NFL scouts do not draft a quarterback from a stat line. They start with game film, grading what the player sees, decides and executes against real opponents. Live throwing sessions, the Scouting Combine, private workouts, interviews, medical examinations, background work and, increasingly, carefully qualified cognitive data are then used to test whether those on-field habits will survive NFL speed and complexity.

That is why a quarterback with excellent college completion, touchdown or yardage numbers can still be a risky pick: those numbers may come from a simplified system, favorable matchups or an unusually strong supporting cast. The scouting question is not simply “How productive was he?” It is “What repeatable skills produced that performance, and how will they translate?”

Film is the primary evidence

Film shows a quarterback competing in the conditions that matter most: a moving pocket, changing coverage, imperfect protection and consequences for poor decisions. Tanner Lee, quoted in NFL draft coverage, said, “your film is really, first and foremost, the biggest part of your evaluation,” and described film as “gold.” The Combine and workouts are therefore used mainly to validate or clarify what evaluators have already seen.

What a scout grades on each play

  • Pre-snap recognition: Does the quarterback identify the front, coverage shell, pressure threat and likely leverage before the snap?
  • Progressions: Does he move through options in the designed order, or lock onto the first receiver?
  • Anticipation: Can he release the ball before a receiver is visibly open, especially against tight NFL windows?
  • Placement: Does he protect the receiver with the correct shoulder and location, rather than merely completing the pass?
  • Decision quality: Does he take the available gain, throw the ball away or create an avoidable turnover?
  • Pocket behavior: Does he climb, slide and reset while keeping his eyes downfield, or abandon structure too quickly?
  • Pressure response: When the first read disappears, can he find a checkdown, escape under control or preserve the football?

A scout also tracks negative plays that a box score can hide: sacks caused by holding the ball, dangerous throws after the play has broken down, missed hot reads and failures to protect a lead. Repeated process errors are generally more concerning than one spectacular throw.

Processing is the quarterback’s central projection problem

NFL defenses disguise coverage, rotate safeties after the snap and bring pressure from locations that college quarterbacks may rarely see. A prospect must map those moving pieces, select an answer and deliver before the rush arrives. Scouts look for anticipation, coverage awareness, checks, sight adjustments, hot reads and composure when the original design fails.

Pre-snap and post-snap decisions

Evaluators ask whether the quarterback can change protection, identify a blitzing defender and redirect the ball to the correct matchup. They then watch whether his post-snap read matches his pre-snap expectation. A player who consistently recognizes the rotation and throws on schedule is demonstrating a transferable skill; a player who succeeds only when the defense stays static is harder to project.

Decisions after the first read

Many college offenses manufacture open throws through motion, screens and predetermined reads. Scouts isolate plays in which the first option is covered. They grade the quarterback’s ability to reset his feet, work to a second or third option, throw the checkdown or safely discard the ball. This is where processing speed and discipline become visible.

Mechanics must repeat at NFL speed

Arm strength is only one part of the physical evaluation. Scouts examine whether mechanics remain consistent when the quarterback is hurried, moving laterally or operating from a different launch point.

Throwing and footwork checkpoints

  • Drop and rhythm: Are the quarterback’s steps timed to the route, with a repeatable base?
  • Release point and sequencing: Do the lower body, torso and arm work in the same order on routine and difficult throws?
  • Arm speed and velocity: Can he drive the ball into tight windows and make deep outs or comebacks from the opposite hash?
  • Balance: Can he throw accurately while sliding, resetting or taking contact?
  • Under-center operation: Can he execute a full drop and play-action footwork rather than working exclusively from shotgun?
  • Ball placement: Can he put the ball on the receiver’s proper shoulder to protect the target and extend the play?

Private workouts and live sessions expose details that broadcast film can obscure. Clubs may run a prospect through their own terminology, route concepts and protection rules, then observe how quickly he adjusts. A clean scripted workout is useful evidence of mechanics and adaptability, but it cannot replace game performance. As analyst Bucky Brooks has noted, there is a “huge difference between performing well at a workout and thriving in game action.”

Arm talent and athleticism are judged functionally

Size, raw arm strength and timed speed remain part of the screen, but scouts care about what those traits enable on a football field.

Arm talent

The relevant question is not whether a quarterback can throw far in a stationary drill. It is whether he can generate enough velocity from an imperfect platform, fit the ball between defenders and maintain accuracy late in a game. Deep outs, comebacks, layered throws and opposite-hash attempts reveal usable arm strength better than a maximum-distance toss.

Movement skills

Mobility is evaluated as pocket function: escaping pressure without losing vision, buying time while staying ready to throw, changing direction under control and gaining yards when the defense turns its back. Body control and the ability to learn new movement patterns matter alongside a forty-yard-dash time. A quarterback who is fast in a straight line but careless with his feet may be less useful than a slightly slower player who consistently avoids free rushers and maintains throwing posture.

College scheme and statistics require translation

Passing totals are inseparable from the offense that produced them. Spread systems built around shotgun formations, quick throws, wide spacing and simplified reads can create high completion percentages and efficient touchdown rates while giving the quarterback fewer pro-style responsibilities.

Questions scouts ask about a productive stat line

  • How often did the quarterback make a full-field read rather than throw a predetermined screen or one-read concept?
  • Did he operate from under center and use NFL-style drops, play action and progression concepts?
  • How did he respond when opponents disguised coverage or removed the primary read?
  • Were his best throws created by scheme separation, or did he consistently anticipate windows before they opened?
  • What quality of opponents, protection and receiving talent shaped the production?

Scouts do not automatically discount spread statistics. They determine which parts of the player’s process are portable and which must be taught. A quarterback with limited under-center experience may still be attractive if he learns quickly, protects the ball and shows anticipation; the transition simply carries more uncertainty.

