A Premier League club can appeal a Commission decision under Section W of the League Rules. A privately held Appeal Board can dismiss the appeal, allow it, or make another order—including changing the sanction. The outcome may leave a points deduction unchanged, reduce or otherwise vary it, or end without a decision on the merits if the club withdraws its appeal.
How does a Premier League club appeal work?
The process typically moves from an investigation to a Commission decision and, if a party challenges that decision, an Appeal Board hearing. The Premier League describes both Commission and Appeal Board proceedings as private and confidential. Its 26 February 2024 explanation of the appeal process describes the high-level route, but it does not set out every operative procedural detail.
- Investigation: The Premier League Board may investigate a suspected or alleged breach. If it considers there is a suspicion or allegation, one option is to make a written complaint and refer the matter to a Commission.
- Commission decision: An independent Commission considers the matter. Possible sanctions include fines, points deductions and other sporting sanctions. Proceedings are private; the League says a final decision is published at their conclusion.
- Appeal: A party seeking to challenge a Commission decision may appeal under Section W of the Premier League Rules. The Judicial Panel chair appoints the Appeal Board. The League describes it as a three-member board, with a chair who should have held judicial office.
- Board decision: The Appeal Board can allow or dismiss the appeal, or make another order it considers fit, including varying the Commission’s order. The Premier League describes its authority as “wide discretion in respect of the appeal.”
- Effect and publication: A revised order can take effect immediately, as Everton’s revised points deduction did in 2024. The hearing itself is not public by default; the amount and timing of any public decision or written reasons depend on what the rules permit.
The League’s public summaries do not establish filing deadlines, exhaustive appeal grounds, evidence rules or a formal review standard. Those details should be checked in the current Section W text and the relevant written decision rather than assumed from a case announcement.

The Board’s decision can preserve the original order, change it, or otherwise resolve the appeal. A club does not need to dispute that a breach occurred in order to challenge the sanction imposed for it. Nor does every appeal reach a Board ruling: a club may withdraw it.
#1 Best Overall
| Case | What was challenged | Outcome |
|---|---|---|
| Everton, first PSR appeal (2024) | Everton admitted a breach for the period ending 2021/22 and appealed on nine grounds, all concerning the sanction. | The Board upheld two grounds and substituted a six-point deduction for the original 10-point deduction. The revised sanction took immediate effect. (Premier League, 26 February 2024) |
| Nottingham Forest (2024) | Forest admitted a PSR breach for the period ending 2022/23 and appealed on two grounds. | The Board rejected both grounds, so the four-point deduction remained. (Premier League, 7 May 2024) |
| Everton, separate two-point sanction (2024) | Everton withdrew its appeal before the scheduled hearing. | The two-point deduction was confirmed; there was no Appeal Board ruling on the merits. (Premier League, May 2024) |
These examples show possible outcomes, not a success rate: a handful of case-specific decisions cannot establish how often appeals succeed. They also show why “appeal” does not necessarily mean the club disputes liability. In Everton’s first appeal and Forest’s case, the clubs admitted the underlying PSR breaches but challenged the sanctions.
Are Premier League appeal hearings public?
No—not by default. The Premier League says Commission and Appeal Board proceedings are private and confidential. A final decision or written reasons may later be published, but readers should not assume the hearing is open or that full details will be public immediately.

For example, in its 2 October 2026 Manchester City update, the League said the appeal process remained confidential pending publication of an outcome. That announcement establishes neither the appeal grounds nor its eventual result. Any statement that the appeal remains ongoing is time-sensitive and should be checked against the latest official update.

Identify the season and assessment period before describing a financial-rule case. The rules governing an older alleged breach may differ from those applying to a new one. According to the Premier League’s financial-system explainer, PSRs ceased to apply from the beginning of the 2026/27 season, while the League preserved powers to initiate or continue enforcement for PSR breaches through 2025/26 or earlier. The explainer also describes the new SCR rules and a formal challenge route under Section G, with arbitration governed by Section X. A Section W appeal concerning a Commission decision should not be conflated with the distinct Section G route described for SCR challenges.
