Can you open this HTML file without internet and still use it? That depends on what the file contains and what it links to. A standalone document with inline code and embedded assets can work from disk, but remote scripts, fonts, images, or services may fail offline. I check the exact file I plan to distribute, then test its promised features without a network connection.

What counts as one offline HTML file?

A local HTML document is opened directly from disk, typically with a browser address beginning file://. It can contain its CSS, JavaScript, and data inline, and can embed assets. But a single HTML file is not automatically self-contained: it can still request external files, fonts, scripts, images, or network APIs.

That distinction shapes the test. If the document uses remote resources, the page may render differently or lose functionality when offline. MDN says you can view and test much of an application’s functionality using file://, but not installation through a web app manifest. MDN explains the file-protocol limitation.

Inspect the exact file you plan to send

Start with the final deliverable—not a development copy or a version that still sits beside assets on your computer. Identify the resources and features it depends on, including:

  • Linked stylesheets, scripts, images, or fonts that are not embedded in the document.
  • JavaScript that makes network requests or calls an online service.
  • Features whose data is stored locally in the browser, or that require a remote account or server.
  • Any promised behavior that depends on a browser API. Some APIs require a secure context, so opening a file locally may not exercise them in the same way as a hosted page.

This inspection is a practical check, not a formal single-file compliance standard. The key is to know what should keep working when the network is unavailable and what is expected to need a connection.

Open the distributed file from disk

  1. Open the exact HTML file in the browser you expect readers to use. You can use the browser’s Open File command or open the file from your computer; the page should load under file://. MDN documents this way to view and test an HTML file.
  2. Check that the page renders as intended, including headings, layout, images, and navigation.
  3. Exercise the controls and workflows the document claims to support. For example, submit its forms, follow its internal links, and try its interactive features.
  4. Check any local data behavior you depend on, such as whether a setting or entry remains available after reloading. Do not assume that a successful first render proves every interaction works.

Test the promised features with the network off

Disconnect the computer from the internet or use the browser’s offline controls, then repeat the important checks. A page appearing once is not proof that all of its dependencies or interactions work offline: some resources may already be available in the browser, while others may only be requested after an action.

  • Look for missing styling, images, or fonts.
  • Try every feature that could make a network request, and note which ones fail or show an understandable offline state.
  • Check whether navigation, forms, and locally stored data still behave as expected.

Report only the browsers, versions, operating systems, and results you have actually checked. The official guidance describes the testing approach but does not establish universal browser compatibility for every file.

Do not confuse a local file with an installable PWA

A standalone HTML file and a progressive web app (PWA) have different delivery models. Opening a file from disk can test much of its functionality; it cannot test whether a manifest-based app can be installed. MDN’s PWA tutorial uses a secure origin—HTTPS or localhost/127.0.0.1—and a manifest and service worker for its installable app. See MDN’s CycleTracker PWA tutorial.

Check Standalone HTML file PWA served from an origin
How it is opened Directly from disk using file://. From a secure origin such as HTTPS or localhost/127.0.0.1, as described in MDN’s tutorial.
Offline dependencies Inline code and embedded assets travel in the file; external references may still need the network. A service worker can cache resources and intercept requests for pages within its scope.
What to verify Open the final file and exercise its promised features with the network off. Test installation and service-worker caching on the served version, including the resources and requests it needs.
Installation claim Opening the file does not verify manifest-based installation. Installation is a separate behavior to test on the PWA’s origin.

If the deliverable is a PWA, test its cache separately

A service worker is registered for an origin and can cache resources and intercept requests for pages within its scope. That makes offline behavior dependent on what the worker actually caches and how the app handles requests that are not cached. MDN describes service-worker scope, caching, and offline testing.

  1. Load the served app more than once so the service worker has a chance to install.
  2. Turn off Wi-Fi or use the browser’s offline controls, then reload and try the app’s important workflows.
  3. Check that required HTML, CSS, JavaScript, and other resources are available offline, and observe what happens when the app requests something not cached.

Choose a caching strategy to match the data. A cache-first approach can return a response quickly but may serve stale content; network-first prioritizes a current response when the network is available. The right choice depends on the application. MDN explains these offline strategies.
