A nuclear plant uprate raises the maximum reactor power level allowed by its license. The plant cannot simply turn up output: its owner must show that the proposed higher thermal power is safe for the plant’s equipment and operating limits, and obtain approval from the U.S. Nuclear Regulatory Commission (NRC) before operating at the new limit.
What a nuclear power uprate changes
The NRC regulates the maximum power level at which a commercial nuclear plant may operate. An uprate changes that licensed ceiling, usually by changing the plant’s technical specifications through a license amendment. It is not merely a turbine upgrade or an operator’s decision to generate more electricity. NRC: Power Uprates
Power figures need two units kept distinct. MWt (megawatts thermal) describes heat produced by the reactor; MWe (megawatts electric) describes electrical output. An uprate is generally proposed as a percentage increase over the plant’s previously licensed reactor thermal power. How much of that additional heat becomes electricity depends on the plant’s conversion systems and design.

The three NRC uprate categories

These are NRC category descriptions, not guaranteed increases for a particular reactor. The actual potential depends on the plant’s design, margins, and supporting analyses; the reported 20% is an upper example of approved extended uprates, not a generally available allowance. What equipment may need to change
More reactor thermal power means more heat to transfer and typically more steam to drive the turbine-generator. That can increase steam and water flows through systems that convert heat into electricity. Engineers assess whether each affected component can handle the proposed conditions; the specific work depends on the requested increase and the original plant design. Measurement, instrumentation, and fuel
- MUR: Improved feedwater-flow measurement can reduce uncertainty in calculated reactor power, supporting revised power calculations.
- Stretch: Instrumentation setpoints commonly change to reflect the revised operating range.
- Fuel: A licensee may adjust its fuel strategy, for example by using slightly more enriched uranium fuel or a higher proportion of new fuel. This is a common approach, not a universal requirement.
Balance-of-plant systems
Depending on the plant and scope, work may involve high-pressure turbines, condensate pumps and motors, generators, transformers, pipes, valves, or heat exchangers. Components may be modified, replaced, or left unchanged if the analysis supports continued use. Replacing a major turbine is one possible project element, not a default requirement for every uprate.

How the NRC safety and licensing review works
The licensee submits a license amendment request (LAR) to change the licensed maximum power and related technical specifications. The NRC identifies 10 CFR 50.90, 50.91, and 50.92 as part of the governing amendment process. The application includes analyses and supporting information for the proposed configuration; NRC technical and legal staff evaluate whether the plant can safely operate at the higher power. The safety case must address the proposed plant configuration, including affected equipment, operating limits, and relevant safety analyses. The central question is not whether a particular component is always replaced, but whether the plant as modified—or as-is, where changes are unnecessary—remains adequately supported at the proposed power.

Public notice and participation
According to the NRC’s process page, the agency publishes notice that it is considering the application, allows 30 days for public comments and 60 days to request a hearing, reviews the application and public input, and issues a safety evaluation and notice of decision. A hearing request is an opportunity, not an automatic hearing. The NRC may approve or deny the amendment.
Guidance used by reviewers
The NRC’s guidance index identifies LIC-112 Revision 2 as generic process guidance and lists review guidance for MUR, stretch, and extended uprates, including Review Standard RS-001 for extended uprates. NRC: Regulations and Guidance for Power Uprates

How long review takes—and what the figures mean
The NRC’s Power Uprate Review Readiness page gives review targets of 12 months for an extended uprate, 9 months for a stretch uprate, and 6 months for a MUR uprate. The agency says these targets appeared in a May 7, 2024 letter to the Nuclear Energy Institute. They are review targets, not guaranteed decision dates or estimates of the full project schedule, which can also include engineering, procurement, plant modifications, and other work. The NRC’s expected-applications table, reviewed in 2026, lists 31 expected uprate applications for 2026–2032, representing projected capacity of 7,336 MWt and approximately 2,421 MWe. How much does a nuclear plant uprate cost?
There is no general price established by the NRC background material. It describes some modifications as major and costly, while emphasizing that scope depends on the desired increase and the original equipment design. A smaller uprate that relies mainly on measurement or instrumentation changes is not equivalent in scope to an extended uprate requiring major equipment work, but the available evidence does not support a standard dollar range for either.
A defensible cost figure needs to be tied to a named plant and a disclosed estimate or expenditure, with its date and scope. Without that project-specific financial evidence, quoting a universal cost—or assuming every uprate requires a turbine replacement—would be misleading.
What to check when evaluating a specific uprate
- Which category is proposed, and what percentage increase is requested over the plant’s prior licensed thermal power?
- What are the proposed changes in MWt and resulting MWe, stated separately?
- Which measurement, instrumentation, fuel, and balance-of-plant changes are actually in scope?
- What safety analyses and licensing milestones support the request?
- Are schedule figures review targets, project projections, or completed dates?
- Does any cost figure identify the plant, date, scope, and whether it is an estimate or actual expenditure?
The NRC backgrounder reported 171 approved uprates as of January 2022, adding approximately 24,089 MWt or 8,030 MWe. That is a historical total, not a current cumulative count. NRC: Background on Power Uprates
