Schools can buy fresh produce through existing distributors, directly from farms, through aggregators, or via USDA Foods channels such as DoD Fresh. The right route depends on district and state procurement rules, menu volumes, supplier capacity, delivery logistics, and kitchen storage and preparation needs. Local sourcing does not bypass competition or documentation requirements.
Choose a purchasing route that fits the school’s operation
There is no single route for every school. Compare options against the district’s menu, order volume, procurement procedures, delivery capacity, and ability to receive and prepare produce.

USDA identifies direct delivery, USDA Foods Processing, and DoD Fresh as USDA Foods channels. Depending on the state, the state agency may order with school input or let districts order offered items through USDA’s online ordering system. FFVP is separate from ordinary meal procurement: USDA describes it as free fresh fruit and vegetable snacks for children at eligible elementary schools, paired with brief nutrition lessons. Plan the purchase before contacting suppliers
- Build the need from the menu. Map produce items to the meal cycle and estimate quantities. Use USDA’s local-food procurement resources and associated menu-planning tools, including the Food Buying Guide, to support child nutrition planning.
- Confirm who is authorized to buy. Identify the people responsible for soliciting, approving, ordering, receiving, and paying. Check applicable district and state procedures, procurement methods, thresholds, and documentation with the district procurement office or state child nutrition agency.
- Assess the kitchen’s capacity. Check whether staff can receive, store, wash or otherwise prepare, and serve the proposed volume within the planned delivery schedule. Consider storage space, preparation labor, and menu fit before committing.
- Select the supply route. Consider an existing distributor, direct producers, an aggregator that combines farm products, or USDA Foods/DoD Fresh if available through state arrangements. USDA’s resource for producers selling local food to schools can also help schools understand the producer side of the transaction.
- Write a solicitation or purchase specification. State the product and variety where relevant; grade or size; acceptable ripeness and condition; packaging; quantities; substitutions; seasonality; delivery days and windows; receiving standards; invoice details; and relevant food-safety documentation. Specify measurable requirements so offers can be compared fairly.
- Compare offers on equivalent terms. Evaluate total delivered cost alongside availability, consistency, quality, delivery reliability, order minimums, ordering flexibility, and the staff, storage, and preparation burden. Follow the applicable procurement rules when making and documenting an award.
- Receive and review the arrangement. Train receiving staff to check deliveries against written product, condition, temperature, and documentation requirements. Track fill rates, substitutions, quality, waste, costs, student acceptance, and any food-safety issues; adjust the menu, specification, or supply plan when the results warrant it.
Local purchasing still has procurement requirements
Buying local does not mean a school can skip its applicable purchasing procedures. USDA’s local-food guide covers formal and informal procurement approaches and ways to target local foods. Districts should use a method permitted under their applicable requirements and document the process and decisions. A “local” label by itself does not override competition requirements.
Geographic-preference guidance is time-sensitive. USDA’s Procuring Local Foods page, updated Oct. 1, 2026, says a direct final rule published Sept. 9, 2026, clarifies the existing option and takes effect Nov. 9, 2026. USDA says it “does not alter policy or implementation.” Because the page also notes that some linked resources are being updated, check the current USDA materials and state agency instructions before applying older scoring descriptions.

Make food safety part of the buying and receiving plan
Food-safety expectations should be included in specifications and daily operations. USDA notes that contamination can occur during production, processing, transportation, storage, preparation, or service. Define relevant delivery and documentation requirements in the purchase terms, then train staff to inspect produce and follow written temperature, handling, and storage procedures appropriate to the products and applicable school and state requirements.
USDA’s Best Practices for Handling Fresh Produce in Schools provides school-focused guidance. The federal material does not establish one universal temperature or specification for every product and school; districts should use their applicable requirements and product-specific procedures.

Use support programs and current data wisely
The Patrick Leahy Farm to School Program supports child nutrition operators through grants, research, technical assistance, and training. USDA reports nearly $20 million in Farm to School awards for FY 2026; that is a program-year award figure, not a guarantee of funding for an individual district. USDA’s Economic Research Service reported that 74% of U.S. schools participated in Farm to School activities during school year 2022–23 and that local food purchases totaled $1.8 billion. These are national figures for that school year, not evidence that a particular procurement route is available or cost-effective in every district. The findings are in the ERS report on local food procurement pathways.

What to verify with the district or state
Federal guidance does not set a particular district’s bid thresholds, state and local procurement rules, supplier prices, product specifications, meal-pattern crediting, produce temperatures, or local market capacity. Before issuing a solicitation or changing a supply arrangement, confirm those details with the district procurement office and state child nutrition agency. Availability and program instructions can vary by state and school year.
