A GST rate change alters the tax calculated on a taxable purchase, but it does not automatically change a shop’s price by the same amount. The outcome depends on whether the quoted price is before tax or tax-inclusive, the item’s classification and applicable rate, and the seller’s actual price. For an ordinary packaged retail purchase, the printed MRP/RSP already includes GST: do not add GST on top of it.
What changes when a GST rate changes?
GST is a consumption tax, and the Central Board of Indirect Taxes and Customs (CBIC) describes the final consumer as bearing its burden. If the taxable pre-GST price stays the same, a rate reduction lowers the arithmetic tax-inclusive total; a rate increase raises it. That calculation alone does not establish what a retailer will charge. The taxable value is generally based on transaction value under Section 15 of the CGST Act, subject to the law’s conditions and inclusions, so the actual transaction and invoice charges can matter.

For a tax-exclusive base price, the calculation is total = base price × (1 + GST rate), with the rate expressed as a decimal. To extract the tax portion from a total that includes only that GST at that rate, use tax = total × rate ÷ (100 + rate), with the rate entered as a percentage. These formulas explain the arithmetic; they do not identify an item’s rate or determine its classification. See CBIC’s Section 15 explanation of the value of a taxable supply.

Assume the taxable pre-GST price remains ₹100, with no discounts, extra charges, or change in seller pricing. The figures below are calculations, not a prediction about any particular shelf or checkout price.

| GST rate | Tax on ₹100 | Illustrative total |
|---|---|---|
| 18% | ₹18 | ₹118 |
| 5% | ₹5 | ₹105 |
The difference is ₹13 under those assumptions. It does not mean a real product’s price must fall by ₹13: a packaged good’s declared retail sale price is tax-inclusive, and the seller’s pricing and billed transaction affect what a consumer pays.
Is GST already included in MRP?
Yes. For packaged goods sold at a declared retail sale price (MRP/RSP), CBIC says that price is inclusive of GST and other taxes. For an ordinary packaged retail sale, do not calculate GST again on top of the marked price. A seller may quote a pre-tax price in other contexts, so check the quote and invoice rather than assuming every displayed price is tax-exclusive. CBIC’s GST Rates FAQs explain the tax-inclusive retail sale price and illustrate how rates depend on product descriptions and classification.

Will a GST rate cut make groceries cheaper?
Not necessarily by the full amount implied by applying the old and new rates to a fixed base price. The rate applies to a taxable supply; the shelf or checkout price also reflects the actual transaction and seller pricing. A rate change is only one factor in a price comparison. To assess whether a particular purchase became cheaper, compare the same product, pack size, seller, and price basis, then inspect the applicable rate and invoice where one is provided. Avoid comparing different quantities or treating a rate difference as the only cause of a price difference.

What date applies when a purchase crosses a rate change?
The date a consumer shops is not always enough to determine which rate applies. The Ministry of Finance FAQ on the 56th GST Council meeting states, “GST is levied on supply,” and explains that time-of-supply rules determine tax liability in cases where supply, invoice, or payment dates fall on different sides of a change. It also addresses advances. The applicable result depends on the transaction’s facts and the relevant time-of-supply provisions, rather than a simple rule that the purchase date always decides.
The FAQ says changes for goods and services other than specified tobacco products took effect on 22 September 2025. It identifies cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco, and beedi as exceptions for which existing rates and compensation cess continued until new rates were implemented on a later notified date. For any item’s present rate, check the current official notification; the meeting FAQ is not a complete current rate list for an everyday shopping basket. Read the Ministry of Finance FAQ on the 56th GST Council meeting for its timing explanation.

What to check on a price label and invoice
- Price basis: Is the figure a packaged item’s tax-inclusive MRP/RSP, or a quoted pre-tax amount?
- Like-for-like comparison: Check the same product, quantity, and seller across the two prices.
- Invoice details: Where an invoice is provided, review the taxable value, rate, and tax amount; charges and transaction details can affect the calculation.
- Classification and timing: Confirm the exact product classification and current rate notification, and consider supply, invoice, and payment timing if the transaction straddled a rate change.
What if a rate reduction was not reflected in the price?
GST Council guidance says a tax-rate reduction or input tax credit benefit must be passed on through a commensurate reduction in price. Its GST Help page on the Anti Profiteering Mechanism, last updated 21 July 2026, describes an application route for consumers. Check that official page for the current process and applicable authority before pursuing an individual complaint; the guidance does not predict the result of a specific case.
