There is no single established funding source for public-university coach buyouts. The source depends on the institution’s contract and financial arrangements, and may require transaction-specific documentation to identify. State or system rules can impose limits or approval requirements, but rules about paying a coach’s salary do not automatically apply to a buyout.
What pays a coach buyout?
For a specific public university, the answer is institution-specific. A buyout is a contractual payment obligation, but its source cannot be inferred from an athletics department’s overall budget, state support, student fees, or revenue totals. A contract, audit, official disclosure, or transaction record is needed to establish who funded a particular payment.
The material available does not establish a national breakdown of coach buyouts by funding source. Potential budget categories should not be treated as proof: a department may receive institutionally allocated funds, government support, student fees, or athletics-generated revenue without those dollars having been used for a buyout.
Do not confuse a buyout paid with one received
NCAA accounting guidance addresses a different situation from a university paying to exit a coach’s contract: it explains how to report a coaching buyout received by an institution. The NCAA FAQ recommends recording that receipt as an offset to salary and benefit expense, rather than as revenue, because “a contract buyout is not a revenue stream.” This accounting treatment does not identify how a university funds a buyout it pays.

The NCAA also includes compensation paid through foundations or booster clubs in related- or affiliated-entity reporting. State-provided or state-funded benefits for athletics coaches and administrative staff are reported as both an expense and direct state or government support. These reporting rules describe compensation and financial-statement treatment; they do not show that a foundation, booster club, or government paid any particular buyout.
What state and system rules can establish
Policies vary by jurisdiction. North Carolina offers a specific example, not a nationwide rule. University of North Carolina Board of Governors Policy 1100.3 says student athletic fees may be used to pay a coach’s or athletic director’s base salary, while state general funds and tuition may be used only for the instructional portion of a coach’s base salary. It also requires head coach and athletic director contracts to state that they become public records upon execution under North Carolina’s Public Records Law. These salary and disclosure provisions should not be extended to buyout payments without additional evidence. Read UNC Policy 1100.3.

The same policy sets additional approval requirements for specified buyout terms. Among the covered cases is an obligation exceeding remaining base salary plus earned or vested bonuses or deferred compensation, subject to the policy’s conditions. It requires the amount to bear a discernible relationship to likely actual financial loss. Reviewers are directed to consider the institution’s ability to pay, the funding sources, whether outside money has already been raised or pledged, and the potential effect on the athletic department or university. These are review factors; they do not establish a universal payer or prove that pledged outside money was ultimately used.

What NCAA financial data can—and cannot—tell you
NCAA financial reporting covers athletics operating revenues, expenses, and capital. Division I institutions undergo annual independent agreed-upon procedures reviews; Division II institutions are reviewed at least once every three years. The NCAA says schools use institution-level data for internal benchmarking, while public releases from its system are aggregate results. Consequently, aggregate NCAA data can provide context about athletics finances but may not identify the source of an individual institution’s buyout payment. See NCAA financial reporting requirements.

The NCAA’s financial trends page, updated in December 2025, uses fiscal year 2023–24 information and provides median revenue and expense data over ten years, filterable by division and subdivision. Those figures can help compare the financial scale of departments, but they do not show how a particular buyout was paid. View NCAA athletics financial trends.
Broader public support is context, not transaction evidence. An Associated Press report dated August 20, 2026, described state appropriations and tax revenues supporting athletics-related costs in several states, including facilities and administration. Support for those costs may free other university resources, but the report does not establish that the cited public funds were earmarked for coach buyouts. Read the Associated Press report.

How to verify the source for a particular buyout
- Find the contract and amendments. Identify the buyout obligation, the parties responsible for payment, any conditions, and relevant approval terms. In North Carolina, head coach and athletic director contracts must state that they are public records upon execution; disclosure rules elsewhere vary.
- Look for the transaction in official records. Check university financial disclosures, audit documents, board materials, and official statements for a payment entry or a stated funding source. A budget category or general appropriation alone is not enough to attribute a specific payment.
- Check whether outside funding was committed or actually paid. Distinguish money already raised or pledged from funds documented as received and applied to the obligation.
- Use comparable financial context carefully. When comparing departments, match fiscal years and NCAA divisions; separate generated revenue from support allocated by students, government, or the institution; identify compensation and severance expenses and the period covered; and account for applicable state or system rules. These comparisons frame the question but do not replace transaction-level proof.
