A standard-capacity 650 MB CD held about 450 times the nominal capacity of a 1.44 MB floppy disk. That jump let publishers ship much larger software packages and collections on one disc instead of asking customers to install from a stack of diskettes. It also made room for PC games, educational titles, databases, and encyclopedias that would have been impractical to distribute on ordinary floppies.

How much more could a CD hold than a floppy disk?

Using the rounded capacities in the question, 650 MB divided by 1.44 MB is about 451. In everyday terms, a 650 MB CD offered roughly 450 times the nominal capacity of a 3½-inch high-density floppy.

That is a comparison of labeled capacities, not a guarantee of exactly 650 MB of usable files on every disc. Historical descriptions also do not always use identical rounded figures: the Computer History Museum’s timeline calls the early CD-ROM milestone a 550 MB disc, while its CD-R history gives about 650 MB for a 12 cm CD-R. The 650 MB figure here is a useful benchmark for the comparison, not a claim that every CD type or contemporary source used the same capacity figure.

Why did PC games and software move from floppy disks to CD-ROM?

Floppies were important to the early PC software business because users could carry programs and data between machines, while publishers could sell software by mail or in stores. IBM says the 3½-inch 1.44 MB diskette it introduced in 1986 became a mainstay of 1990s computing; at their mid-1990s peak, more than 5 billion floppy disks were sold annually.

But as programs grew, installation from multiple disks became an increasingly awkward way to deliver them. IBM says the diskette edition of Windows 95 came on 13 disks. Microsoft’s Raymond Chen clarifies that these were specially formatted Distribution Media Format (DMF) diskettes, which held more than an ordinary 1.44 MB disk and cut the set by two disks to reduce manufacturing and shipping costs. Even that workaround shows how software publishers were trying to fit a growing product into a constrained physical format.

A CD-ROM could put a far larger finished collection on a single physical disc. The Computer History Museum describes DEC distributing ULTRIX on CD and notes that CD-ROM later supported commercial software, games, and educational material. The format also carried databases and reference works: the museum records government, medical, and demographic databases appearing on CD-ROM in 1985, alongside the Grolier electronic encyclopedia. Grolier contained nine million words while using 12 percent of the space available on its early disc.

Capacity was a major advantage, but it was not the only factor in the transition. Software and reference collections were growing, and CD-ROM offered a different way to store and distribute them. The historical accounts do not establish a single date when CDs universally replaced floppies or quantify the separate effects of drive availability, read speed, disc cost, or publisher economics.

CD-ROM and CD-R were not the same thing

For software sold in stores, a pressed CD-ROM was a factory-made product: its data was encoded during manufacture and intended to be read, not rewritten by the buyer. A CD-R was recordable media. A laser changed a dye layer so a user could write data once and read it repeatedly. The Computer History Museum gives about 650 MB as the capacity of a 12 cm CD-R. Rewritable CD-RW, which could be erased and reused, arrived in 1996 according to the museum.

This distinction matters when describing the change in PC distribution. Publishers used pressed CD-ROMs to ship finished software and data collections. CD-R, in turn, gave users a way to record their own data. A software CD-ROM should not be called a CD-R just because both formats used optical discs.

What the extra room changed for PC users

  • Fewer installation swaps: A larger disc could replace a sequence of ordinary floppy disks for many software packages, reducing the physical handling involved in installation.
  • Larger games and programs: Publishers had more room for the software itself and associated content, supporting commercial games and software collections that would have demanded many diskettes.
  • Reference material in one place: Encyclopedias and databases could be delivered as a fixed, searchable collection on a single disc rather than as a cumbersome set of printed volumes or disks.
  • A practical medium for finished products: Pressed CD-ROMs suited mass distribution of read-only products; recordable CD-Rs served the separate task of letting users save their own data.

The change was less a single overnight replacement than a shift in what publishers could reasonably package and ship. Floppies had helped make PC software distribution possible; the CD’s much larger capacity made a wider range of software and reference material practical to deliver on one medium.
