Self-driving cars became real first as a limited commercial service, not as cars that can drive anywhere in any conditions. Driverless robotaxi rides are available in some U.S. cities, but the service area and operating conditions are defined by each operator. That is different from driver-assistance features that still require a person to monitor the road and be ready to drive.

What does “self-driving” mean?

The phrase is often used for technologies with different responsibilities. The important question is not whether a car has an automated feature, but who is expected to monitor the driving and respond when the system cannot continue. NHTSA cautions against using “self-driving” as a precise label for higher levels of automation because it can suggest abilities or driver responsibilities the system does not have.

  • Driver assistance: The system can help with parts of driving, but a human driver remains responsible for monitoring the road and handling the task when needed.
  • Automated driving system: The system is designed to perform the full driving task within its defined operating conditions, without expecting a human to perform driving-related tasks during that operation.

Those are not interchangeable capabilities. A car that can assist a driver on certain roads is not necessarily able to make a driverless trip. NHTSA’s terminology and consumer information explain the distinction and why labels alone are not enough to establish what a vehicle can do.

Are driverless cars available now?

Yes, in the form of geographically limited robotaxi services. Waymo reports rider-only service—trips without a human driver—in five U.S. markets. Its figures below are company-reported miles through June 2026, not a count of all automated-vehicle activity or a guarantee that every route and condition is served.

Waymo market Rider-only miles through June 2026
Los Angeles 67.098 million
San Francisco Bay Area 82.421 million
Phoenix 92.121 million
Austin 21.064 million
Atlanta 8.624 million
Total reported 271.3 million

The total is Waymo’s rounded figure; its listed city miles sum to 271.328 million. These numbers establish that rider-only operation has occurred at substantial scale in those named markets. They do not establish that the same vehicles can handle every road, weather condition, or unusual event, or that another operator offers the same service. Availability depends on the operator’s service area and conditions.

How did self-driving cars move from research to real rides?

There was no single breakthrough that turned every experimental vehicle into a practical driverless car. The transition is better understood as a long development and testing problem followed by bounded commercial deployments, with oversight continuing as services operate.

Testing progressed through stages

NHTSA’s 2019 overview described a development path that included computer simulation and modeling, controlled-track testing, and limited public-road testing with vehicle operators and monitors. Each stage serves a different purpose: simulation can explore scenarios without putting a test vehicle on public roads; tracks provide controlled conditions; road tests expose systems to real traffic and infrastructure. That 2019 account describes testing logic at the time, not a current inventory of every company’s testing practices.

Commercial service made the capability tangible—but bounded

A rider-only trip shows that a system can perform the driving task for a commercial journey within an operator’s chosen domain. The domain can be limited by geography and operating conditions. One successful service area therefore does not demonstrate universal capability, and the existence of a robotaxi does not mean a consumer can buy a car that drives itself everywhere.

Oversight did not end when rides began

NHTSA’s 2019 overview also said automated vehicles remained subject to Federal Motor Vehicle Safety Standards and the agency’s defect authority. Current federal actions show that deployment rules and performance expectations continue to develop alongside commercial operation; they are not simply issues that were settled before the first driverless rides.

What do the safety numbers show—and what do they not show?

Waymo’s safety dashboard compares its crash experience with average-human benchmarks over the same distance in the company’s operating cities. Waymo reports these differences:

Rank #3
BDTCTK 1/32 Rolls-Royce Phantom Model Car,Zinc Alloy Pull Back Toy car with Sound and Light for Kids Boy Girl Gift (Black)
  • Product size: 6.69*2.36*1.97 inches Weight: 0.7 pounds Outer packaging: exquisite color translucent packaging box
  • Material: Die-cast car model, made of zinc alloy, with plastic parts, rubber tires, detailed interior and exterior decoration.
  • Function: Press the two wheels of the front car to trigger the sound of the engine and the lights, with upright car logos, the angel logo is stored in the hood. The details of the body interior are realistic. Place the car on a flat ground, press the body and pull it back, the car will drive forward. (With pull back function)
  • This Rolls-Royce Phantom 1/32 car model pull back car is very suitable for children to play with. The paint is exquisite and feels good, and it is heavy to hold. It is also very suitable for car model enthusiasts as a decoration.
  • Accessories and collections: This product is very suitable for static accessories and can be used as an accessory next to a computer. For those who are passionate about collecting model car models, this is a great art collection.
Crash measure Waymo-reported difference versus average-human benchmarks
Serious-injury-or-worse crashes 95% fewer
Crashes involving airbag deployment 82% fewer
Injury-causing crashes 82% fewer
Pedestrian crashes with injuries 93% fewer
Cyclist crashes with injuries 86% fewer

These are Waymo’s own retrospective comparisons, not an independent universal verdict on automated driving. The company says its dashboard data update in line with NHTSA Standing General Order reporting and that it may revise its comparison methods. The results apply to the company’s stated operating-city comparison and should not be generalized to other operators, locations, or conditions.

To assess any safety claim, check the outcome being counted, the distance traveled, the comparison population, the geography, and who produced the analysis. A mileage total by itself cannot show how often crashes occurred or how severe they were; a percentage difference is only interpretable alongside its benchmark and method.

What comes next for driverless cars?

The next phase is not just about expanding service areas. It also involves standards, operational safeguards, and decisions about how regulators permit and oversee deployment.

NHTSA’s July 2026 actions

On July 30, 2026, NHTSA announced a temporary exemption allowing Zoox to commercially deploy up to 2,500 vehicles annually for two years under enhanced oversight. The agency also announced a three-year, $5 million A2SCEND consortium with SAE Industry Technologies Consortia to gather data and accelerate development of automated-vehicle performance standards.

NHTSA said updated technical guidance would address emergency-responder interactions, safety management systems, remote assistance, and post-crash behavior. These topics reflect practical questions that arise when a vehicle operates without a human driver at the controls: how responders interact with it, how the operator manages risk, and what happens after an incident.

USDOT’s 2026–2030 planning horizon

The U.S. Department of Transportation updated its National Strategy for Automated Vehicles on September 3, 2026. It describes a unified department approach with a focus on fiscal years 2026–2030. This is a policy agenda and planning horizon, not a promise that a particular technical milestone or nationwide rollout will happen by 2030.

How to judge claims that a car is “self-driving”

When comparing a vehicle, service, or announcement, focus on what it is actually authorized and designed to do rather than its label. These questions make the differences clearer:

  • Who monitors the road? Is a human expected to supervise continuously, or is the system designed to perform the driving task within its operating conditions?
  • Where and when can it operate? Look for the defined operating domain, including service geography and conditions, rather than assuming capability on every road.
  • Is it genuinely driverless and public-facing? A test vehicle with an operator or monitor is not the same thing as a rider-only commercial trip.
  • What does the safety evidence compare? Check the outcomes, denominators, comparison population, geography, and whether the results come from the operator or an independent analysis.
  • What rules apply? Testing permissions, exemptions, federal safety requirements, and oversight can differ; a commercial deployment exemption is not the same as general approval for every use.
