To manage cash flow during a downturn, manufacturers should forecast when cash will arrive and when payroll, suppliers, debt, taxes, and essential operating costs must be paid. Then act on the biggest timing gaps: collect overdue invoices, invoice promptly, review slow-moving inventory, and discuss workable terms with customers and suppliers. Consider borrowing only after matching the financing structure and repayment plan to the need.

Why cash flow needs its own plan

Profit and cash availability are different questions. A manufacturer can have orders and report a profit but still lack cash when payroll or a supplier invoice falls due. The U.S. Small Business Administration (SBA) recommends keeping financial records and projections, reconciling bank accounts, and tracking cash, receivables, payables, and payroll. Its small-business management page calls the balance sheet “the foundation of managing your finances.” SBA guidance on managing finances.

Manufacturing makes timing especially important: cash may go out for materials and production well before a finished order is shipped and paid for. Changes in bookings, customer inventory levels, lead times, or payment terms can shift that gap. How to build a useful cash forecast

Use a rolling forecast that shows expected receipts and required payments by week for the near term, extending further when production cycles or obligations require it. The aim is to identify when a shortfall may occur and how large it may be, not to predict every transaction perfectly.

  1. Start with available cash. Reconcile bank balances and note cash that is committed or not readily available.
  2. Estimate receipts by likely payment date. Use customer payment behavior and known disputes or delays—not just invoice due dates. Include expected deposits and scheduled customer payments.
  3. Schedule obligations. List payroll, supplier invoices, debt payments, taxes, rent, utilities, and other essential costs on their expected payment dates.
  4. Show the running balance. Compare expected receipts with payments to reveal the week a gap could emerge.
  5. Update when assumptions change. Revise the forecast when orders, lead times, customer terms, or collection expectations shift; compare actual results with the forecast.

The SBA recommends bookkeeping, financial statements, and cash-flow projections as part of managing business finances. Its finance-management guidance also covers tracking available cash, receivables, payables, bank reconciliation, and payroll.

Where to look for cash tied up in operations

Collect receivables and invoice promptly

Review an accounts-receivable aging report to identify overdue balances, their size, and how long they have been outstanding. Make invoicing part of the shipping or contract process so bills go out as soon as the agreement allows. Assign responsibility for follow-up, and contact customers early about disputes or expected delays. Depending on margins and customer relationships, deposits, customer credit review, or discounts for early payment may also be worth considering.

Review inventory against likely demand

Use inventory reports to find stock that is slow-moving, excess, or no longer aligned with the order outlook. Reducing purchases or adjusting production can release cash, but an indiscriminate cut may leave the business short of materials needed to fulfill profitable orders. Check lead times, replenishment risk, and production requirements before changing reorder levels.

The SBA identifies reducing inventory as a possible cash-flow tactic. That guidance is general advice, not a production plan; the appropriate stock level depends on the manufacturer’s operations and demand.

Understand the time between paying and collecting

Map when materials and other production costs must be paid against when customers are likely to pay for completed work. This cash-conversion gap can widen when customers extend payment terms or reduce inventory and order less frequently. A 2015 Federal Reserve discussion paper examining unrated public firms during the 2007–09 crisis found that product-market shocks were the main determinant of short-term financing use in its analysis. How to handle customer and supplier terms

Longer supplier terms can postpone cash outflows; shorter customer terms, deposits, or prompt collection can bring receipts forward. Both sides require commercial judgment. Raising customer deposits or tightening terms may affect sales and relationships, while asking suppliers for more time can strain continuity if it is poorly managed.

  • Discuss supplier terms before a forecasted shortfall becomes urgent.
  • Ask customers about payment timing or deposits where the contract and relationship allow.
  • Model the effect of proposed terms in the cash forecast before committing to them.
  • Avoid promising customers terms the business cannot fund through production and delivery.

When to consider financing—and what to compare

Financing may bridge a timing gap, but it does not replace a forecast or resolve a business that cannot generate enough cash to repay. Before applying, identify the amount and timing of the need, the expected source of repayment, and what the business can offer as collateral. Compare the full cost, repayment schedule, availability of funds, borrowing-base rules, reporting obligations, and eligibility—not only the headline rate.

SBA 7(a) working capital

The SBA says 7(a) loans may be used for short- or long-term working capital. The actual structure, terms, eligibility, and lender requirements depend on the specific loan and lender. Confirm current details with an SBA lender. SBA 7(a) loans.

SBA Working Capital Pilot

The SBA Working Capital Pilot (WCP) includes asset-based financing, which can let a borrower draw against eligible inventory and accounts receivable, and transaction-based financing tied to project expenses. These are distinct approaches: asset-based borrowing depends on eligible operating assets and reporting, while transaction-based support is linked to a defined project or contract. The SBA says WCP applicants should have at least one year of operating history and be able to provide timely financial statements, receivables and payables aging reports, and inventory reports. The SBA reported more than $150 million in WCP lending since the program’s inception in a February 2, 2026 release. The same release said 98% of U.S. manufacturers are classified as small businesses. How to make cost cuts without disrupting production

Separate immediate cash preservation from decisions that could compromise the ability to fulfill profitable orders. Categorize costs, estimate the savings and implementation costs of each change, and consider when any savings would actually affect cash. Review proposed inventory reductions against lead times and production needs; a nominal saving can be costly if it interrupts delivery.
