There is no fixed number of Minor League seasons a player must complete to become a Minor League free agent. Under Major League Rule 9(c), eligibility generally follows expiration of the player’s final Minor League Uniform Player Contract, subject to the club’s renewal options and other exceptions.

What triggers Minor League free agency?

Major League Rule 9(c)(1) sets a contract-expiration test. During the final year of a player’s Minor League Uniform Player Contract, the contract expires at the later of 5 p.m. Eastern Time on October 15 or the fifth day after the World Series ends. At that point, the player becomes a Minor League free agent unless the Major League Club still has options to renew the contract. Read Major League Rule 9(c)(1).

In practical terms, eligibility depends on the player’s contract and the circumstances on the expiration date—not simply how many years the player has spent in the minors.

How to determine whether a player is eligible

  1. Identify the final contract year. Rule 9(c) concerns the last year of the player’s Minor League Uniform Player Contract; it does not specify a minimum number of Minor League seasons.
  2. Check the club’s renewal options. Remaining options to renew the contract prevent the player from becoming a Minor League free agent under the expiration provision at that time.
  3. Calculate the expiration date. Compare October 15 with the fifth day after the World Series ends. The later date controls, and the rule specifies 5 p.m. Eastern Time.
  4. Check for a successor contract or Reserve List placement. Before expiration, either may prevent free-agent status under Rule 9(c)(2).
  5. Apply the signing window. A player who becomes a Minor League free agent may negotiate and sign with any Major League Club beginning on the first day that year when a Major League free agent may sign with a different club upon expiration of the player’s Major League contract.

How contract negotiations can affect eligibility

Under Rule 9(c)(2), a player does not become a Minor League free agent if, before the Rule 9(c)(1) expiration time, the player has entered a successor contract with the Major League Club or has been placed on that club’s Major League Reserve List. Negotiations for a successor contract cannot begin before the player’s Minor League championship season and playoffs are complete, and cannot take place after 5 p.m. Eastern Time on the contract-expiration date. How the league administers the eligibility list

On or before August 1, the Commissioner or designee is to circulate to Major League Clubs a list of players whose Minor League Uniform Player Contracts expired or are scheduled to expire following the season. Those players are to be notified promptly that they may be eligible.

A player who believes they were left off the list may petition for a determination, and a club may petition if it believes a player was listed improperly. Rule 9(c) also provides for a final list after the expiration date. On or after that date, a potential Minor League free agent generally cannot be outright-assigned to a Minor League Club unless the player has signed a Major League contract for the next season or a letter of agreement describing its terms. Minor League free agency versus Major League free agency

Major League free agency Generally, six years of Major League service, according to MLB’s glossary. MLB glossary. MLB says service accrues for days on the 26-man roster or Major League injured list; 172 days count as one service year in a 187-day regular season. Those figures describe Major League service, not Minor League free agency.

A published example of the timing

In an October 30, 2024 offseason FAQ, MLB’s Arizona Diamondbacks described Minor League players becoming free agents at 3 p.m. local time on the fifth day after the World Series, if applicable. That is an example of the fifth-day timing; Rule 9(c)’s specified clock time is 5 p.m. Eastern Time, so a local-time example should not be mistaken for the rule’s time standard. Which rule controls?

The eligibility trigger described here is in Major League Rule 9(c). The MLBPA describes the separate Minor League Collective Bargaining Agreement as the agreement covering Minor League employment conditions, but the contract-expiration test discussed above comes from Rule 9(c).
