Noise cameras use roadside microphones or sound-level meters alongside video—and often number-plate recognition—to record a loud sound and try to match it to a passing vehicle. They measure sound reaching the roadside sensor, not exhaust noise alone. Whether a reading can be reliably attributed to one vehicle or support a fine depends on the system, traffic conditions, calibration, and local rules.
How do noise cameras work?
A noise camera is a coordinated sensing system, not a camera that recognizes a particular muffler. A microphone or sound-level meter detects and measures sound; video captures vehicles; and automatic number-plate recognition (ANPR) may read a plate. Depending on the installation, radar can add speed and direction information, while weather sensors record conditions such as wind, rain, and temperature.
When sound crosses a configured trigger, the system records an event and attempts to associate it with a vehicle in view. The resulting record may include a sound level, time, image, plate, speed, or frequency information. The exact data depends on the equipment and program.

Can a noise camera tell which vehicle made the sound?
It tries to match the measured sound event—especially its timing and peak—to a vehicle passing the sensor. Video and plate data identify vehicles in the camera’s view; radar, lane position, travel direction, and acoustic timing may help distinguish one pass-by from another. The UK Phase 2 trial demonstrated proof of concept on a two-way road, but attribution is not automatically certain. DfT Phase 2 technical report

Attribution becomes less dependable when vehicles pass close together or sound simultaneously from different lanes or carriageways. The DfT report found that one omnidirectional microphone could not robustly assign sound to vehicles passing at the same time on separate carriageways. It identified additional or directional microphones as possible areas for development. Shorter measurement intervals could help distinguish individual pass-bys, but nearby vehicles can still contribute to the reading. What does a noise camera measure?
It measures sound pressure received by a sensor at a particular roadside location and time. Depending on the system, it may report a maximum or equivalent sound level, statistical levels, or frequency-band results. The reading can reflect several sources together: tires on the road, engine and exhaust, acceleration or revving, horns, music, reflections, wind, and other traffic.

A roadside reading is not automatically an exhaust-only measurement, a vehicle’s certified type-approval noise rating, or the result of a controlled stationary exhaust test. The DfT report says standardized ISO 362 and ISO 11819 pass-by methods cannot be directly applied to a roadside enforcement camera because equipment placement and environmental variables cannot be controlled in the same way. In one attended comparison in the UK Phase 2 report, the coefficient of multiple correlation was 44.5% for uncorrected camera measurements and 56.9% after distance corrections. Large outliers remained, and the authors called for further investigation. These results describe that particular prototype and comparison site; they are not a general accuracy rating for all noise cameras. DfT Phase 2 technical report

Calibration and installation conditions matter. The DfT report notes that sound-level meter calibration can drift and that operational systems need routine acoustic calibration. Temperature, outdoor installation, weather logging intervals, site layout, and traffic conditions can all affect reliability or interpretation. DfT Phase 2 technical report
How many decibels trigger a noise camera?
There is no universal noise-camera threshold. A trigger is set by the specific program, and a trigger value should not be mistaken for a general legal limit or a guarantee of a ticket. Published examples differ in location, purpose, and measurement context:

These figures are not directly comparable as if they were measured at the same distance, with the same metric, calibration, legal rules, or purpose. A local trigger tells you how that particular program describes its system; it does not establish a global standard. DfT Phase 2 technical report

A sound threshold crossing alone does not establish who was driving, which vehicle component caused the sound, or whether a particular law was broken. A program may use camera records for staff review, warnings, an inspection referral, or enforcement under local rules. Whether a record can support a citation depends on the applicable law and the system’s evidence procedures, including reliable attribution and valid measurement.
Program status and process vary by place:
- United Kingdom: DfT trials ran at Keighley, Bristol, Great Yarmouth, and Rubery, Birmingham, from 18 October 2022 to 1 February 2023. The government’s 2024 summary says the video-and-microphone systems produced a digital package with a vehicle image and noise level. The trials explored whether evidence could support enforcement; they do not establish that a national fine system is operating. The government identified £300,000 in funding for the 2022–23 trials. - New York City: The DEP’s 2022 pilot announcement described a trigger of 85 dB or above at a distance of at least 50 feet, with staff review and inspection notices to vehicle owners. The city’s current program page describes enforcement under the City Noise Code; the pilot details should not be treated as a complete statement of current rules or penalties. - Paris: The city’s December 2024 update described experimental sound radars and contemplated homologation and human validation steps for enforcement. Its 85 dB(A) figure applies to specified urban-road conditions; the cited update alone does not establish that the experiment has since ended or that enforcement is active. - New South Wales: A December 2024 announcement described a Bayside trial using weatherproof SoundVue equipment with a microphone array and dual cameras. It said no fines would be issued during the trial and results would inform whether equipment could support regulation. - Knoxville: The city says its mobile camera collects event information such as time, location, vehicle type, and plate, and that the data is not currently used to issue citations. City of Knoxville noise-camera information
What should you check when comparing noise-camera systems?
A published threshold by itself does not show which system is more accurate. To understand what a particular deployment can establish, look for the measurement and evidence details that affect whether sound can be interpreted and assigned to a vehicle:
