There is no universal countdown. Decommissioning a nuclear power station can take roughly a decade to many decades, and some official plans extend across a century-long lifecycle. The answer changes according to what you count: removing fuel from the reactor, dismantling the plant, releasing the reactor area, ending the operating licence, or restoring the entire site. Spent-fuel storage can remain in operation long after the reactor buildings are released.
What “decommissioned” means in practice
Decommissioning is not one event marked by a final switch. It is a sequence of technical, regulatory and waste-management milestones. A schedule may describe one of these endpoints while leaving other licensed facilities on the property.
- Fuel-free transition: fuel has been removed from the reactor vessel and transferred to a storage installation, often dry casks.
- Reactor dismantling: activated systems, the reactor vessel, primary loop and contaminated equipment are removed, cut up, cleaned, treated or packaged for disposal.
- Bulk-area release: the main reactor-operations area meets the regulator’s conditions for release, even if a spent-fuel installation remains.
- Licence termination: the regulator accepts the final status survey and ends the nuclear operating licence or its equivalent.
- Full restoration: remaining storage buildings, infrastructure and contaminated ground are removed or remediated to the agreed reference state.
Consequently, “the plant is decommissioned” can be accurate for one area and premature for the site as a whole. Any credible estimate must name its endpoint.

| 10–100 years | Decommissioning period depicted in 2024 Environment Agency guidance for UK nuclear sites, including possible care and maintenance | A broad lifecycle range, not a worldwide average or a prediction for a particular station |
| 10–15 years | Short care-and-maintenance deferral category in the Nuclear Decommissioning Authority’s 2023 code | Time before deferred dismantling, not total decommissioning time |
| 15–25 years | Medium care-and-maintenance deferral category | Time before deferred dismantling, not total decommissioning time |
| 25–50 years | Long care-and-maintenance deferral category | Time before deferred dismantling, not total decommissioning time |
| 60 years | U.S. Nuclear Regulatory Commission completion limit after permanent cessation of operations | An outer regulatory requirement unless the NRC Commission approves another schedule; it is not a typical duration |
The UK guidance covers the transition from operation through defuelling, decommissioning, any care-and-maintenance period and final work needed to reach the reference state for release from radioactive-substances regulation. The U.S. limit applies to completion of a power-reactor decommissioning programme after permanent shutdown. Neither number should be presented as a representative global timetable.
Why two stations can take very different lengths of time
Immediate versus deferred dismantling
With immediate dismantling, the owner starts major removal and cleanup soon after shutdown. This preserves operating knowledge, keeps the workforce and supply chain available, and can shorten the period before physical demolition. It also requires radioactive waste routes, funding and spent-fuel arrangements to be ready early.
Deferred dismantling places the safely maintained facility into a care-and-maintenance period. Radioactivity in some components decreases through radioactive decay, potentially reducing worker dose and simplifying later handling. The trade-off is that surveillance, security, records, maintenance and regulatory control continue for the chosen deferral period. The NDA classifies examples as short, medium and long deferrals; those categories add years or decades before final dismantling begins.

Contamination and activated equipment
Not every component presents the same hazard. Activated materials—such as the reactor vessel and parts of the primary circuit—have become radioactive through neutron exposure and generally require controlled processing, storage or disposal. Contaminated materials may instead be decontaminated, sectioned, surveyed and released, or packaged as radioactive waste. The boundary between these streams affects sequencing, worker protection, packaging and disposal capacity.

Waste routes and transport
Work cannot finish merely because buildings have been cut apart. Waste must be characterized, treated, transported and accepted at appropriate storage or disposal facilities. Burial charges, available disposal capacity, transport routes and the location of those facilities influence both cost and schedule. A project can pause between dismantling campaigns if a waste route is unavailable or a package requires regulatory approval.
Spent-fuel strategy
Fuel must leave the reactor before many systems can be dismantled, but it does not necessarily leave the property at the same time. Operators may transfer fuel to an on-site independent spent-fuel installation (ISFSI), where dry-storage casks remain under a separate licence. The reactor area can then be released while the storage installation continues operating.
Regulatory approvals and surveys
Regulators approve plans, inspect work, review environmental and radiological controls, and require surveys showing that the proposed end state is suitable. Public notice and comment can be part of the process. Revised plans, unexpected contamination or a changed waste route can alter the schedule.

