A genuinely comparable open-world game should be planned as a seven-to-10-year project from serious production to launch. A smaller game can sometimes ship in three to five years, but only after reducing its map, systems, missions, platform targets, team size, or polish goals. Grand Theft Auto VI illustrates why the largest open-world productions take so long: its public history includes early concept work, a major scope reset, full production beginning in earnest around 2020, and a planned 2026 release window.
The short answer: seven to 10 years for GTA 6-level ambition
The useful planning answer is not simply “13 years.” GamesRadar described the wait from Grand Theft Auto V in 2013 to the planned Grand Theft Auto VI release window in 2026 as 13 years, but that span includes early ideas, changing priorities and periods when Rockstar focused on other work. Take-Two, as reported by GameSpot in 2025, said GTA VI began development “in earnest” in 2020. In context, that phrase generally means full production rather than the first internal concept or prototype.

For a project with GTA-like map scale, systemic simulation, cinematic storytelling, large amounts of authored content and demanding console performance targets, a sensible schedule is:
- Concept and feasibility: six to 18 months.
- Pre-production and technology: one to two years.
- Full production: three to five years.
- Alpha, beta, certification and launch: one to two years.
Those ranges are planning heuristics inferred from GTA VI’s documented development history and complexity, not an industry standard published by Rockstar or a standards body. They overlap, because teams often build technology, world content and narrative in parallel. The total still commonly lands near seven to 10 years for a project at this ambition.

What the public timeline tells us about GTA VI
Early ideas began before full production
GamesRadar reported that GTA VI had been worked on in some form since at least the mid-2010s. Rockstar North co-studio head Rob Nelson described a 2015 concept known as Project Americas, which would have covered North and South America. Rockstar later shifted its focus to Red Dead Redemption 2, so the existence of an early concept does not mean the final game had a continuous production team working on it every year.
Full development began “in earnest” in 2020
Take-Two’s statement, reported by GameSpot, places serious development in 2020, after Red Dead Redemption 2 launched in 2018. That distinction matters when estimating schedules for another studio. A publisher may announce a title years after prototypes, technology experiments and discarded designs have begun, while the expensive, coordinated content phase starts later.
The 13-year wait is elapsed time, not 13 uninterrupted production years
The 2013-to-2026 span is useful for understanding the gap between major releases, but it should not be presented as 13 years of uninterrupted full production. It includes concept exploration, a change in priorities, the completion and support of another major game, and the later ramp-up of GTA VI. A production plan should therefore separate calendar elapsed time from active development time.
What Rockstar is trying to build
Take-Two quoted Rockstar founder Sam Houser describing GTA VI as an effort to “push the limits of what’s possible in highly immersive, story-driven open-world experiences.” Rockstar’s official description places Jason and Lucia in a criminal conspiracy across the fictional state of Leonida, with Vice City as the central location, and lists PlayStation 5 as a supported platform. That description signals a project built around both a broad explorable space and tightly authored cinematic storytelling.
How a seven-to-10-year schedule is spent
| Phase | Typical planning range | Primary work |
|---|---|---|
| Concept and feasibility | 6–18 months | Setting, creative pillars, prototypes, technical risks and an initial production plan |
| Pre-production and technology | 1–2 years | Engine changes, tools, pipelines, vertical slice and target-platform validation |
| Full production | 3–5 years | World, missions, systemic features, animation, audio, cinematics and narrative content |
| Alpha, beta, certification and launch | 1–2 years | Optimization, bug fixing, compliance, localization, manufacturing and launch preparation |
The phase names are convenient planning boundaries, not promises that one stage ends before the next begins. A team may prototype traffic while writing missions, build a district while changing streaming technology, or localize finished dialogue while other parts of the game are still being polished.

Concept and feasibility: six to 18 months
This phase answers whether the proposed game can exist on the intended hardware and within the publisher’s risk tolerance. Designers establish the setting, player fantasy, movement model and major gameplay pillars. Engineers test streaming, save systems, artificial intelligence, animation and rendering assumptions. Producers divide the vision into measurable work and identify the parts most likely to force a redesign.
Project Americas is a clear example of why this phase matters. A concept involving North and South America could be narrowed or redirected before the final production plan. Abandoning an idea early can save years; carrying an unworkable scope into full production can consume them.

Large open worlds depend on more than a game engine’s renderer. Teams need tools for terrain, roads, buildings, interiors, crowds, traffic, missions, animation, dialogue, cinematics, audio, testing and asset review. They also need a reliable process for moving work among studios and keeping every build reproducible.
Rockstar technical director Phil Hooker said, “The engine, the tools and the team we’ve built during this project will allow us to do things more quickly.” The implication is important for forecasting: technology and pipeline investment is a substantial part of the schedule, but it can reduce the cost of later projects. A studio starting with mature tools may move faster than a studio building its first large streaming world.
A vertical slice is especially valuable here. It demonstrates a small but representative area with final-quality lighting, AI, traversal, mission scripting, animation and performance. If the slice cannot run acceptably on the target console, expanding the map will not solve the problem.

