Hospitals reduce medical-device cybersecurity blind spots by keeping a useful, current inventory and assigning clear handoffs among procurement, clinical engineering, IT and security teams, manufacturers, and clinical leaders. Responsibility is shared, but it is not interchangeable: FDA describes distinct roles for manufacturers and healthcare delivery organizations (HDOs), while both must consider patient safety and device performance.

Why an inventory matters—and what it does not prove

Security teams cannot assess every relevant risk if they do not know what technology is in use, where it is, how it connects, and who is accountable for it. HHS Office for Civil Rights (OCR) says covered entities and business associates must conduct an accurate and thorough risk analysis for electronic protected health information (ePHI). It describes an up-to-date IT asset inventory as a useful aid to that work—not a standalone requirement of the HIPAA Security Rule.

OCR warns that an inventory that is missing or lacks sufficient information can leave gaps in recognizing and mitigating ePHI risks. Its guidance concerns enterprise IT and ePHI risk analysis generally; it is not a study quantifying medical-device inventory failures. Applied to devices, the practical point is that incomplete visibility can make it harder to identify relevant risks and coordinate a response, not that inventory omissions alone cause cybersecurity incidents.

What a useful medical-device inventory should capture

OCR describes enterprise inventory fields such as vendor, asset type, name or number, software or operating-system version, accountable person, and location. It says organizations can include hardware, software, and data assets, and should consider equipment that does not directly store or process ePHI if it could provide a pathway into the network.

  • Comprehensive Health Monitoring:Beyond safety, this device serves as a daily health companion with integrated heart rate monitoring, blood pressure reference, and sleep tracking. The built-in pedometer encourages activity, while the sedentary reminder helps maintain a healthy lifestyle. All health data syncs to the app, allowing caregivers to keep an eye on physical well-being remotely.
  • Easy to Use & Waterproof Design:Engineered for senior usability, the watch features a large, high-contrast touchscreen and a simple interface. It is IP67 waterproof, suitable for daily wear including hand washing or rain. The magnetic charging cable makes powering up effortless for hands with limited dexterity, ensuring the device is always ready to protect.

For medical devices, these fields are a sensible starting point rather than an HHS-mandated device schema. A working record can include:

  • Identity: device name or asset number, type, vendor or manufacturer, and relevant model or version information.
  • Location and ownership: where the device is deployed, the accountable local owner, and the team responsible for maintaining its record.
  • Software and servicing: known software or operating-system versions, service arrangements, and how update or vulnerability information is received and tracked.
  • Connections and dependencies: the networks, systems, or data flows the device uses, including relevant pathways through other equipment.
  • Operational context: who needs to assess patient-safety and care-continuity implications before a security change is made.

The additional device-specific fields are practical applications of OCR’s general inventory guidance and FDA’s descriptions of manufacturer and HDO responsibilities, not a quoted regulatory checklist. For larger or more complex organizations, OCR says dedicated IT asset-management tools with automated discovery and update processes may be an option. Automation can help find and refresh records; the guidance does not establish that discovery alone will produce a complete medical-device inventory.

Who is responsible for securing medical devices?

FDA describes medical-device cybersecurity as a shared responsibility across manufacturers, HDOs, patients, researchers, and government agencies. The two operational roles most directly involved in a hospital’s device inventory have different duties:

Stakeholder Role described by FDA Practical inventory handoff
Medical-device manufacturers Remain vigilant in identifying device risks and hazards, including cybersecurity risks. Provide relevant vulnerability, risk, and update information to healthcare organizations.
Healthcare delivery organizations Evaluate network security and protect hospital systems. Maintain local visibility of deployed devices, connections, ownership, and response processes.
Both manufacturers and HDOs Put appropriate mitigations in place to address patient-safety risks and ensure proper device performance. Coordinate on risk handling and assess the safety and operational impact of changes.

Within a hospital, procurement and deployment can capture the asset and its local owner; clinical engineering and IT/security can agree who maintains records and reviews alerts; and clinical or risk leaders can weigh patient safety and continuity before changes. These are practical handoffs, not a verbatim FDA or HHS checklist. HHS technology-security materials also emphasize communication and coordination between manufacturers and HDOs in identifying and managing risk.

How to reduce gaps in practice

  1. Record devices as they enter service. Make deployment part of the inventory process: assign an identifier, location, accountable owner, and known version details rather than relying on a later cleanup.
  2. Include assets beyond obvious ePHI systems. Consider devices and connected equipment that may provide a network pathway even if they do not themselves store or process ePHI, as OCR advises for enterprise inventories.
  3. Make ownership explicit. Document which local team maintains each record and who evaluates security notices. A shared-responsibility model needs named operational handoffs, not an assumption that another department or the manufacturer owns every task.
  4. Coordinate notices and changes. Establish how manufacturer communications reach the teams that can assess affected devices, and involve clinical or risk leaders when a proposed mitigation could affect patient safety or device performance.
  5. Check for unknown and unmanaged assets. HHS’s voluntary Healthcare and Public Health Cybersecurity Performance Goals call for identifying known, unknown (shadow), and unmanaged assets to improve vulnerability detection and response. Treat this as a prioritization framework, not binding law.
  6. Use discovery tooling where it fits. Automated discovery and record updates can support a larger, more complex environment, but local validation and clear ownership remain important for a usable inventory.

What the evidence says about exploitation and policy

Inventory gaps are a visibility and risk-management concern; they should not be used to imply that medical-device vulnerabilities are routinely exploited. In its December 21, 2023 report, the U.S. Government Accountability Office (GAO) said available HHS data on hospital cybersecurity incidents did not show medical-device vulnerabilities to be common exploits. GAO nevertheless described medical devices as a cybersecurity concern and a potential source of network threats.

GAO also reported that some non-federal entities faced barriers to federal support, including not knowing about available resources or contacts and difficulty understanding federal vulnerability communications. Its report recommended that FDA and CISA update their coordination agreement; GAO’s current report page marks that recommendation implemented.

GAO summarized a 2022 law requiring manufacturers to submit plans for monitoring, identifying, and addressing cybersecurity vulnerabilities for covered new devices introduced from March 2023 onward. GAO said this did not retroactively apply to earlier devices unless a new marketing application was submitted for changes. Because statutory coverage and FDA guidance are time-sensitive, consult current primary sources for a particular device or compliance decision.
