South Korea’s athlete “exemption” is not a cancellation of military-service duties. The official route is art and sports personnel, a supplementary-service assignment under which qualifying athletes serve for 34 months in an approved sports-related field and complete 544 hours of specialty-based public service. The Military Manpower Administration (MMA) lists an Olympic finish of third place or better, or first place at the Asian Games, as the sports qualification threshold.
What “exemption” means in this program
The MMA places art and sports personnel within supplementary service. Its English definition describes them as “Persons with special skills in the field of arts or sports who are assigned pursuant to Article 33-7 and perform duties in the field of arts or sports to promote culture and enhance national prestige.” In practice, athletes assigned this status continue service duties in their field rather than simply being released from all obligations. Which sports results qualify
The MMA’s published sports criteria list two qualifying outcomes:

- Olympic Games: third place or higher.
- Asian Games: first place.
These are the competition results listed in the MMA’s summary of Enforcement Decree Article 68-11. The wider art-and-sports program also has separate arts categories; those are not athlete qualification thresholds. What an athlete must do after qualifying
Complete 34 months in an approved field
The MMA specifies 34 months of service in a designated field. The listed activities include continuing as a registered athlete in the qualifying sport; studying a sports-related subject at a university or graduate institution or participating as an athlete in that sport; teaching sports at middle school or higher; working as a player, coach, or manager on specified public or corporate sports teams; and coaching at facilities registered with recognized sports bodies. The MMA also lists professional activity as a Korea Baduk Association-affiliated Go player and says professional participation is covered where it is permitted in the Olympic or Asian Games sport in which the athlete earned the qualifying result. Complete 544 hours of specialty-based public service
During the service period, the athlete must perform 544 hours of public service using their specialty. The MMA identifies potential beneficiaries including socially vulnerable people, young people, and preschool children; activities may include performances, instruction, or public campaigns. According to the MMA, failure to complete the hours can extend service, and if the requirement remains incomplete within one year, the assignment may be cancelled. MMA service management and fields.
