In Premier League financial cases, the League Board investigates suspected rule breaches and can refer a written complaint to an independent commission. The commission decides whether a breach occurred and, if it did, what sanction applies. A party to the proceedings can appeal under Section W of the Premier League Rules to an Appeal Board, which can uphold or change the decision. Hearings are private and confidential, but the League says final decisions are published.
How does a case reach an independent commission?
- The League investigates. The Premier League Board has authority to investigate suspected or alleged breaches of its rules.
- The Board decides whether to refer a complaint. If it considers that a breach may have occurred, the Board has several options, including issuing a written complaint and referring the matter to an independent commission.
- The commission decides the referred case. In a Profitability and Sustainability Rules (PSR) case, the commission determines whether the club breached the rules and, if so, what sanction is appropriate. The Board’s investigation and referral are therefore distinct from the commission’s decision on breach and sanction.
Who makes the decisions, and what does “independent” mean here?
The Premier League says its Judicial Panel includes legal, financial and other experts. According to the League, the Panel’s independent Chair appoints its members and selects the people who sit on commissions. The Chair also appoints Appeal Boards. The League describes both commissions and Appeal Boards as independent of the Premier League and its clubs.
An Appeal Board has three members. One should have held judicial office and chairs the board. These are the League’s stated arrangements for appointing decision-makers; they describe how the process is constituted rather than establishing that any particular case’s outcome is correct.
What happens at a hearing, and what becomes public?
Commission and appeal proceedings are heard in private and remain confidential. That does not mean the final outcome is necessarily kept secret: the League says it publishes final commission decisions and awards after proceedings conclude and publication is permitted. On 2 October 2026, the League said that Manchester City’s appeal hearing would remain private and confidential until publication of an outcome was permitted.

The private-hearing rule also means that information about a pending appeal may be limited. The League’s 2 October 2026 notice confirmed that Manchester City had appealed a commission decision concerning alleged Premier League rule breaches, but it did not disclose the appeal’s merits or outcome.
What can a commission or Appeal Board decide?
Commission: breach and sanction
A commission decides whether the rules were breached and, if so, what sanction should follow. Available sanctions include fines, points deductions and other sporting sanctions. A club may admit a breach while disputing what penalty should apply, leaving the sanction as the focus of an appeal.

Appeal Board: uphold, dismiss or vary
A party to the proceedings can challenge a commission decision under Section W of the Premier League Rules. An appeal need not be limited to the number of points deducted: it can raise an issue such as whether the League had jurisdiction to bring the charge. The Appeal Board may allow or dismiss the appeal, or make another order it considers appropriate, including changing the commission’s order.

How to read a Premier League financial appeal
- Separate the League Board’s investigation and referral from the commission’s decision on the charge.
- Check whether the club admitted or disputed the breach; an appeal can be about sanction alone.
- Look for the actual issue on appeal: sanction, jurisdiction or another decision.
- Distinguish a pending appeal from a published outcome. Private hearings can still lead to a published final decision.
- Check the rules and case directions that applied at the time. Rule numbering and procedural requirements can change between editions.
