Military transport aircraft proposals are evaluated against the mission and award criteria set out in the competition’s solicitation—not by a universal aircraft scorecard. Buyers may compare mission capability, technical maturity, delivery and support risks, past performance, schedule, and price. In a best-value competition, the winner need not be the lowest-priced offer if the solicitation permits trade-offs and the government finds that another proposal’s advantages justify its higher price.
The solicitation sets the rules for the comparison
Before proposals are scored, the buyer defines the operational requirement and the evaluation factors. In U.S. federal procurements governed by the Federal Acquisition Regulation (FAR), factors must be tailored to the acquisition, and the solicitation must disclose the factors that affect award and their relative importance. See FAR 15.304.
That means there is no standard weighting that applies to every military transport competition. One solicitation may emphasize technical approach and schedule; another may give greater prominence to mission capability, sustainment, or fleet-level effects. A reader assessing a particular contest should use its solicitation as the controlling guide, rather than assume that aircraft of the same class are judged in the same way.
What evaluators may compare
The factors below are common considerations illustrated by the cited procurements and analyses. They are not a mandatory checklist for every competition. A buyer may treat a requirement as a pass/fail threshold, a scored factor, or background context; the solicitation explains how it will be used.

| Evaluation area | What the buyer is trying to establish |
|---|---|
| Mission capability and compliance | Whether the aircraft and proposed systems meet the required missions and mandatory solicitation terms. |
| Technical maturity and integration | Whether the design, modifications, and mission systems are mature enough to deliver and integrate as proposed. |
| Proposal and program risk | Whether technical, delivery, schedule, and support risks are understood and credibly mitigated. |
| Product support and sustainment | Whether training, maintenance, infrastructure, support arrangements, and upgrade paths can sustain the capability. |
| Past performance and user experience | Whether relevant delivery and operating evidence supports confidence in execution and support. |
| Schedule | Whether delivery and transition align with the requirement and are backed by a credible plan. |
| Cost or price | What the government will pay, assessed using the method and relative importance stated in the solicitation. |
| Fleet-level benefits, costs, and risks | When the decision concerns a fleet mix, how different numbers and types of aircraft jointly meet the air-mobility need. |
Mission capability is judged against the requirement
Evaluators ask whether a proposal can perform the missions the buyer actually needs, under the conditions described in the solicitation. A single headline figure—such as payload, speed, range, or runway performance—does not by itself establish that an aircraft is the best choice. The buyer considers the proposal as a whole, including relevant systems and how they meet the stated requirements.
A historical U.S. Air Force KC-X tanker solicitation illustrates one possible structure: its Mission Capability factor included key system requirements, system integration and software, product support, program management, and technology maturity and demonstration. KC-X concerned aerial refueling, so its categories are an example, not a required rubric for transport-aircraft competitions. The structure is described in the 2008 House Armed Services Committee hearing on airlift.
Maturity and risk affect confidence in delivery
Technical promise matters only if the proposed capability can be delivered and integrated with acceptable risk. Evaluators may examine whether the aircraft or modification is mature, whether integration challenges are understood, and whether mitigation plans are credible. Schedule and cost estimates can also be affected by unresolved technical or program risks.

In the KC-X example, Proposal Risk was a separate evaluation factor. A C-130J production solicitation, by contrast, evaluated technical competence, understanding of the required modifications, management approach, identified challenges, and the realism of proposed risk mitigations. Those are competition-specific examples, not universal requirements.
Support and experience matter beyond delivery
A transport aircraft must be operated and sustained after it is delivered. Depending on the requirement, a buyer may consider training, maintenance, infrastructure, support services, upgrade paths, and the experience of the aircraft’s user community. Past performance can provide evidence about a bidder’s ability to execute, while an existing user base may inform judgments about support and operating experience. Neither factor automatically outweighs capability or price; the solicitation determines its role.
New Zealand’s historical medium tactical aircraft analysis compared the C-130J-30 and KC-390 using considerations that included mission breadth, user community, support and training, and growth potential, alongside capability and cost. The analysis belongs to its 2019/2020 project context, not to a current ranking of those aircraft.

Schedule and price are assessed under the stated method
Schedule may be a scored non-price factor. In the cited C-130J production solicitation, the non-price factors were technical approach, schedule, and past performance, in that descending order; the solicitation said non-price factors were significantly more important than price. U.S. FAR generally requires price or cost evaluation, subject to specified exceptions, and the solicitation states the relative importance of price or cost and the non-cost factors. That U.S. framework should not be assumed to govern competitions in other jurisdictions.
How evaluators reach a best-value decision
Evaluators compare the evidence in each proposal against the announced factors. The source-selection authority then makes an integrated decision under the applicable rules and solicitation. This involves professional judgment, but that judgment is bounded by the criteria disclosed for the competition.
Best value does not necessarily mean the lowest price. If the solicitation allows a trade-off, a higher-priced proposal may be selected when its advantages—such as stronger technical capability, a more credible business approach, better past performance, or lower risk—justify the price difference under the stated factors. The KC-X solicitation described that possibility, and the C-130J production solicitation allowed an integrated best-value selection other than the lowest-priced or highest-scoring offer. Neither example establishes a universal weighting or outcome.

Some competitions compare fleet options, not just aircraft
A requirement may call for a fleet solution rather than a direct choice between two airframes. In that case, planners can assess combinations of aircraft types and quantities, considering how each mix meets the overall air-mobility need and what benefits, costs, and risks it brings.
New Zealand’s Ministry of Defence reported in 2023 that stakeholders had considered 17 fleet mixes in a multi-criteria analysis conducted in September 2017. That figure describes that project, not a standard number of options used in aircraft procurement. Its findings about the need for military transports and the role of medium tactical aircraft reflect New Zealand’s own requirements and decision context.

- Read the solicitation’s evaluation section. Identify the award factors, their relative importance, and any stated thresholds or evaluation methods.
- Separate requirements from scored advantages. Determine which terms an offer must meet and which factors distinguish proposals that meet them.
- Look for risk and support evidence. Check how the solicitation treats technical maturity, integration, mitigation plans, training, maintenance, and sustainment.
- Read the price or cost trade-off rules. Establish how price is evaluated relative to non-price factors and whether the authority may select a higher-priced offer.
- Keep context attached to examples. Historical decisions and foreign procurement analyses can show how evaluation works, but do not establish the criteria for a live competition.
For a U.S. competition, the relevant FAR provisions and any agency-specific rules also matter. For another country, consult that jurisdiction’s solicitation and procurement rules; the U.S. examples here do not establish a global process.

What historical examples can—and cannot—show
The KC-X hearing, C-130J solicitation, and New Zealand fleet studies demonstrate different ways procurement authorities can structure comparisons. They show why capability, maturity, risk, support, schedule, price, and fleet needs may all matter. They do not establish a single current cross-country statistic about which factor most often determines a winner, nor do they rank current aircraft models.
For example, New Zealand’s Major Projects Report describes a historical decision to discount the KC-390 at that time in light of price uncertainty, limited operator support history then, and integration considerations. Those dated factors should not be treated as current findings about the aircraft. Similarly, New Zealand’s 2019/2020 comparison of medium tactical options reflects its own requirements and the information available in that project period.
New Zealand’s 2023 report quotes Sir Brian Roche’s 2018 independent review as advising Defence to “avoid solutions that are unproven, highly developmental and/or unsupported by a reliable evidence base.” That quotation explains a principle invoked in that historical context; it is not a universal procurement rule.