The Combine and private work validate the film

The NFL describes the Combine as a four-day, invitation-only event attended by only about 300 players each year. It evaluates medical, mental and physical criteria, with medical history treated as a top priority. For quarterbacks, the event can confirm measurements, movement quality, throwing mechanics and how the player handles a concentrated professional setting.

What happens in live throwing sessions

  1. Establish the baseline: Scouts record height, weight, hand size and movement results, then compare them with the player’s film rather than treating any single measurement as decisive.
  2. Run timed drops and routes: The quarterback demonstrates rhythm, release point, sequencing and velocity on throws that resemble team concepts.
  3. Add movement: Rollouts, resets and throws from altered platforms show whether mechanics survive outside a clean pocket.
  4. Test terminology and adjustments: In a private workout, the club can install its own calls, protections and route details to see how quickly the prospect learns and applies corrections.
  5. Compare the evidence: A strong workout can confirm a trait; a weak one may prompt more film study or medical questions, but neither erases a large body of game evidence by itself.

Jordan Palmer called the private workout “the most important thing,” reflecting its value for team-specific evaluation. That does not establish a universal league rule: clubs differ in how they weigh workouts, and their practices evolve.

Cognitive testing informs processing, but is not a football-IQ verdict

Quarterback play requires learning a playbook, mapping players and coverage in visual space, making decisions and reacting before a tackle arrives. A 2025 study in Frontiers in Psychology examined 42 quarterbacks who had taken the AIQ during draft evaluation and later played more than three NFL games. It reported that AIQ measures—particularly reaction time, visual-spatial processing and decision-making—added predictive information beyond draft position for outcomes including Career Approximate Value, quarterback rating, passing and rushing yards per game, turnover-worthy plays and throwing accuracy.

In the study’s interaction analysis, quarterbacks with high visual-spatial processing and high decision-making scores showed 6% greater throwing accuracy than quarterbacks with average scores on those measures. That figure describes one sample and one assessment; it is not a league-wide cutoff or guarantee.

The same paper noted that the NFL Player Assessment Test, APTUS and S2 did not have published peer-reviewed evidence of predictive validity for NFL on-field performance at the time of publication. Cognitive tests should therefore be treated as one input alongside film, interviews and football work, not as a definitive ranking of intelligence or future success. Teams also do not necessarily use the same instrument, weighting or threshold.

Medical, character and leadership work address risk

A quarterback must be available, trusted and able to absorb a demanding installation. Centralized Combine examinations allow clubs to compare medical records and current findings, while individual teams may conduct additional evaluations. Durability questions can change a projection even when the player’s football traits are attractive.

Interviews and background review

Team meetings test how a prospect communicates, learns and responds to correction. Coaches may ask him to explain a protection, identify a coverage answer or correct a mistake at the board. Evaluators listen for ownership of errors, clarity under pressure and willingness to accept coaching. Background and character work adds information about preparation, leadership, reliability and how the player has handled adversity. These judgments are club-specific and should not be reduced to a single interview impression.

How clubs combine the evidence

There is no public universal formula, but the process can be understood as a triangulation of evidence:

Evidence stream What it reveals Typical limitation
Game film Competitive process, coverage answers, anticipation, accuracy, pocket behavior and decision-making Quality and number of snaps vary by opponent, scheme and supporting cast
Combine and pro day work Measurements, movement, repeatable mechanics and scripted throwing ability Controlled drills cannot reproduce game pressure
Private workout Team terminology, adaptability, correction speed and fit with a club’s concepts Short sample; performance may be unusually rehearsed
Medical evaluation Current health, injury history and availability risk Findings are individual and can change with further examination
Interviews and background Communication, leadership, preparation, character and coachability Subjective and dependent on context
Cognitive assessment Selected measures of reaction, visual-spatial processing, decision-making and learning Predictive evidence varies by test; no single score defines a quarterback

Clubs then build a projection for their own roster, coaching staff and offensive plan. The same prospect can receive different grades because one team expects immediate under-center play while another can simplify the transition, or because medical and character information is interpreted differently.

A practical framework for comparing prospects

When evaluating two quarterbacks, use the following axes instead of ranking them by completion percentage or touchdown-to-interception ratio alone:

  1. Processing and decision quality: pre-snap identification, progression discipline, anticipation and response to pressure.
  2. Pocket and pressure management: movement, timing, sack avoidance and football security.
  3. Mechanical repeatability: footwork, release, sequencing and accuracy from varied platforms.
  4. Arm talent by throw type: velocity, deep outs, comebacks, layered throws and correct-shoulder placement.
  5. Functional athleticism: escape ability, body control, designed-run value and movement learning.
  6. Experience with pro concepts: under-center work, full-field reads, checks, hot answers and complex coverage.
  7. Durability, character, leadership and coachability: availability and capacity to grow.

Use a large enough film sample to distinguish a stable habit from a highlight. Then ask whether the player’s best traits solve the problems an NFL offense will actually present. A spectacular arm cannot compensate for repeated late decisions, and excellent college numbers cannot eliminate uncertainty created by a simplified system.

Why the evaluation remains uncertain

Scouting is a projection, not a laboratory guarantee. College opponents, playbooks, protection rules and receiver separation differ from the NFL. Workouts are controlled, medical information can evolve and cognitive research is still limited for some assessments. Historical examples can illustrate how a prospect’s traits translated, but they should not be treated as proof that every current club uses the same process.

The most defensible conclusion comes from agreement among independent sources: film shows the quarterback’s repeated behavior in competition; live work tests mechanics and adaptability; medical and character work addresses availability and trust; cognitive evidence can add context about processing while retaining clear limits. A quarterback becomes a safer projection when those streams point in the same direction—and a riskier pick when the statistics are strong but the underlying evidence conflicts.
