GST revenue leakage is a chain of risks—from missed registration or under-reporting to excess input tax credit, weak enforcement, delayed settlement and uncollected demands. States can measure it credibly only by separating suspected mismatches from audit-confirmed deficiencies, liabilities formally pursued and money actually recovered.

What GST revenue leakage means

Here, revenue leakage means GST lawfully due but not assessed, paid, transferred or collected because of a compliance or administrative gap. That is an analytical definition, not a universal definition attributed to one official source. A missing return, an ineligible credit or a delayed collection may each point to a different break in the chain.

These amounts describe different stages and must not be added together or described collectively as “lost revenue”:

Measure What it means
Potential tax gap An estimate of what would have been collected against a defined benchmark and stated assumptions. It requires a model and an uncertainty range.
Risk flag or mismatch An exception found by comparing linked records. It may have a lawful or administrative explanation and is not proof of non-compliance.
Audit-confirmed deficiency A discrepancy validated as non-compliance within the scope of an audit.
Demand raised or liability confirmed An amount formally pursued under applicable procedures. It may be disputed, unpaid or later changed.
Recovery Money realized by government through payment or adjustment.
Arrears Revenue due but not realized by a reporting date; its age and litigation or appeal status matter.

A state’s GST receipts are not a direct measure of leakage. Tax-base changes, accounting periods, IGST apportionment, transfers and compensation arrangements can all affect receipts. A low collection or a fall in gross receipts is not, by itself, evidence that revenue leaked.

Where leakage can occur

Registration and return filing

Authorities may lose visibility when a liable taxpayer is not registered or does not file required returns. The Comptroller and Auditor General of India (CAG), in Report No. 7 of 2024 (Indirect Taxes – Goods and Services Tax), described inconsistent return-filing trends and data inconsistencies. Its audit also identified back-end validation and monitoring limitations related to filing pendency and registration cancellations.

Under-reporting and short payment

Reported liability can differ from taxable activity or the amount paid. Comparing return liability with tax payments, changes across periods, turnover with corroborating records, and e-way bill activity with reported supplies can help identify cases for review. A difference is a lead, not proof: timing, corrections and other explanations need to be checked against the relevant period and rules.

Input tax credit (ITC) problems

Leakage risks include claiming credit beyond eligibility, failing to reverse credit when required, or claiming credit where the supplier has not paid the corresponding tax. A 20 March 2026 Press Information Bureau (PIB) summary of CAG findings from the Chhattisgarh audit for FY 2022–23 reported excess or ineligible ITC, supplier non-payment despite credit being claimed, and inadequate reversals among the issues reviewed. These observations make matching and supplier-chain review relevant; a mismatch alone does not establish fraud.

E-way bill and movement-control gaps

An e-way bill can be compared with returns and other records as a risk signal, but its existence alone does not prove that taxable goods moved or that tax was evaded. The PIB’s summary of the Chhattisgarh audit described portal gaps that allowed bills to be generated by ineligible entities, including cancelled taxpayers and non-filers. It also reported reviewed cases involving multiple bills for one invoice and bills without actual movement.

Assessment, enforcement and collection delays

Detection does not protect revenue unless the department validates an issue, pursues and sustains the appropriate liability, and collects or adjusts the amount. The Chhattisgarh audit summary reported delays in adjustment of tax and penalties in enforcement cases. The CAG’s 2023 State Finances Audit Report for the year ended 31 March 2022 — Government of Jharkhand also discusses arrears and amounts held up in courts or appellate authorities. For this reason, measuring case progression and aging matters alongside detection.

Data and controls

Fragmented or incomplete records, inconsistent definitions and weak validation can conceal genuine shortfalls or produce misleading estimates. The CAG’s 2024 GST report described data inconsistencies and back-end control limitations. The Jharkhand audit records that access to pan-India GSTN data was conveyed in June 2020 and provided in January 2021. That is historical evidence about the audit’s access at the time, not a statement of present access arrangements.

Settlement and accounting effects

Receipts reflect more than a state’s enforcement performance. The CAG’s Jharkhand report explains that IGST is apportioned to the state where goods or services are consumed and describes the statutory compensation framework that operated through March 2022. That five-year compensation period has ended; the historical framework should not be presented as a current entitlement.

