Semiconductor fabs use ultrapure water to rinse wafers repeatedly, prepare some process chemicals, clean equipment, and support other manufacturing operations. Once water carries away process residues, it becomes wastewater—but there is no single “fab wastewater” stream or universal treatment train. Facilities separate streams, treat them according to their contaminants and discharge or reuse plans, and must meet requirements that depend on their permits and location.

Why semiconductor fabs need water

Water is essential at several stages of chip manufacturing. Incoming water is treated to produce ultrapure or deionized water, which is used to rinse wafers after process steps and to prepare some chemicals. Water also supports equipment and material cleaning, some exhaust-control functions, and cutting or grinding operations, where it can cool or lubricate tools and carry away removed material.

These uses help explain why fabs need both consistent water quality and a dependable supply. The U.S. Environmental Protection Agency’s technical description of these operations dates to 1983, so it is useful for understanding process roles, not as a description of every modern fab’s configuration or water demand. It does not establish a current, representative water-use figure for the industry. EPA’s Electrical and Electronic Components Effluent Guidelines provide the regulatory context.

How water becomes fab wastewater

Water becomes wastewater when it picks up process residues or material that must be removed. EPA identifies etching, cleaning, degreasing, cutting, and grinding among the operations that generate wastewater. Rinses may carry chemical residues; cutting and grinding water may contain particles or slurry. The broader electrical and electronic components category includes pollutants such as fluoride, arsenic, and organic compounds, but the actual wastewater profile depends on the facility’s processes and chemicals. EPA’s category overview and its 2022 detailed study describe this variation.

Some process chemicals help explain why separate management can matter. EPA’s historical technical document identifies hydrofluoric acid used in etching and cleaning as a source of fluoride. It also describes organic compounds associated with solvents used in drying, photoresist development or stripping, and cleaning. These are process-context examples; the chemistry and wastewater controls at a particular fab are site-specific.

How fabs treat wastewater

Facilities typically manage wastewater streams according to their chemistry and intended destination. Separating streams can make it possible to apply controls suited to a particular contaminant rather than treating all water as if it were alike. The treatment examples documented by EPA in its 2022 survey include pH adjustment or neutralization, clarification, chemical precipitation, filtration, fluoride treatment, and copper treatment. Some surveyed facilities also reuse portions of their rinse water. These are facility examples, not a mandatory treatment sequence for every fab. EPA’s 2022 study describes the surveyed practices.

After treatment, water may be reused in an appropriate process, sent to a municipal treatment plant, or discharged under a permit. The choice depends on the water’s quality, the receiving system’s requirements, and applicable controls. Treatment is therefore not just a question of removing a contaminant: it also has to produce water suitable for its next destination and manage any resulting residuals.

Can fabs reuse or recycle wastewater?

Yes. Reuse can conserve supply, but the right destination depends on water quality and the reliability requirements of the receiving process. EPA’s 2022 survey documents examples of rinse water recycled for later rinsing and treated water used in cooling towers or scrubbers. A suitable reuse option at one facility is not automatically suitable at another.

Returning reclaimed water to ultrapure-water production can be more demanding than using it in another process. Contaminants that are tolerable in a less-sensitive application could create problems for the high-purity loop or affect wafer processes. A site-specific EPA-hosted Motorola/University of Texas project report from 2001 recommended using treated reclaimed water in another process rather than returning it to the ultrapure-water system, citing sodium-related risk to that system. The report calculated a 1.3-year return on investment for its recommended option; that is a historical result for that project, not a general payback forecast. Read the 2001 project report.

For a broader regional example, Singapore’s NEWater program supplies advanced treated water to water-intensive industries, including semiconductor manufacturing. EPA’s summary describes safeguards that include source control, online detection of volatile organic compounds in wastewater networks, continuous monitoring, and storage for at least nine hours before water is distributed or added to reservoirs. Those details describe Singapore’s system, not universal requirements for fabs. EPA’s Singapore water reuse case study explains the approach.

What rules govern fab wastewater?

In the United States, semiconductor manufacturing is covered by the Electrical and Electronic Components category under 40 CFR Part 469. The route depends in part on where the facility sends its wastewater:

  • Direct discharge: Requirements are incorporated into a facility’s National Pollutant Discharge Elimination System (NPDES) permit.
  • Discharge to a municipal treatment plant: The facility is an indirect discharger and is subject to pretreatment controls, including applicable local requirements.

A general description of fab treatment does not establish what any particular facility must do; its permit and local limits matter. EPA’s page, updated March 17, 2026, says its detailed review did not demonstrate a need to revise the existing rule at that time. EPA also says the PFAS monitoring data it reviewed were limited and that it expects to review additional data in future reviews. That describes the agency’s review status, not a resolution of every PFAS question or a determination about every facility’s discharge. See EPA’s current effluent-guidelines page.

What to compare when evaluating a reuse plan

A reuse proposal should be assessed against the actual stream and the system expected to receive it. Useful comparison points include:

  • Water quality: Identify relevant constituents, such as fluoride, metals, organics, pH, and particles, along with process-specific contaminants.
  • Destination: Establish whether the water is intended for ultrapure-water production, later rinses, cooling, scrubbers, irrigation, municipal treatment, or direct discharge.
  • Reliability and product risk: Consider whether a contaminant could impair membranes or ion exchange, destabilize a treatment loop, or affect wafer processing.
  • Regulatory route: Determine whether the facility discharges directly or to a municipal plant, and identify the permit, pretreatment controls, and local requirements that apply.
  • Whole-life feasibility: Account for treatment complexity, water savings, residuals management, operating impacts, and site-specific economics.

Historical water-use figures are not modern benchmarks

EPA’s 1983 regulatory development document reported historical subcategory totals of 193 million liters per day (51 million gallons per day) of process-water use and an average process-wastewater flow of 594,000 liters per day (157,000 gallons per day) in its sampled regulatory record. These dated figures describe that historical category record; they should not be treated as current industry totals or as representative water-use rates for modern fabs. EPA’s 1983 development document contains the historical figures.
