In the Premier League, the Board can investigate a suspected rule breach and refer a complaint to an independent Commission. A party can challenge a Commission decision under Section W; a three-member Appeal Board may uphold, dismiss or vary it. Hearings are private and confidential, and public information may be limited to statements or decisions the Rules permit the League to publish.
How a Premier League case reaches a Commission
The Premier League Board has power to investigate suspected or alleged breaches. If it considers that a suspicion or allegation exists, it can take several routes, including issuing a written complaint and referring the matter to a Commission. In a Profitability and Sustainability Rules (PSR) case, the League describes the Commission’s task as deciding whether a breach occurred and, if so, what sanction should follow. Who appoints the decision-makers?
The League says an independent Judicial Panel includes legal, financial and other experts. The Judicial Panel Chair appoints panel members and selects those who sit on a Commission; the League describes Commissions as independent of both the Premier League and its clubs. An Appeal Board is also appointed by the Judicial Panel Chair. It has three members and should include a chair who has held judicial office. The League says the Board can allow or dismiss an appeal, or make another order it considers appropriate, including varying the Commission’s order. Premier League explanation of the process

What happens at a hearing, and what becomes public?
Commission and Appeal Board proceedings under Section W are held privately and confidentially. The League says final awards are published when the Rules permit. A public announcement therefore is not necessarily the full written decision: hearing details and material that cannot be published may remain confidential.
For Manchester City’s appeal, the League said on 2 October 2026 that the hearing would remain private until publication of the outcome was permitted. That announcement does not disclose the appeal grounds or merits. Premier League statement, 2 October 2026

What sanctions can a Commission impose?
The League lists fines, points deductions and other sporting sanctions among the outcomes available to a Commission. A decision can be challenged under Section W, but the scope and result of an appeal depend on the case and applicable Rules. The Appeal Board’s powers include varying the Commission’s order. What past appeals show
Past outcomes illustrate the different ways an appeal can affect a case. They are not precedents for predicting the outcome of another club’s appeal: liability, grounds, mitigation, applicable rules and timing all matter.

How to compare cases without misleading yourself
Headline point deductions alone are a poor basis for comparing cases. Check the underlying decision and published grounds, where available, and compare these details:
- Was the breach admitted or contested?
- Did the appeal challenge liability, the sanction, or both?
- What specific grounds did the party argue?
- Did the Appeal Board uphold, vary or set aside the Commission’s decision?
- What information was the League permitted to publish?
Where to find the rules and decisions
The exact filing deadline, permitted grounds, standard of review, evidentiary burden and any special directions cannot be assumed from a general League summary. For a live case, consult the full Handbook edition and case-specific directions that apply to it. The League’s proceedings and decisions index can help locate published material, but an index does not replace the governing Rules. Check that any Handbook or decision you rely on is the applicable version for the case.
