Some U.S. cities face practical pressure to share automated license-plate reader (ALPR) data through regional law-enforcement systems, and some contributing data may be available to the DEA’s National License Plate Reader Program (NLPRP). The routes documented so far include state right-of-way rules and agreements tied to local camera deployments—not a federal law shown to require every city to send its data. A September 30, 2026, 404 Media investigation describes these pathways, while city and state-specific records show that access and controls differ.
What is HIDTA, and how can local plate data reach federal agencies?
High Intensity Drug Trafficking Areas (HIDTAs) are regional, multi-agency counter-drug programs sponsored by the White House’s Office of National Drug Control Policy (ONDCP). The White House said on April 6, 2026, that 33 HIDTAs serve all 50 states and coordinate and fund multi-agency drug-enforcement initiatives. HIDTA is not simply another name for one federal police database.
The data route described in the 404 Media investigation has several distinct steps. A camera records a plate and associated vehicle-location information; a city or other contributing agency may share its records under an agreement; a regional hub may combine feeds from multiple agencies or vendors in a searchable platform; and, depending on the governing memorandum of understanding (MOU), records may be shared with the DEA’s NLPRP. The existence of one step does not prove that every later step occurs for every record.
- Capture: Local ALPR cameras photograph passing vehicles and produce plate reads with location and time information.
- Local or vendor storage: Records may be kept in a city’s system or a vendor’s platform. The applicable contract and settings determine what is stored and who can query it.
- Regional aggregation: Some agreements route data to a HIDTA-associated hub, where a platform can make data from multiple sources searchable.
- Possible federal access: The DEA’s December 2024 privacy impact assessment, as quoted by 404 Media, describes regional hubs transmitting contributing agencies’ data under individual MOUs that may stipulate sharing with NLPRP.
These distinctions matter: a local MOU, a vendor’s search feature, a regional database’s actual holdings, and a federal agency’s searches or retention are separate facts. Evidence for one should not be treated as proof of the others.
What does “forced” mean in the documented examples?
404 Media reports two types of practical pressure: conditions attached to operating ALPR cameras on state transportation rights-of-way in Georgia, and local data-sharing agreements connected to deployments. These may make sharing a condition of using equipment in a particular setting or proceeding with a specific deployment. They do not establish a nationwide federal mandate.

Georgia right-of-way policy
According to 404 Media, Georgia State Police policy requires an MOU with HIDTA for ALPR cameras placed on Georgia Department of Transportation rights-of-way. Flock’s Georgia-facing materials reportedly say reads are accessible through the HIDTA National LPR system. This is a reported Georgia-specific pathway, not evidence that the same requirement applies in other states.
Brunswick deployment agreement
The investigation says Brunswick, Georgia’s agreement with Atlanta-area HIDTA covered ALPR and other law-enforcement data-sharing systems, and that the city could not deploy Axon cameras without signing it. This account is based on 404 Media’s review of local records. It should not be generalized to every Axon installation or every city’s agreement.

Introduced legislation is not current law
H.R. 10606, the FLAFO Act, was introduced on September 24, 2026, and referred to committees in the official bill text cited in the reporting. It proposes limits on ALPR surveillance and federal access; the cited record establishes an introduced bill, not an enacted restriction.
Is this only a Flock system?
No. The 404 Media investigation describes regional platforms intended to combine data from multiple vendors and agencies. Its account of a Houston-area contract awarded to Recruitful LLC says the statement of work called for a searchable, multi-source platform, data migration, and integrations. The reporting names Flock, Axon, ELSAG, and Vigilant among vendors associated with integrations. That does not mean every named vendor is connected to every HIDTA hub or that each integration is currently operational in every region.

The White House separately recognized Houston HIDTA in April 2026 for managing an ALPR platform that brings together law-enforcement levels. A regional aggregation platform can therefore differ from a direct search across a vendor’s camera network: the systems may hold different records, have different users, and operate under different agreements.
What does the DEA say about the NLPRP connection?
404 Media quotes the DEA’s December 2024 privacy impact assessment as describing data from contributing agencies being transmitted to regional hub servers under individual MOUs. The quoted assessment says those MOUs may stipulate that the data can be shared with NLPRP. The article also reports that DEA has access to non-DEA equipment through HIDTA and contributing agencies, and that the agency was seeking integration with a CBP camera system. These statements describe a possible and reported connection; they do not establish that every HIDTA feed reaches NLPRP or that every federal agency can query every local system.

The assessment also warns that large networks risk collecting personally identifiable information about every plate passing a camera, including travel records of law-abiding people unrelated to investigations. That is the DEA’s stated risk assessment, quoted by 404 Media—not proof that every driver is continuously tracked or that every record is used in an investigation.

| Jurisdiction and source | What the source says | What it does not establish |
|---|---|---|
| Oklahoma City; city page current to August 2026 | The city says its Flock contract began in 2023 and that it had 90 city-owned readers as of 2026. It says the contract bars direct federal access to OKCPD Flock data; approved local law-enforcement partners may access records, searches require a documented reason and are logged. The city described a transition from 30-day to 7-day retention scheduled for October 1, 2026. | The city’s account does not establish how other agencies or separate regional databases handle data. The cited page gives a scheduled retention change; it does not confirm here whether that change took effect. |
| Palo Alto; city update, April 2026 | The city says Flock added a “Nationwide Lookup” feature in late 2023. According to the city, it allowed out-of-state local or federal agencies to search a nationwide Flock camera network, including Palo Alto cameras, using a complete seven-digit plate and a stated law-enforcement purpose. Palo Alto says the feature was disabled for its department by late October 2024 and for California agencies by March 2025. The city says it found no records showing its camera data was returned through those searches. | This is Palo Alto’s account, not an independent technical audit, and its finding concerns Palo Alto records—not every agency or search across the network. |
| Washington state; University of Washington Center for Human Rights report, 2025 | Researchers say at least eight Washington law-enforcement agencies enabled direct sharing with U.S. Border Patrol at some point in 2025. They also report audit records showing Border Patrol searches of at least ten additional police networks without explicit sharing authorization, and describe apparent searches by local agencies on behalf of federal immigration enforcement. | The report says record discrepancies prevent a complete determination of the broader scope. These are Washington findings, not a nationwide participation count. |
What remains uncertain about the national network?
The available reporting does not provide a complete map of which local agencies send data to which HIDTA hubs, when the DEA’s NLPRP receives those records, which users can search each store, how long each copy is retained, or which public-records rules govern every custodian. 404 Media reports that some jurisdictions have said data is held in a federal Houston-HIDTA database and unavailable through their own records process; it also describes DEA’s position in litigation that HIDTA records are not in DEA custody or control. Those accounts raise oversight questions but do not prove that all HIDTA data is categorically exempt from public-records laws.
For a specific city, the useful records are the camera contract, any MOU or deployment agreement, system and sharing settings, query and audit logs, retention and deletion schedules, and policies governing onward sharing. A city’s statement about its own vendor account may not answer what a separate regional hub or another agency holds.
