Private companies are becoming essential builders and operators of space systems, but they are not replacing governments. In the United States, NASA sets missions, funds contracts and oversees programs while companies provide astronaut transport, lunar delivery services and major systems for Artemis. The result is a public-private model: commercial firms increasingly determine how missions are carried out, while public agencies still define much of what those missions are meant to achieve.

What does it mean for companies to shape space exploration?

It means more than launching privately owned rockets. A company can shape a mission by designing and operating the vehicle that carries astronauts, delivering experiments to the Moon, or developing a lander, spacesuit or surface vehicle that a government program needs. Governments can remain the customer and mission authority even as private providers take on substantial engineering and operational work.

NASA calls its Commercial Crew Program a “revolutionary approach to government and commercial collaborations for the advancement of space exploration.” That is the agency’s description of its own program, not an independent verdict on the model. The practical change is that NASA can purchase transportation and other capabilities from companies rather than build and operate every system itself.

Who does what in NASA’s major commercial programs?

Program or capability What companies provide NASA’s role and current maturity
Commercial Crew SpaceX operates Crew Dragon and Falcon 9 for astronaut transport to and from the International Space Station (ISS). Boeing developed Starliner. NASA certifies and buys crew transport. Crew Dragon is certified and operating regular missions; Starliner has not received human-rating certification, according to NASA’s Office of Inspector General (OIG) on September 10, 2026.
Commercial Lunar Payload Services (CLPS) Commercial providers own their landers and sell delivery capacity for payloads, including integration, launch, operations and landing. NASA buys delivery for science, exploration and technology payloads. The service model accepts that some missions may fail; a contract award is not proof of a successful landing.
Artemis partnerships Companies are assigned work on systems including human landing systems, spacesuits and lunar mobility. NASA leads the Artemis campaign and assigns roles within it. NASA’s partner page lists these as current assignments, not completed capabilities or guaranteed future mission dates.
Prospective low Earth orbit economy Potential services include privately operated destinations, private astronaut missions, commercial research and in-space manufacturing. NASA’s stated strategy is to help build both supply and demand, with the agency becoming one of multiple customers. These are ambitions for a developing market, not a description of a mature commercial ecosystem.

How commercial crew changed access to the ISS

NASA’s Commercial Crew Program was created to provide transportation to and from the ISS through partnerships with American private industry. NASA says SpaceX’s Crew Dragon is certified and conducting regular astronaut missions, launched on the company’s Falcon 9. This is an operational service, not simply a development contract.

Boeing’s Starliner illustrates why a second spacecraft does not automatically mean a second, dependable transport option. Its 2024 crewed flight test was planned for eight to 14 days but remained in orbit for 93 days after propulsion anomalies. NASA later released an investigation report with 61 corrective recommendations for future crewed Starliner missions. The OIG reported on September 10, 2026 that Starliner had not received human-rating certification; the crew from the 2024 test returned aboard SpaceX Crew Dragon in March 2025.

The OIG’s concern is broader than one spacecraft. It said NASA still faces development delays and reliance on a single launch provider for transportation. Cargo Dragon and Cygnus are different cargo spacecraft, but both depend on Falcon 9 to reach the Station. In other words, vehicle variety is not the same as independent launch capacity. This distinction matters when assessing resilience: alternatives have to be available across the supply chain, not just at the spacecraft level.

What companies are doing at the Moon

CLPS buys delivery, not NASA-owned landers

Under CLPS, NASA contracts companies to deliver agency science, exploration and technology payloads to the lunar surface and orbit. The contracted service can cover the full chain: payload integration, mission operations, launch from Earth and delivery by landing. The companies retain ownership of their landers and can sell capacity—such as mass, power and data transmission—to NASA and other customers.

As of September 28, 2026, NASA’s live CLPS program page listed 17 awarded deliveries to five vendors, more than 60 payloads and a combined contract ceiling of $2.6 billion through November 2028. These are changeable program-page totals and a ceiling, not a measure of money already spent or missions successfully completed.

