There is no reliable universal number of days or weeks for changing an API supplier, and a supplier switch does not automatically require regulatory approval. The schedule depends on what the API does, how many systems and users rely on it, the contract and migration work, and the rules that apply to your firm and jurisdiction. Treat the change as a scoped migration, then have compliance or legal staff determine whether the specific arrangement triggers notification, reporting, approval, or a licensing change.
Why there is no standard supplier-switch timeline
“Change an API supplier” can describe anything from moving a small internal integration to replacing a provider that supports a regulated customer service. Those are materially different projects. The reviewed official sources do not establish an industry-wide average for a commercial API supplier replacement, so quoting a typical number of weeks would create false precision.
The project duration is shaped by the scope and dependencies: which API functions must be replaced, how consumers authenticate, what data needs to move, how much the replacement behaves like the existing service, whether the two providers can run in parallel, and what contract exit terms allow. Testing, customer or partner communications, monitoring, and rollback planning also take time. These factors need to be assessed for the actual integration rather than inferred from the word “API.”

There is one important distinction: published API-standard version transition periods are not end-to-end commercial supplier replacement estimates. UK Open Banking Limited’s guidance, latest version published 18 March 2026, sets timelines for implementing new Open Banking Standard versions. Those periods can inform a standards transition in that setting, but they do not say how long it takes to replace a provider.

What UK Open Banking transition guidance says
For UK Open Banking Standard changes, Open Banking Limited’s 2026 guidance gives specific notice, implementation, and dual-running periods. The figures below apply to the standard-version transition described in that guidance, not to every API or supplier change.
| Transition item | Major standard version | Minor standard version |
|---|---|---|
| Implementation period | Within six months | Within three months |
| Recommended dual running | At least six months | At least three months |
The guidance also says that, except in an emergency, a third-party provider should have at least three months’ notice before it is required to update its systems. Notice, implementation, and dual running are different parts of a transition. They should not be added together mechanically to produce a promised supplier-switch duration: the guidance describes a standards change and does not establish a general migration schedule.
If your project is an in-scope UK Open Banking standards transition, identify whether it is major or minor and check the applicable guidance and release details. If it is a commercial replacement, use the same general discipline—notice, implementation, and safe coexistence where appropriate—but do not present these Open Banking periods as mandatory deadlines for that project.

Build a defensible timeline from the work
Instead of starting with a guessed duration, build an estimate from the work packages and the dependencies between them. Assign owners and dates only after confirming the relevant facts. A plan should account for both technical completion and the point at which it is safe to stop relying on the outgoing supplier.
- Define the change. Record the business service being supported, the current supplier, the proposed supplier, the reason for the move, and the intended end state. Clarify whether this is a provider replacement, a change to an API version, or both.
- Inventory the integration. List endpoints, data fields, authentication methods, consent flows, rate limits, error behavior, service levels, and every application or partner that consumes the API. Identify scheduled jobs, webhooks, shared credentials, and downstream services that could be affected.
- Review the exit path. Check contractual termination notice, data return and deletion, transition assistance, service continuity, and dependencies on subcontractors. A technically ready replacement cannot complete the change if contractual or data-transfer steps remain unresolved.
- Map differences and decide what to rebuild. Compare functional coverage and behavior rather than assuming that similarly named endpoints are interchangeable. Record data transformations, authentication changes, consumer updates, and operational or security controls that need adaptation.
- Prepare and test the replacement. Define test cases for normal responses, errors, security, performance expectations, data handling, and recovery. Where a relevant test or certification environment exists, determine whether it applies to the service and jurisdiction; its existence alone does not establish that it is mandatory for every supplier switch.
- Plan cutover and coexistence. Choose a migration sequence—such as a pilot or staged traffic change—appropriate to the affected service. Set measurable go/no-go conditions, monitoring, rollback triggers, responsibilities, and customer or partner communications before redirecting production traffic.
- Retire the old service deliberately. Confirm that consumers have moved, records and credentials are handled under the contract and applicable rules, and required monitoring or evidence is retained. Disable the old integration only when the agreed exit conditions are met.
For each work package, estimate effort and elapsed time separately. The critical path may be determined by a contract notice period, supplier access to test environments, customer approvals, or the need to run both integrations together—not simply by the number of coding tasks. Keep those dependencies visible in the plan so stakeholders can understand what could move the completion date.
What to compare before selecting a replacement
A supplier change is also a chance to check whether the destination provider can support the complete service and exit requirements. Compare the items below against documented needs; the available sources do not rank suppliers or quantify typical migration costs.

