It is not a free substitution for a struggling quarterback. An active player at another position can also take quarterback snaps, but that player is not automatically the designated emergency third quarterback.
What the emergency third-quarterback rule does
Introduced for the 2023 season, the procedure lets a team designate a bona fide quarterback from its 53-player roster as an inactive/emergency third quarterback for a regular-season or postseason game. The NFL’s rule explainer describes the designation and its conditions.
The designated player does not occupy one of the ordinary game-day active-list places described in the NFL’s 2023 announcement. That announcement listed an active roster of 47 or 48 players, with 48 tied to a team carrying eight offensive linemen; those figures describe the 2023 context, not a timeless roster count. The team must have two bona fide quarterbacks on its game-day active list to designate the emergency quarterback.
When can the emergency quarterback enter?
The emergency quarterback may be activated if the team’s first or second quarterback on the game-day active list cannot participate because of injury or disqualification. The NFL Record & Fact Book also describes activation when one of those quarterbacks is undergoing a medical examination.

A coach cannot use the procedure simply to replace a quarterback for poor performance or conduct. The activation condition is inability to participate for the specified reasons, not a discretionary depth-chart change.
Who is eligible for the designation?
- Must be a bona fide quarterback: The player must be a quarterback, rather than merely someone a coach might try at the position.
- Must be on the 53-player roster: The 2023 procedure does not allow a player elevated from the practice squad to receive the emergency designation.
- The first two quarterbacks must be rostered and active: The team needs two bona fide quarterbacks on its game-day active list to make the designation.
The NFL’s 2023 approval announcement specifies that the emergency option comes from the club’s 53-player Active/Inactive List and excludes elevated players. The official NFL Q&A says a club may designate a bona fide quarterback for either a regular-season or postseason game.

Can a tight end or another position player play quarterback?
Yes. The NFL’s Q&A says a player at another position who is already on the game-day active list may play quarterback, and it gives a tight end as an example. A running back or other active player is not barred from taking snaps merely because the player is not a quarterback.
That is separate from the emergency designation. An active tight end taking quarterback snaps is not thereby the team’s designated emergency third quarterback, and positional flexibility does not waive the requirements for that designation.

How the practice-squad proposal affects the rule
In 2024, the NFL approved a proposal that would have allowed a bona fide quarterback to be elevated from the practice squad an unlimited number of times to serve as the emergency third quarterback. NFL.com later reported that the NFLPA vetoed the change and that the procedure reverted to the 2023 parameters. Accordingly, the 2024 proposal should not be treated as an operative exception to the roster requirements.
The NFL Operations page links the 2026 NFL Rulebook and lists that year’s rule changes, but its surfaced text does not reproduce the emergency-quarterback bylaw. For the procedure described here, the NFL Q&A and the NFL.com report on the veto are the more specific published sources; the available landing-page text alone does not establish every detail of the 2026 rulebook wording.