How states can measure leakage

  1. Define the question and boundary. Specify the tax components, periods, taxpayer groups and geography, and state the legal liability benchmark. Decide whether the result will measure a modeled risk, an audited deficiency, an assessed demand or collections actually realized.
  2. Build a linked, governed data view. Subject to lawful access and data governance, reconcile registration status; return filing and liability; payments; ITC claims and reversals; e-way bills; audit and enforcement records; demand ledgers; collections; arrears; and Finance Accounts. Document each dataset’s coverage and cut-off date. These are relevant audit domains, not a guarantee that every state currently has all the listed data available in one system.
  3. Follow each case through a risk-to-recovery funnel. Count and value exceptions flagged, cases selected, cases reviewed, deficiencies confirmed, demands raised or sustained, amounts recovered, and balances outstanding or under appeal. Report conversion rates between stages and time to resolution. Keep counts and values visible: a large flag total is not equivalent to a large confirmed liability.
  4. Use complementary estimation methods.
    • Bottom-up: extrapolate validated findings from a documented audit sample, stating how cases were selected and the limits of the sample.
    • Top-down: compare expected liabilities derived from economic or sector data with net receipts, documenting the benchmark and assumptions.
    • Compliance-gap tracking: measure specific filing, payment and credit risks observed in administrative records.

These are recommended measurement designs, not an official prescription. The cited sources establish audit-based findings but do not establish a nationally standardized state tax-gap methodology. No harmonized national GST leakage or tax-gap figure is established in those sources.

  5. Validate before assigning a revenue value. Review taxpayer-level evidence, applicable law, period and jurisdiction, and record the officer’s decision. Distinguish timing or settlement differences, lawful credits and corrections, and disputed assessments from sustained non-compliance.
  6. Publish definitions and uncertainty. State denominators, case-selection rules, exclusions, reporting period, data cut-off, appeal status and recovery date. Give a confidence interval or sensitivity range where the method supports one. Compare states only when their definitions, coverage and audit scopes are sufficiently comparable.
  7. Track control performance as well as money. Useful operational measures include follow-up on non-filers, resolution of ITC exceptions, review of e-way bill risks, age of arrears, realization of demands and remediation of system controls. Revenue values alone cannot show where the process is failing.

What official audit figures do—and do not—show

The following figures are scoped findings, not estimates of a state’s entire GST gap. The Chhattisgarh figures concern a subject-specific audit of GST payment and return-filing oversight for FY 2022–23, as summarized by PIB on 20 March 2026.

Finding What it measures Boundary to keep in mind
641 high-value discrepancies identified; 184 cases, or 28.71%, confirmed as compliance deficiencies involving ₹297.36 crore; ₹2.46 crore recovered so far. Movement from detected discrepancies to confirmed deficiencies and recovery. The selected audit scope is not a whole-state tax-gap estimate; recovery is distinct from the confirmed amount.
23 deficiencies involving ₹79.18 crore; ₹41.87 crore recovered. Further scrutiny of selected taxpayers, primarily related to excess ITC claims, short payment and inadequate reversals. These are audit findings for the specified cases, not a statewide extrapolation.
Potential revenue implication of ₹20.34 crore across 29 e-way bill non-compliance cases; irregular ITC transfer of ₹2.94 crore in cases involving e-way bills without actual goods movement. Potential implications and irregular transfers in reviewed e-way bill cases. “Potential revenue implication” is not cash finally lost or necessarily recovered.
Jharkhand SGST receipts of ₹9,557.40 crore in FY 2021–22; projected revenue under the historic compensation formula of ₹14,070.89 crore; no compensation provided for FY 2021–22. The report says ₹1,525.63 crore relating to April 2020–March 2021 was provided during 2021–22. A historical example of separating SGST receipts, compensation projections and transfers. The compensation period ended in March 2022; these figures do not describe current policy.
₹8,071.97 crore in revenue arrears as of 31 March 2022, including ₹2,007.25 crore outstanding for more than five years. Arrears across Jharkhand’s Commercial Tax and Motor Vehicle Tax departments. This is not a GST-only figure.

The Jharkhand report states, “The arrears of revenue indicate delayed realisation of revenue due to the Government.” Arrears indicate delayed realization; their age, cause and legal status are needed to understand whether and when they may be collected.

How to compare states without misleading readers

Raw totals are rarely comparable across states with different economic size, tax-base composition, administrative coverage or settlement patterns. A sound comparison should disclose audit scope and data coverage, then compare like with like:

  • Risk flags as a share of a defined taxpayer or transaction base.
  • The share of flags validated as deficiencies.
  • Confirmed demands and realized recovery as separate shares.
  • Time from detection to assessment and recovery.
  • Arrears by age and litigation or appeal status.
  • Data, documentation and system-control quality.

The CAG maintains an index of state-specific GST and return-filing audits, and the GST Council’s Group of Ministers on Revenue Analysis page lists revenue-analysis records and 2025 modifications. Neither, by itself, supplies a harmonized current state tax-gap series.
