When no reachable cell tower is available, a supported phone can send a radio signal directly to a satellite. The satellite relays that signal into a satellite or mobile carrier network, which can then deliver a supported text, emergency message, call, or data session. Whether it works depends on the service, phone, carrier, country, plan, and view of the sky—not just on having a “satellite-capable” device.

How does satellite-to-cell work?

In ordinary mobile service, a phone’s radio signal reaches a nearby terrestrial base station, or cell tower. In a satellite-to-cell connection, the satellite takes the place of that first radio hop: the phone communicates with a satellite overhead rather than with a tower.

The satellite network must still carry the communication onward. Depending on the system, the satellite may relay the signal to a ground gateway, or work as part of an arrangement integrated with a satellite operator and a mobile carrier. A carrier can then route the traffic to its destination if the service supports that kind of communication. Public descriptions from NTIA and the International Telecommunication Union (ITU) explain the broad paths, but do not provide a complete internal routing diagram for every commercial service.

  1. The phone sends a signal. When terrestrial service is unavailable, a compatible phone uses the satellite feature supported by its service and location.
  2. A satellite receives and relays it. Depending on the design, a satellite can act like a moving cell or relay the signal toward a ground station.
  3. The network carries it onward. A gateway and network interconnection connect the satellite link to the relevant satellite provider, mobile carrier, or both.
  4. The service delivers the supported communication. That might be a text or emergency message, or—in some offerings—voice or data. A satellite link alone does not guarantee every feature.

Can a regular phone connect to a satellite?

Sometimes. Some direct-to-cell services are designed to work with compatible, unmodified phones, rather than a separate satellite handset or add-on antenna. In one model, the satellite uses spectrum licensed to a partner mobile carrier, so the phone can use the carrier’s radio technology and may appear to be connecting to that carrier’s network. This does not mean any ordinary phone can connect to any satellite service: the device, radio support, software, carrier arrangement, plan, location, and supported feature all have to line up.

Other satellite services use different radio approaches or standards. ITU’s 2026 overview, for example, describes Skylo devices as complying with 3GPP non-terrestrial-network (NTN) standards. That is not a universal specification for every satellite-to-cell system; the label “satellite-to-cell” by itself does not identify the radio standard.

What are the main network and spectrum designs?

Two distinctions help explain why satellite services differ: how the satellite relays traffic, and which spectrum it uses. These are related choices, but they are not one fixed design.

Approach What it means What it implies
Mobile-satellite-service spectrum The system uses frequencies allocated for mobile satellite service. Verizon’s announcement describes its Skylo partnership as using dedicated, licensed mobile-satellite spectrum. The service depends on that satellite spectrum and its authorizations; it is not the same spectrum arrangement as U.S. Supplemental Coverage from Space.
A mobile carrier’s cellular spectrum A satellite operator works with a mobile network operator and uses spectrum held by that carrier, subject to local regulatory authorization. NTIA describes the U.S. Supplemental Coverage from Space framework in these terms. Availability depends on the carrier partnership, spectrum permissions, compatible devices, and the market where the service is authorized.

ITU describes traditional mobile-satellite-service approaches, including Globalstar, as well as low Earth orbit (LEO) approaches from AST SpaceMobile and Starlink. It notes Starlink’s partnerships with local mobile operators for service to ordinary, unmodified phones. These are examples, not evidence that all providers use the same satellite, gateway, spectrum, or carrier topology.

Regulatory permissions are country-specific. In the United Kingdom, Ofcom’s statement published on 15 April 2026 and updated on 18 June 2026 described amended regulations intended to create a licence exemption for handsets and other SIM-enabled devices using qualifying direct-to-device services on specified 900 MHz frequencies, following approval of a VodafoneThree licence variation. The statement said the regulations were intended to take effect on 10 July 2026; that stated intention alone does not establish the implementation status of every service. More broadly, ITU’s State of Satellite Broadband report says a WRC-27 agenda item will consider studies on possible new mobile-satellite allocations for direct connections between space stations and IMT user equipment. A single, finalized global allocation should not be assumed.