Failure is part of the stated procurement risk

NASA describes CLPS as an intentionally risk-bearing model: some commercial missions may fail, with the agency emphasizing learning and affordability. That approach can give NASA access to lunar delivery services without owning each lander, but it also means a contract award or planned delivery cannot be treated as a proven capability. The model commercializes how payloads are delivered; it does not mean NASA has handed over its scientific objectives.

How private partners fit into Artemis

Artemis is a NASA-led campaign that relies on industry for major systems and services. NASA’s partner page identifies work spanning infrastructure, Orion, the Space Launch System (SLS), Gateway, human landing systems, spacesuits and lunar mobility. Among the current assignments listed there, SpaceX’s Starship Human Landing System (HLS) is assigned to Artemis III and IV, Blue Origin’s Blue Moon MK2 to Artemis V, and Axiom Space is the prime contractor for the Artemis III lunar spacesuit. NASA is also working with Intuitive Machines, Lunar Outpost and Venturi Astrolab on lunar terrain vehicle development.

Those assignments describe work in a program, not proof that each system is finished, flown or available on a guaranteed schedule. NASA also reports that the Artemis supply chain includes more than 2,700 suppliers across 47 states. That indicates wide industrial participation, but it is not a count of 2,700 independent space exploration companies.

What the broader commercial space economy could change

In a January 10, 2025 explainer, NASA described a prospective low Earth orbit economy that could include privately owned and operated destinations, private astronaut missions, commercial research and in-space manufacturing. Its stated aim is to help develop both supply—services and destinations—and demand, including government needs and products with commercial value. NASA envisions eventually being one customer among several. If that market develops, NASA argues, commercial activity in low Earth orbit could let the agency focus more resources on deep-space exploration.

The scale figures NASA cited should not be mistaken for exploration-specific revenue. Its January 2025 explainer said the broad space economy had expanded by over 60% in the preceding decade and was valued at roughly $400 billion. Those figures describe the wider space economy, not audited revenue from commercial exploration services.

Regulatory activity offers another limited indicator of commercial operations, not mission success. On August 14, 2025, the Federal Aviation Administration said it had marked the 1,000th operation of a commercial space vehicle licensed or permitted by the agency. The FAA also said seven operators then held a Part 450 license. These are counts of regulated operations and license holders, not successful exploration missions or the total global launch market.

What are the benefits and risks of this model?

Potential benefits

  • More ways to buy capability: NASA can contract for transportation or lunar payload delivery rather than develop and operate every system itself.
  • Commercial capacity can serve more than one customer: CLPS providers can sell lander capacity to NASA and non-NASA payload customers.
  • Private investment may broaden low Earth orbit activity: NASA’s strategy aims for commercial destinations and services to serve government and other demand, if that market emerges.

Risks and constraints

  • Delays can leave planned alternatives unavailable: Starliner’s unresolved certification status, as reported by the OIG in September 2026, shows the difference between a program in development and an operational option.
  • Concentration can persist despite multiple vehicles: NASA OIG has flagged dependence on a single launch provider; both Cargo Dragon and Cygnus use Falcon 9 to reach the ISS.
  • Commercial delivery does not guarantee mission success: NASA explicitly accepts the possibility of CLPS failures.
  • Agency objectives still shape the work: NASA funds contracts, assigns program roles and sets mission goals. Commercial provision is not the same as private control of the overall public campaign.

Does this mean private companies are taking over space?

No—not on the evidence available here. The strongest examples are U.S. programs in which companies build or operate systems that NASA contracts for or integrates into its own missions. NASA remains the public customer and campaign leader in the examples discussed, while the FAA supplies regulatory oversight for licensed or permitted commercial space operations.

This evidence supports a substantial shift in how U.S. exploration capabilities are developed and delivered. It does not establish that private firms have replaced governments worldwide, or provide a comparable global measure of public and private control. The clearer conclusion is that government-led exploration increasingly depends on commercial providers, with the balance of capability varying by program and maturity.