- Certify permanent cessation and fuel removal. The licensee submits certifications that operations have ended permanently and that fuel has been removed from the reactor vessel. These certifications change the legal status of the licence.
- Submit the Post-Shutdown Decommissioning Activities Report (PSDAR). The PSDAR explains the planned activities, schedule, costs and environmental effects. It is due no later than two years after cessation. Major decommissioning work generally cannot begin until 90 days after the NRC receives it.
- Carry out approved dismantling and cleanup. Work includes removing spent fuel from the reactor, dismantling activated systems, cleaning or dismantling contaminated materials and packaging waste for approved destinations.
- Submit a License Termination Plan (LTP). The LTP defines the final radiological condition, methods, dose criteria, sampling strategy and end-state assumptions. It is submitted at least two years before the planned licence-termination date.
- Perform the final status survey. Survey teams measure residual radioactivity across buildings, systems and land against the approved plan. The licensee submits the results to the NRC.
- Obtain the NRC’s termination decision. The agency determines whether dismantling followed the approved plan and whether the survey demonstrates that the site, or the releasable portion of it, is suitable for release.
The NRC’s own description is precise: “Decommissioning involves removing the spent fuel (the fuel that has been in the reactor vessel), dismantling any systems or components containing activation products (such as the reactor vessel and primary loop), and cleaning up or dismantling contaminated materials from the facility.”
The 60-year U.S. requirement applies to completing the programme after permanent cessation unless the Commission approves a different schedule. It should not be read as a promise that every station will take 60 years or as proof that fuel will be gone when the reactor area is released.
How the UK framework treats the lifecycle
Environment Agency guidance for nuclear sites undergoing decommissioning covers the whole facility lifecycle: design and construction, operation, defuelling and transition, decommissioning, possible care and maintenance, and final decommissioning to the reference state for release from radioactive-substances regulation. Planning is expected to begin during the facility lifecycle rather than after shutdown.
The UK approach therefore treats care and maintenance as a deliberate strategy that must be justified, controlled and funded. The NDA’s 2023 code gives short, medium and long deferral bands, but those bands describe the waiting period before dismantling, not the total time from shutdown to unrestricted release. A station that spends 25–50 years in care and maintenance may still require years of active dismantling and survey work afterward.

Real station schedules show why the endpoint matters
Fort Calhoun, United States
Fort Calhoun shut down in 2016. Its fuel-free transition to dry storage was completed in 2020. The U.S. NRC facility-status schedule expected release of the bulk reactor-operations area in 2026, while spent-fuel removal was expected in 2058. Decommissioning of the ISFSI and site restoration were planned for 2059. These are estimates and plans recorded by the NRC, not completed outcomes.
This single example contains a planned 32-year gap between bulk reactor-area release and removal of the remaining spent fuel. Calling the station “finished” in 2026 would therefore be correct only for the defined bulk area, not for the fuel-storage installation or fully restored site.
Oyster Creek, United States
Oyster Creek had moved all spent fuel to dry storage by May 2021. The NRC schedule called for partial site release in 2029 while excluding the ISFSI, followed by licence termination by the end of 2035. The NRC facility page also records an agency finding dated June 10, 2026 concerning the licence-termination plan. Because schedules and agency actions can change, the dates describe the status recorded on that facility page rather than a guaranteed completion result.

EDF has stated that approximately 400 spent-fuel flasks were shipped from each of its UK sites to Sellafield during defuelling. That figure illustrates the logistics involved—loading, transport, receipt and tracking of many shipments—but it is not a duration statistic and should not be converted into a generic number of years.

Can spent fuel keep a nuclear site open?
Yes. Once fuel is in dry storage, the reactor buildings may be dismantled and a portion of the land released while the storage installation remains licensed and guarded. The installation requires inspections, security, records, monitoring and eventual transfer of the casks or their contents. Only after that work, plus any residual building or land cleanup, can the site reach its broader restoration endpoint.
This is why a schedule should state whether it means “fuel-free reactor,” “reactor-area release,” “licence termination” or “full restoration.” A headline date without that label is incomplete.
How to interpret a decommissioning estimate
When an owner, regulator or news report gives a date, check the following before comparing it with another station:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Starting point: Is the clock measured from permanent shutdown, the end of defuelling, transfer to dry storage or approval of a plan?
- Endpoint: Does the date mean dismantling complete, partial release, licence termination or restoration of every facility?
- Fuel boundary: Is an ISFSI or another spent-fuel installation included?
- Status of the date: Is it an estimate, a regulatory deadline, a scheduled milestone or a completed result?
- Jurisdiction: Which regulator’s rules apply? U.S. NRC requirements do not automatically govern a UK, European or other country’s station.
- Waste assumptions: Are disposal capacity, transport approvals and treatment facilities available when the plan expects them?
- Deferral strategy: Does the schedule include a care-and-maintenance interval before dismantling?
Two dates can both be accurate while referring to different pieces of the same project. Comparing them without matching the start and end points creates the impression of a contradiction where none exists.
Immediate and deferred dismantling compared
| Characteristic | Immediate dismantling | Deferred dismantling |
|---|---|---|
| When physical dismantling starts | Soon after shutdown and defuelling, subject to approvals | After a planned care-and-maintenance interval |
| Why an owner may choose it | Retains workforce knowledge and avoids decades of surveillance | Allows radioactive decay and time to arrange waste routes or funding |
| Main schedule pressure | Early availability of waste, transport and specialist resources | Long-term security, maintenance, records and regulatory oversight |
| Effect on the calendar | Earlier start, but active work can still last many years | Final dismantling starts later by the selected deferral period |
| What does not change | The project still needs fuel management, waste disposition, surveys and an approved release endpoint | |
What a realistic answer sounds like
For a general question, the most accurate answer is: decommissioning takes years to decades, with official UK guidance depicting a possible 10–100-year lifecycle and U.S. rules requiring completion within 60 years after permanent shutdown unless the NRC approves otherwise. Those figures are boundaries and planning categories, not a universal average. A particular station may release its reactor area much earlier than it removes spent fuel or terminates every site-related licence.
To make an estimate useful, state the jurisdiction, the shutdown date, the dismantling strategy, the spent-fuel arrangement and the exact endpoint. Without those details, “How long?” has no single defensible number.