- Functional and API coverage: Confirm that the required operations, data fields, and behaviors are supported, including edge cases consumers depend on.
- Compatibility and migration effort: Identify differences in schemas, authentication, consent, rate limits, error responses, and versioning that affect application changes.
- Data portability and exit support: Establish what data can be exported, in what format, on what schedule, and what transition assistance or deletion commitments are contractually available.
- Security and authentication: Assess identity, credential management, authorization, data protection, and any controls required by the regulated service.
- Availability and incident handling: Compare service commitments, incident escalation, recovery arrangements, and evidence needed for internal oversight.
- Regulatory and audit support: Determine whether the supplier can provide the information, access, and cooperation the firm needs to meet its own obligations.
- Contract and total cost: Review recurring charges as well as implementation, termination, transition, and any parallel-running costs. Do not assume that a lower service price means a lower migration cost.
- Testing and coexistence: Check whether the supplier provides an environment and support suitable for testing, and whether the operating model can safely accommodate a transition period.
Does the change need regulatory approval?
There is no universal approval checklist for changing an API supplier. Whether a regulator must be involved depends on the country, the regulated entity and its permissions, the service the API supports, the supplier’s role, and whether the arrangement or licensed activity is materially changing. A regulator’s reporting requirement is not the same thing as prior approval.

Start by asking compliance or legal staff to classify the actual arrangement. Is the provider supplying a public or commercial API, a regulated open-banking interface, or infrastructure such as cloud or IT services that supports a regulated operation? Is the regulated firm outsourcing an activity or relying on another kind of third-party service? Is the provider material or critical under the rules that apply to that firm? These distinctions matter more than the fact that an interface is called an API.
The FCA’s broader outsourcing and operational-resilience material addresses firms’ use of third-party providers, including cloud and IT services. It is a reason to assess the arrangement and the firm’s obligations, not a basis for treating every technology vendor as subject to the same approval process.

UK FCA reporting for material third-party arrangements
For firms within scope, FCA requirements beginning 18 March 2027 require reporting when entering into a material third-party arrangement or significantly changing an existing one; they also require an annual register of material arrangements. The FCA describes this as reporting, not as pre-approval. Confirm both that the firm is within scope and that the supplier arrangement or proposed change meets the applicable criteria before treating the requirement as relevant.
This is a future effective date, not a current universal requirement for every UK company that changes an API. The FCA page on conditions for becoming an authorised payment institution is a separate matter: in that context, “API” means “authorised payment institution,” not application programming interface. That page does not state that replacing a software API supplier itself requires re-authorization.

UAE licensing example
The Central Bank of the UAE’s Open Finance Regulation says that if a licensee later seeks to change options selected under its license, it must re-apply and obtain Central Bank approval. This rule concerns the license options in that regulatory setting. It should not be generalized into a claim that all UAE API supplier replacements require approval; first establish whether the proposed change is actually a change to selected license options.

Saudi Open Banking testing example
Saudi Central Bank materials describe an Open Banking framework and lab for development, testing, and certification. This illustrates how a jurisdiction-specific framework may provide a testing route, but it does not establish a universal certification requirement for supplier replacements or apply automatically outside that context. Check the requirements for the particular regulated service and the current framework that governs it.

- Identify the jurisdiction and entity. Record where the regulated firm operates, which regulator supervises it, and which license or authorization covers the service.
- Describe the supplier’s actual role. State what the API enables and whether the supplier handles data, supports a regulated function, or provides infrastructure. Avoid relying on a product label alone.
- Assess materiality and change significance. Use the regulator’s applicable definitions and the firm’s own policy to determine whether the arrangement is material, critical, outsourced, or significantly changed. Do not assume a provider substitution is immaterial merely because the customer-facing product appears unchanged.
- Check each possible obligation separately. Ask whether rules require advance approval, a notification or report, an update to a register, a licensing change, or no regulator filing. Record the rule and rationale for the conclusion.
- Confirm timing and evidence with compliance or legal. If a filing or approval applies, identify its trigger and deadline before setting the cutover date. Preserve the assessment, approval or filing evidence, and relevant supplier documentation under the firm’s governance process.
This path is a planning aid, not legal advice or a substitute for the rules applicable to the specific firm. The sources here provide bounded UK, UAE, and Saudi examples; they do not settle obligations in an unspecified jurisdiction.
Quick Recap
Common planning mistakes and how to avoid them
- Using a standards deadline as a supplier-switch estimate: Keep Open Banking version-transition periods separate from the end-to-end schedule for replacing a commercial provider.
- Assuming every change needs prior approval: Ask whether the relevant rule calls for approval, reporting, notification, or a license change; do not use those terms interchangeably.
- Assuming no filing is needed because the interface is technical: Determine whether the service supports a regulated activity and whether the arrangement is material under the applicable rules.
- Overlooking contract and data exit terms: Review notice, transition assistance, portability, deletion, continuity, and subcontractor dependencies before committing to a cutover date.
- Cutting over without an operational fallback: Set monitoring, rollback criteria, support ownership, and communications before production traffic moves.
- Misreading the abbreviation “API”: In FCA payment-institution materials it may mean authorised payment institution; in a software migration it means application programming interface. Read the page in context.
