve income represented 95% to 99% of Circle’s total revenue across the specified 2022–2024 and first-quarter comparison periods. This is a historical figure for Circle, not a general stablecoin-industry benchmark. Circle’s 2025 Form 10-K

Circle attributed approximately $1.4 billion of the increase to a 93.9% rise in average daily USDC circulation, alongside strategic partnerships and integrations. These are company-reported drivers for that period, not a universal formula for future revenue. Circle’s 2025 Form 10-K

What affects the amount of reserve income?
- Average circulation: More tokens outstanding generally require more backing assets. Average balances are more informative for income than a single end-of-period circulation figure.
- Return on reserve assets: Income per dollar depends on the assets held and the returns available during the period.
- Reserve composition: Cash and government money market fund holdings have different income and risk characteristics from assets such as bitcoin or gold.
- Distribution arrangements and costs: Payments to platforms and other partners reduce the amount of reserve income the issuer retains.
How do distribution deals and incentives affect issuer revenue?
Issuers may share income with exchanges, wallets, custodians, or other partners that help make a stablecoin available and used. Circle’s filings describe a daily payment base derived from net reserve income after specified third-party management fees and expenses. Circle retains an issuer portion; allocations are linked to USDC balances held on Circle and Coinbase platforms, and Coinbase also receives a share of remaining ecosystem income after payments to approved participants. The mechanics show why Circle’s reserve income should not be mistaken for the amount it keeps. Circle’s 2025 Form 10-K
Circle also disclosed a $60.3 million one-time upfront fee paid to Binance and monthly incentive fees tied to USDC balances held on Binance’s platform and in its treasury, subject to minimum balance requirements. This is a negotiated distribution arrangement disclosed by Circle, not a standard rate that applies to other platforms or issuers. Circle’s 2025 Form 10-K

What direct fees can an issuer charge?
Direct issuer fees are separate from fees charged by an exchange for trading or by a blockchain network for transactions. Tether’s official fee page, accessed October 3, 2026, lists the following terms for direct acquisition and redemption:

How do reserve strategies and disclosures differ?
Circle and USDC
Circle’s filing says that since January 2023, USDC reserves have been limited to bank cash balances and the Circle Reserve Fund. Circle’s transparency page says the majority of the reserve is held in that SEC-registered government money market fund, managed by BlackRock. The live composition can change, so consult Circle’s reserve transparency disclosure for current information. Circle’s 2025 Form 10-K
Tether and USDT
Tether says it typically publishes circulation information daily and reserve information quarterly, and identifies BDO Italia as the preparer of its reserve reports. Tether also says it holds bitcoin and gold because it views them as an inflation hedge, while warning that bitcoin’s dollar value can change significantly after its latest reserve report. Those statements describe Tether’s own rationale and reporting practice. Tether transparency information

A reserve report or attestation is not, by itself, a full issuer income statement. The official materials cited here do not provide a directly comparable detailed breakdown of Tether’s USDT revenue, costs, and retained profit. It would therefore be misleading to apply Circle’s reported revenue mix or partner economics to Tether.
Do stablecoin holders earn the issuer’s reserve interest?
Not simply by holding the token. Circle’s SEC-filed disclosure states: “USDC ownership does not convey to USDC Holders any interest, rewards, or other returns in respect of their holding of USDC.” The issuer’s income from reserves and a holder’s return are separate matters. A third-party product may offer rewards or lending returns under its own terms, but that is not the same as receiving Circle’s reserve income. Circle’s 2025 Form 10-K

How to compare issuer revenue claims
When evaluating a claim about a stablecoin issuer’s earnings, check what the figure actually measures and covers:
Quick Recap
- Income or profit: Reserve income and total revenue are not net income after distribution, operating, and compliance costs.
- Time period and balance basis: Determine whether the figure uses average circulation or a point-in-time total, and note the reporting period.
- Distribution economics: Look for payments to exchanges and other partners, which can materially affect the issuer’s retained income.
- Fee source: Separate issuer minting and redemption fees from exchange trading charges and network transaction costs.
- Disclosure type: An issuer financial filing can report revenue and costs; a reserve attestation addresses reserve information and should not be treated as a complete income statement.
