The key distinction is that IFSCA regulates covered financial activity within India’s International Financial Services Centres (IFSCs); it is not the regulator for all financial services across India. RBI combines central-bank responsibilities with statutory oversight of banking and specified financial entities, systems and markets. SEBI focuses on investor protection and the securities market. To work out which rules apply to a firm or product, start with where it operates and what it does, then check the governing law and authorization.

This is an orientation guide, not a complete legal allocation for every product. The applicable statute, notifications, regulations and authorization determine the result.
What IFSCA regulates—and where
The International Financial Services Centres Authority Act, 2019 establishes IFSCA to develop and regulate the financial-services market in IFSCs in India. Sections 12 and 13 set out its functions and provide for specified powers of appropriate domestic regulators under listed laws to be exercised by IFSCA within IFSCs, insofar as they concern covered financial products, services or institutions. The IFSCA Act is the starting point for understanding that boundary. IFSCA describes itself as a unified regulator and identifies GIFT IFSC as the maiden IFSC in its About Us page.

The practical consequence is that the location and scope of the activity matter. IFSCA’s authority is connected to IFSCs and the Act’s coverage; it should not be described as oversight of every financial service operating elsewhere in India.

Market infrastructure in an IFSC
IFSCA’s Market Infrastructure Institutions page describes a unified framework for stock exchanges, clearing corporations and depositories operating in an IFSC. The page identifies the relevant regulations as amended through November 1, 2024. For a particular institution or transaction, consult the current regulations and authorization rather than relying on the general label “IFSC.”
What RBI oversees
RBI is India’s central bank, but its remit is not limited to monetary policy and currency. Its statutory responsibilities also reach areas such as banking regulation and supervision, specified non-bank entities, payment systems, foreign-exchange management and government securities. RBI’s broad responsibilities do not mean it regulates every financial market or product. In a general market distinction, RBI’s published overview places money, foreign-exchange and government-securities markets within its regulatory ambit, while describing equity and corporate-bond markets as regulated by SEBI. The RBI market-responsibilities overview is an older institutional report, so use it as a broad guide—not as a substitute for checking the current rules for a specific instrument or activity.

What SEBI oversees
SEBI’s statutory objectives are to protect investors in securities, promote the development of the securities market and regulate that market. Its remit includes securities-market institutions and intermediaries, as reflected in RBI’s account of regulator responsibilities. Do not assume that every product described as a “security” is automatically assigned to SEBI without qualification. RBI sources also describe RBI-regulated government-securities and money-market activity. The governing enactment and current regulations for the particular instrument, participant and transaction settle the question.
How to identify the relevant regulator
- Pin down the location. Is the relevant institution, service or product operating within an IFSC, or elsewhere in India? Covered activity within an IFSC may fall under IFSCA’s authority.
- Describe the activity precisely. Distinguish, for example, banking, payment systems, foreign exchange, government securities, equity trading, corporate bonds and market infrastructure. Similar-sounding products can sit under different statutory frameworks.
- Check the governing law and current rules. Identify the statute, notification and regulator rules applicable to the activity rather than relying only on a regulator’s broad remit.
- Check the specific authorization. Confirm that the firm and activity are authorized by the relevant regulator. A regulator’s general jurisdiction does not establish that a particular firm is licensed or that a particular product is permitted.
Where the mandates meet
The system is not simply one regulator per broad financial sector. IFSCA’s IFSC-specific statutory role can change which regulator’s powers apply to covered activity there, while RBI and SEBI have their own statutory functions and market assignments. IFSCA and RBI have an MoU on technical cooperation and information exchange concerning entities in their respective jurisdictions. That coordination does not itself erase statutory boundaries or transfer all authority from one regulator to another.

Which regulator oversees GIFT City?
GIFT City includes GIFT IFSC. For covered financial activity operating within the IFSC, IFSCA is the unified regulator. The relevant activity still needs to fall within the applicable law and rules; the city name alone does not establish the authorization or regulator for every activity.

It depends on the market and activity. As a broad guide, RBI sources distinguish money, foreign-exchange and government-securities markets from equity and corporate-bond markets, which they describe as regulated by SEBI. For an actual product or transaction, verify the current legal assignment.

Does IFSCA regulate banks in GIFT IFSC?
IFSCA’s role covers specified financial institutions and activities operating in an IFSC, and its coordination with RBI includes entities in their respective jurisdictions. Whether a particular bank or banking activity is covered requires checking the applicable law, IFSCA rules and the institution’s authorization; the general description does not confirm a named firm’s status.
