How much of the EU’s €1.3 billion investment is going to cybersecurity? The headline figure covers multiple digital priorities, not cybersecurity alone. The cybersecurity work programme separately describes approximately €390 million in actions for 2025–2027.
What does the EU’s €1.3 billion investment cover?
The European Commission announced the 2025–2027 Digital Europe Programme work programme on 28 March 2025. Its €1.3 billion is for deploying critical technologies across several areas, including artificial intelligence, cloud and data, cyber resilience, and digital skills. The Commission says the programme focuses on AI deployment and uptake by businesses and public administrations, as well as cloud and data, cyber resilience, and digital skills. It is therefore inaccurate to describe the entire €1.3 billion as cybersecurity funding. European Commission announcement.
How much is specifically allocated to cybersecurity?
The European Cybersecurity Competence Centre and Network describes an approximate €390 million cybersecurity action budget for 2025–2027. That is the more relevant figure for the cybersecurity portion of the work programme; it is not the same as the full €1.3 billion multi-priority headline. Within the cybersecurity work programme, €142 million is assigned to new technologies and cybersecurity, AI deployment, and the post-quantum transition, according to the ECCC. Why does another EU cybersecurity figure appear?
Regulation (EU) 2021/694 sets a €1,372,020,000 allocation for Specific Objective 3, “Cybersecurity and Trust,” across the programme period. This is a statutory allocation with a broader time scope and a different accounting basis from the 2025–2027 cybersecurity action budget. The figures answer different questions and should not be treated as competing estimates or combined. Consolidated Regulation (EU) 2021/694.

Who can apply for cybersecurity funding?
The Commission broadly identifies businesses, public administrations, and other entities from EU Member States, EFTA/EEA countries, and countries associated with the Digital Europe Programme as potential participants. That general description does not establish that every organisation is eligible for every grant. Eligibility, consortium composition, funding limits, and co-funding rules depend on the individual call. Applicants should use the call’s own documents and the EU Funding & Tenders Portal rather than infer eligibility from the programme-wide description. What cybersecurity calls are listed for 2026–2027?
As listed on the Commission’s work-programme page, updated 18 August 2026, calls on dual-use technologies, legislative cybersecurity capacities, and the National Coordination Centres network are scheduled to open on 1 September 2026 and close on 14 January 2027. These are published call dates, not a guarantee that a particular applicant will receive funding.
