Scientists measure ocean noise by recording underwater sound—usually with hydrophones—and analyzing how it varies by frequency, time and location. To determine whether that sound affects marine life, they must go further: identify the animals and their exposure, and assess changes in hearing, communication or behavior. A recording can describe acoustic conditions; on its own, it cannot prove an animal was harmed.
What scientists mean by ocean noise
The ocean soundscape contains natural, biological and human-made sounds. Storms, earthquakes and animal vocalizations all contribute, alongside sounds from human activity. “Noise” therefore does not automatically mean a sound is harmful: its source, characteristics and context matter.
Sound is important to many marine animals for communication, finding food and mates, detecting predators, navigation and social behavior. Human-made sound may interfere with those activities, but the possible effect depends on the species, sound, exposure and setting.

A hydrophone is an underwater sensor broadly comparable to a microphone. Many hydrophones use ceramic materials that produce a small electrical signal as water pressure changes. The signal is amplified and recorded for analysis. NOAA’s hydrophone explainer describes the basic principle.

Most ocean-noise monitoring is passive acoustic monitoring: instruments record sound already present rather than transmitting sound into the water. The resulting recording is a record of pressure changes at the sensor, not a direct identification of every sound source or its effect on an animal.
Choosing a recorder and deployment
The right system depends on the question. NOAA’s 2016 Ocean Noise Strategy Roadmap, Chapter 3 describes factors such as frequency response, sample rate, recording duration, depth limit, self-noise, dynamic range, ease of deployment and cost. Instruments are not interchangeable: they do not all detect the same frequencies or sound levels equally well, and an ordinary consumer hydrophone is not equivalent to a calibrated research recorder.

Autonomous recorders can operate from days to years, depending on design. NOAA Ocean Exploration’s acoustic-monitoring overview describes different monitoring technologies. Long deployments suit questions about change over time; arrays help with direction and localization; mobile systems can cover more ground. Those are different capabilities, not a single best system.

What sound measurements describe
Researchers can examine how a recording varies through time, across locations and across the frequency spectrum. Frequency helps characterize the sound; timing and location show when and where it occurs. Array data can help localize a source, while long-term recordings can reveal patterns or changes in a soundscape.
Acoustic detections can also contribute to studies of animal presence, distribution, density or behavior. A detection is not automatically an abundance estimate: estimating how many animals are present requires suitable methods and interpretation.
Pressure is not the same as particle motion
Underwater sound involves both pressure changes and movement of water particles. Hydrophones commonly measure pressure. Particle motion has direction and can be represented as displacement, velocity or acceleration; researchers may use accelerometers or geophones to measure it.

In simplified deep-water, far-field conditions, particle motion can sometimes be estimated from pressure, but that inference has limits. Decibel values also require a reference quantity: underwater pressure levels conventionally use a reference of 1 micropascal, while particle-motion measures use different references. Underwater and airborne decibel figures should not be compared without accounting for their references and measurement contexts.

Researchers interpret sound recordings alongside information about the animals in the area, their likely exposure and their ecological setting. They ask what sound occurred, how it varied, which animals may have encountered it, and whether a biological response can be established. A measured sound level alone neither identifies the source nor demonstrates harm.
NOAA lists possible effects of human-made sound including temporary or permanent hearing loss, stress responses, displacement from preferred habitat or migration routes, and disruption to feeding, breeding or spawning, nursing and communication. These are potential effects, not outcomes caused by every exposure. Effects can be acute or accumulate over time, and depend on the source, duration and location. Evidence and thresholds differ across species and sound types; findings about one group should not be generalized to all marine life.

Long-term passive acoustic monitoring can help establish acoustic baselines, track changes in the soundscape and study animal distribution and habitat use. NOAA Fisheries’ ocean-noise overview discusses potential effects and monitoring. A baseline makes comparison possible; it does not by itself establish that a change caused a biological effect.
What long-term monitoring has shown
NOAA’s Soundcheck: Ocean noise describes a 10-decibel increase in low-frequency sound levels off the U.S. West Coast from about the mid-1960s through the early 2000s. NOAA presents this as an indication from limited long-term data—not a universal trend for all oceans, frequencies or periods.

NOAA’s hydrophone explainer quotes Robert Dziak, NOAA PMEL research oceanographer and scientist: “You would think that the deepest part of the ocean would be one of the quietest places on Earth. Yet there is almost constant noise,”
NOAA’s Ocean Noise Reference Station Network page presents 12 underwater reference stations in U.S. waters as tracking ocean-noise levels over time. That count is a page-specific snapshot, not a permanent total or a comprehensive global station count.
What a recording can—and cannot—tell you
- It can: document pressure signals at a sensor and help characterize their frequency, timing and change across a deployment.
- With appropriate equipment and methods, it can: help locate sounds, monitor soundscape trends, detect animals and investigate distribution or behavior.
- It cannot establish by itself: which source produced every sound, how many animals are present, or whether an animal was harmed.
The distinction is central: acoustic measurement establishes what a sensor recorded under its operating conditions. Assessing biological effects requires connecting that record to animal exposure and ecological evidence.
