There is no single hospital price for India. A bill may include room rent, clinical services, tests, medicines and procedures, and the amount depends on the hospital’s tariff, treatment, room category, applicable scheme and—if you are insured—your policy and insurer arrangement. CGHS rates are for eligible beneficiaries receiving care under CGHS rules; they are not a price list for private self-pay patients.
Why hospital bills vary
A hospital estimate is built from separate charges, not just the cost of a bed or operation. The final amount can depend on how long you stay, which ward you use, what care is needed, whether the hospital offers a package, and which tariff or scheme rules apply. For insured patients, the hospital’s bill and the insurer’s payable amount may differ.
Keep three pricing contexts separate: a hospital’s own tariff for self-pay patients; scheme rates, such as CGHS rates for eligible beneficiaries; and the amount an insurer pays under a particular policy and arrangement. A figure from one context cannot be assumed to apply in the others.

How much does a hospital room cost in India?
Room rent commonly varies by ward category and number of days. It can also affect other charges where the hospital tariff or insurance policy links treatment costs to room eligibility. The figures below are from the Ministry of Health and Family Welfare’s 2025 CGHS rate notification; they apply in the CGHS scheme context, not as a national private-hospital tariff.
| CGHS category in the 2025 notification | Listed charge | Scope |
|---|---|---|
| General ward | ₹1,500 per day | CGHS rate |
| Semi-private ward | ₹3,000 per day | CGHS rate |
| Private ward | ₹4,500 per day | CGHS rate |
| Listed ICU/critical-care categories | ₹5,400 per day | CGHS rate |
The Ministry had announced the same room and ICU figures in 2023. For an actual CGHS admission, use the current applicable notification and confirm the relevant hospital and ward entitlement rather than relying on an older announcement.
What CGHS includes in ward charges
Under the 2025 CGHS notification, ward charges are consolidated. They include accommodation and medical-record charges, duty medical officer, nursing care, registration/admission, and other items listed in the notification. This is a CGHS billing rule; it does not establish what every private hospital includes in its room rent.
What is a hospital package rate?
A package rate is a set price for a defined treatment or procedure under the applicable scheme or contract. The package rules determine what services, duration and items are included, as well as what exceptions or additional charges may apply. “Package” alone does not tell you the scope: ask for the written inclusions, duration, exclusions and conditions that could change the estimate.
The 2025 CGHS notification sets package and billing rules for CGHS beneficiaries. It does not create a standard private-hospital price for every patient or procedure. For CGHS care, the applicable city and hospital category, ward entitlement and current rate document may matter. For private self-pay care, request that hospital’s own estimate.
Which items may be billed outside room rent or a procedure?
Diagnostics, medicines, consumables and equipment are not automatically treated the same way in every setting. Whether they are bundled or separately charged depends on the applicable tariff, package and, for insurance claims, policy rules.
Diagnostics, medicines and consumables
Under CGHS rules, common consumables are part of a surgical procedure package. In certain non-surgical cases without a package rate, reasonable consumables billing may be allowed. For insurance claims, IRDAI standardization guidance identifies items that must be subsumed into room, procedure or treatment costs, subject to the policy contract. Ask the hospital to identify which items its estimate treats as included and which it expects to bill separately.
Equipment and ICU services
The 2025 CGHS notification includes equipment used during inpatient or surgical procedures in room-rent or procedural-package rates and says it should not be separately billed under those rules. It also describes ICU charges as inclusive for specified services. These inclusions are scheme-specific; check the private hospital’s tariff and applicable agreement before assuming they govern a private bill.
Why might the bill be higher than an insurance approval?
An insurer’s approval is not necessarily a promise to pay every item on the hospital’s final bill. Settlement is subject to the policy’s terms and conditions. IRDAI guidance says insurers should put measures in place so hospitals do not separately bill policyholders for items that form part of room, surgical-procedure or treatment costs, including diagnostics, as specified in its lists. That guidance does not remove policy conditions or make every charge payable.

Before admission, check the policy schedule and wording for room limits, co-payment, exclusions and network status. Ask whether the hospital has requested cashless pre-authorization and what the approval covers. A pre-authorization decision and the eventual claim settlement are governed by the insurer’s arrangement and policy terms.

Clinical Establishments Act and Central Government Rules rate-display requirements apply in states and Union Territories that have adopted the framework. Government material describes displaying rates in the local language and English and charging within applicable prescribed ranges. Adoption and enforcement are state-dependent, so this is not a uniform rate cap or display rule that can be assumed to apply throughout India. The Ministry of Health and Family Welfare’s Clinical Establishments Division provides rate-display and procedure-costing templates.
How to compare estimates before admission
Compare estimates for the same treatment and clinical scope, not just the headline package price. A lower figure may assume a different room, shorter stay or narrower set of included services.
- Check the treatment and clinical scope each estimate assumes.
- Compare room category and expected number of days.
- Ask whether a package applies; compare its inclusions, duration, exclusions and conditions for add-on charges.
- Check whether surgeon, anaesthesia, operating theatre and diagnostics are included.
- Ask how medicines, implants and consumables are handled.
- Compare ICU or day-care assumptions and identify possible add-ons.
- If insured, compare the hospital estimate with what the policy and insurer arrangement say may be reimbursed.
- If using CGHS, check the current rate document and the applicable city/hospital category and ward entitlement.
What to ask the hospital
- Can you provide a written estimate, and which room category and expected length of stay does it assume?
- Is this treatment being offered as a package? Please provide its inclusions, duration, exclusions and the circumstances that could change the price.
- Which items are included in room, procedure or treatment charges, and which may be billed separately under the applicable tariff?
- If I am using insurance, what do my policy and insurer arrangement say about room limits, co-payments, exclusions and network status? Has cashless pre-authorization been requested?
- Can I see the hospital’s rate schedule and receive an itemized bill? If the Clinical Establishments framework applies locally, where can I check the displayed rates and relevant state rules?
These questions help clarify an estimate; they do not guarantee that every hospital uses one national bill format or that an insurer will approve every charge.
