Reservoir levels are measured as water-surface elevation; stored volume is estimated by matching that elevation to a capacity table made for that particular reservoir. A low percentage means less water is held in reserve, but it does not by itself show whether a community will face a shortage. That depends on inflows, releases, operating rules, water rights, demand and other available supplies.
How reservoir levels are measured
A gauge or other observing system records the water-surface elevation, usually in feet or metres relative to a vertical datum. Elevation is not the same as volume: two reservoirs at the same height can hold very different amounts of water.
To estimate storage, operators match the observed elevation to an elevation-area-capacity table. The table relates water elevation to the surface area covered and the volume held, and is developed from surveys of the reservoir basin. The Bureau of Reclamation describes the area-and-capacity table as a pair of linked tabulations: area by elevation and capacity by elevation. Its technical chapter explains that sediment deposits can alter those relationships over time. Bureau of Reclamation, Design of Small Dams, Chapter 9.

Sediment gradually occupies space that could otherwise hold water, so a capacity table based on an older survey may no longer reflect the reservoir basin exactly. Updated topographic and bathymetric surveys can revise the relationship between elevation and storage.

For Lake Powell, the USGS and Reclamation used topobathymetric surveys beginning in 2017 and published updated elevation-area-capacity relationships from the spring 2018 survey. The tables calculate area and volume at 0.33-foot increments across the surveyed range. The study estimated a capacity decrease of 6.79 percent, or 1,833,000 acre-feet, between 1963 and 2018; that result applies to Lake Powell, not to reservoirs generally. In Texas, the USGS explains that more precise elevation observations can be matched with Texas Water Development Board capacity tables to calculate storage. Its FAQ also links to daily reservoir status reporting and historical elevation observations. USGS Texas reservoir reporting FAQ.

What “percent full” means—and what it leaves out
A percentage is meaningful only when its denominator is clear. “Percent of live capacity” compares storage with the portion available for active use under the stated operating basis; “percent of total capacity” may use a different reservoir volume. “Percent of historical average” compares current storage with a typical level over a specified reference period. These are different measures, not interchangeable ways to say how full a reservoir is.

- True Water Level Reading
Reclamation reported Lake Powell’s end-of-August 2026 water-surface elevation as 3,517.87 feet and storage as 5.14 million acre-feet, or 22 percent of live capacity. Its page also provides current elevation and release projections, which add context that the storage percentage alone cannot supply. Reclamation Lake Powell operating information.
A different kind of percentage appears in California Water Watch: the California Department of Water Resources estimated statewide reservoir storage at 13.6 million acre-feet as of October 4, 2026, equal to 68 percent of historical average. That is a statewide estimate compared with a historical average—not an individual reservoir’s percentage of capacity. California Water Watch.

What low reservoir levels mean for water supplies
Low storage means there is less water in reserve to supplement rivers or deliveries when inflows are low. It can constrain operating choices and increase pressure among authorized uses, but no single percentage automatically triggers restrictions everywhere. The effect depends on the reservoir’s role, expected inflows and releases, operating rules, legal allocations, demand and the water system’s other sources.
A Reclamation update dated April 16, 2026, reported that most reservoirs along the Rio Chama and Rio Grande held less than 15 percent of capacity, leaving little stored water to supplement river flows for irrigation, municipalities, recreation and endangered species. The update listed Heron at 11 percent, El Vado at 13 percent and Elephant Butte at 13 percent. These figures illustrate the importance of local operating context; they are not a general restriction threshold. Reclamation Rio Grande and Pecos update.

How to assess a low reading for your area
A headline percentage alone cannot establish the date, amount or likelihood of a local shortage. To judge whether a low level matters for a particular tap, farm or irrigation district, check the measures and notices that connect reservoir conditions to local supply.
- Confirm what the percentage measures. Check whether it is based on live capacity, total capacity or historical average, and note the observation date.
- Compare the same reservoir over time. A current figure is more informative when compared with prior readings on the same basis, rather than with a different reservoir or a percentage using another denominator.
- Review the operating picture. Look at elevation, storage, inflow, release and forecasts together. The reservoir operator’s status page or dashboard is the appropriate place to find these measures.
- Check local consequences. Consult your water provider’s supply notices and allocation information, along with applicable drought or emergency rules. These identify whether and how conditions affect customers or water users.
Why measurements and operating context belong together
The measurement answers how high the water is and, through the reservoir’s capacity relationship, how much is estimated to be stored. It does not answer how much water will arrive, how much will be released, who has rights to it or what restrictions a local provider may impose. A useful comparison therefore keeps the storage volume and its units, percentage denominator, observation date, elevation and operating context together.