What can you do without cell service?

Capabilities differ by service. Emergency satellite messaging, ordinary SMS, voice calls, and data are separate features; one being available does not establish that the others are. Some announcements describe emergency use cases, while other services support consumer messages or additional functions. Check the exact carrier and device support for the feature you need.

A carrier satellite-messaging example: Telstra in Australia

Telstra describes its Starlink Direct to Cell-enabled Satellite Messaging as non-emergency text messaging. Its support information says the service cannot be used to call or directly text Australian emergency services. Telstra lists requirements including a compatible device with current software, an eligible Upfront Mobile Plan, being outside terrestrial cellular and Wi-Fi coverage, and being outdoors with a clear line of sight to the sky. Its described service area is mainland Australia and Tasmania, with stated exceptions, and it may extend up to 50 km offshore. Those details are specific to Telstra’s service, not general rules for satellite messaging.

Telstra says delivery can take minutes or longer depending on location, device, and satellite availability, with short gaps possible between satellite passes. It says weather is unlikely to affect service when there is a clear view of the sky, while noting that the technology continues to be evaluated in varied weather. Satellite messaging should therefore not be treated as instant or guaranteed.

Emergency features are not interchangeable

Comcast’s announcement names Google Pixel 9 as supporting satellite emergency messaging through specified mobile services. Apple’s Emergency SOS via satellite is a distinct feature for iPhone 14 or later. These examples do not establish that either device works with every carrier’s satellite service, in every country, or for routine messages, calls, and data. Follow the provider’s current compatibility and coverage information for the particular feature.

Why doesn’t satellite-to-cell work everywhere?

A phone needs more than a satellite overhead. Service availability is shaped by the satellite’s footprint and availability, local regulatory permission, a carrier arrangement where one is required, supported phone radio and software, an eligible plan, and a usable view of the sky. Buildings can obstruct the weak phone-to-satellite link, so indoor use may be limited. Telstra’s outdoor and clear-sky-view guidance illustrates a service-specific requirement; other providers may set different conditions.

Satellite links also face capacity and coverage trade-offs. GSMA identifies large satellite beam footprints, greater free-space path loss, capacity limits, and weaker suitability for dense population areas and indoor reception as constraints. In practical terms, a broad beam serves a larger area than a small terrestrial cell, while a phone’s signal has farther to travel and is harder to maintain through structures. Satellites can extend reach to remote regions, oceans, and places where towers are difficult or uneconomic to build, and can add resilience when terrestrial networks are unavailable or damaged. They do not reproduce the capacity of a dense tower network.

GSMA’s cited page reports that 58% of the world’s population is connected to mobile broadband, about 4% live outside mobile broadband coverage (the “coverage gap”), and 38% live within coverage but remain unconnected (the “usage gap”); it also reports 5.8 billion unique mobile subscribers. The page does not identify a publication year alongside those figures, so they should not be read as a dated current measurement. The distinction between coverage and usage is important: satellite coverage can address places lacking network reach, but does not by itself resolve why people who are covered remain unconnected.

How to check whether it will work for you

  1. Identify the exact feature. Confirm whether you need emergency messaging, ordinary texts, voice, or data; providers do not offer these interchangeably.
  2. Check your carrier and country. Confirm that the service is authorized and available where you expect to use it, and whether it requires a particular mobile operator partnership.
  3. Verify the phone and software. Use the provider’s current supported-device list and required software version. A phone that supports one manufacturer or carrier satellite feature may not support another.
  4. Check plan and location conditions. Confirm plan eligibility, geographic coverage, outdoor or sky-view requirements, and any offshore or regional exclusions.
  5. Plan for delays and gaps. Where the provider documents satellite-pass interruptions or slower delivery, do not rely on immediate message receipt.

For a concrete service, Telstra’s current support information is more useful than a general claim that a phone “has satellite.” The same principle applies elsewhere: confirm the live carrier, device, plan, and feature details before relying on coverage, particularly for emergency use.