Full production: three to five years
This is where the visible size of a GTA-like game becomes expensive. A large map requires roads, landmarks, natural spaces, interiors and background scenery that remain convincing from multiple distances and travel speeds. Systems must support the player’s freedom without allowing ordinary interactions to break missions or corrupt the world state.
The content list typically includes:
- A traversable map with streaming and rendering that avoid visible loading during travel.
- Traffic, pedestrians, wildlife, police behavior, economy rules and other simulation systems.
- Interiors and activities that make locations more than decorative backdrops.
- Main missions, side missions, encounters, cutscenes and alternate outcomes.
- Performance-correct animation for movement, combat, driving, facial acting and crowds.
- Voice recording, sound effects, music, dialogue implementation and cinematics.
- Accessibility, save behavior, menus, tutorials and failure recovery.
Each item multiplies the others. A new vehicle may need handling, damage, animation, sound, mission support, traffic behavior and testing. A new interior may require navigation meshes, lighting, occlusion, interactions and localization. The schedule is driven by these dependencies rather than by the number of map square miles alone.
Alpha, beta, certification and launch: one to two years
Feature completion is not the same as a shippable game. During late production, teams find bugs that appear only when systems interact: a mission can fail after a particular police response, a crowd can block a cinematic, or a save can preserve an impossible world state. Optimization also changes content decisions. A scene that works in isolation may exceed the frame-time budget when traffic, weather, effects and streaming are active together.
Certification adds platform-specific compliance checks. Localization requires text extraction, translation, recording and testing in supported languages. Launch preparation includes patches, packaging, retail or digital release logistics, customer support and the final process for approving builds. Strauss Zelnick has explained that additional time was supported so Rockstar could pursue its creative vision and “perfection,” which is consistent with a schedule that continues after the feature list is technically complete.
The five biggest reasons GTA-sized games take so long
1. Scope changes and resets
Early ambition is cheap to describe and expensive to build. A continent-spanning plan may reveal that travel time, content density, streaming costs or narrative coherence are not working. Narrowing the geography can improve the final game, but it may require rewriting missions, rebuilding tools and discarding assets.

2. Technology and tools
Streaming a large world while maintaining stable performance requires coordinated work in memory management, level-of-detail systems, animation, physics, AI and rendering. Authoring tools determine how quickly artists and designers can create, review and revise content. If those tools are immature, every asset carries hidden production time.
3. World density, not just world size
A mostly empty map is faster than a dense one. GTA-like expectations involve meaningful locations, reactive characters, traffic, interiors, activities and environmental storytelling. Density increases the number of interactions that must be designed, implemented and tested.
4. Multi-studio coordination
GameSpot reported that Rockstar’s teams around the world have worked in tandem on successive projects for more than a decade. Distributed development expands capacity, but it also adds reviews, handoffs, build management, localization coordination and production tracking. A dependency that takes one day inside a small team can take much longer across several studios and time zones.
5. Polish and launch risk
Players experience the game as one continuous product, even when hundreds of teams built its parts. Final polish must align animation, writing, audio, lighting, controls, accessibility and performance. The last months can expose issues that require changes across multiple departments, so a credible plan reserves time after content completion.

Yes, but “GTA-style” must describe a design influence rather than identical scale. A small team can create an open-world crime game in roughly three to five years if it deliberately limits the production surface.

Scope reductions that make three to five years plausible
- Use one compact city or region instead of a large state with many distinct biomes.
- Favor a smaller number of authored interiors and activities.
- Choose a focused cast and shorter campaign rather than extensive cinematic branching.
- Implement fewer systemic interactions and simplify traffic, crowds or police simulation.
- Target fewer platforms, or use a mature engine and proven middleware.
- Reuse modular assets while reserving custom work for story-critical locations.
- Set a clear performance target before production and avoid late hardware expansion.
These choices do not make the project easy. They make the dependencies tractable. A compact world with strong mission design can feel more coherent than a huge map filled with unfinished systems.
How to estimate a schedule for your own project
Do not begin with a release date and divide it by the number of developers. Start by scoring the project against the comparison axes that actually drive work:
- Map size and density: measure not only geographic area but also interiors, activities, landmarks and travel routes.
- Systemic features: list simulation requirements such as traffic, crowds, police, weather, economy, destruction and persistence.
- Authored content: count missions, cinematics, dialogue, animation sets, vehicles, weapons and unique locations.
- Platforms and performance: define target hardware, frame rate, resolution, memory budget and certification requirements.
- Team and outsourcing: identify internal disciplines, external partners, review capacity and integration ownership.
- Engine maturity: separate proven tools from technology that still needs research and prototyping.
- Polish and support: reserve time for accessibility, localization, optimization, bug fixing, certification and launch operations.
Then build a vertical slice and measure production throughput. If one district requires six months, do not multiply that number by the number of districts without accounting for shared tools, asset reuse, dependencies and parallel teams. Use optimistic, likely and worst-case estimates, and attach the largest uncertainty to the technology or content dependency most likely to force rework.

Why later projects can be faster
Reusable technology, experienced leads and established pipelines can shorten later projects. Hooker’s statement about Rockstar’s engine, tools and team supports that conclusion. A studio that already knows how to stream a city, build mission tools, manage localization and certify console releases does not start from zero.
That advantage has limits. A new setting still needs art, writing, animation, voice work and mission design. A sequel may also raise the quality bar, add new systems or target new hardware. Reuse reduces foundation work; it does not turn a GTA-sized project into a short production.
What is known—and not known—about GTA VI’s budget
GTA VI’s total budget has not been publicly verified. GamesRadar described the often-repeated $1.5 billion figure as unconfirmed. It should therefore not be used as a definitive cost benchmark or converted into a claimed development-per-year figure. The reliable lesson is schedule complexity, not a precise budget number.
What the timeline means for players and producers
For players, the practical expectation is that a game with this combination of world scale, simulation, cinematic content and polish is measured in years, not months. For producers, the key decision is scope: reducing one visible feature may remove dozens of downstream dependencies. The strongest schedule is not the one with the earliest announced date; it is the one that protects technology validation, content integration, optimization and certification.
