Under India’s GST regime, a registered business can claim input tax credit (ITC) for eligible GST paid on purchases used or intended for use in its business. The business must satisfy the statutory conditions, check the credit against its records and GSTR-2B, assess restrictions independently, and report eligible credit and required reversals through GSTR-3B. An entry in GSTR-2B is a reconciliation aid—not, by itself, a ruling that the credit is legally claimable.

How GST input tax credit works

ITC offsets eligible input tax against a business’s GST liability through the return process. It is available to a registered person for goods or services used, or intended to be used, in the course or furtherance of business, subject to conditions and restrictions in the Central Goods and Services Tax Act, 2017 (CGST Act) and applicable state and integrated GST provisions. Once claimed, eligible credit is recorded in the taxpayer’s electronic credit ledger.

The entitlement depends on the transaction and the law—not simply on whether a purchase appears in accounting software or a portal statement. A business needs the required tax document, must meet the statutory supply and reporting conditions, and must check for restrictions such as non-business use, exempt supplies or blocked credits. See the CGST Act, section 16 and section 17.

What to check before claiming ITC

Business use and the nature of supplies

Confirm that the purchase relates to the business. If an input is used partly for non-business purposes or partly for exempt supplies, the eligible amount may need to be restricted or apportioned under section 17 and the applicable rules. A purchase connected with taxable or zero-rated supplies is not automatically eligible either: the other statutory conditions and any specific restrictions still apply.

Tax document and supplier reporting

Keep the supplier’s tax invoice, debit note or other prescribed tax-paying document. Check that the relevant details have been furnished by the supplier and communicated to the recipient through the statutory process. A document in your books does not alone establish that every condition has been met.

Receipt, payment and return filing

Verify that the goods or services have been received. If goods are delivered in lots or instalments, the law ties entitlement to receipt of the final lot. Section 16 also requires attention to payment: if the recipient does not pay the supplier the value of the supply plus tax within 180 days from the invoice date, the applicable credit must be addressed under the statutory reversal and re-availment mechanism. Credit may be available again when payment is made, subject to the rules. The claimant must also furnish the relevant return.

Blocked credits and other restrictions

Section 17(5) lists categories of blocked credit, subject to detailed exceptions. Do not assume that an ordinary business expense qualifies merely because GST was charged. Check the category and any applicable exception against the law for the relevant period.

How to claim ITC: a practical sequence

  1. Confirm the claimant and business purpose. Check that the claimant is a registered person and determine how the purchase is used. Identify non-business use and whether the related supplies are taxable, zero-rated or exempt.
  2. Validate the document. Match the invoice, debit note or other prescribed document to the purchase, and check the supplier-reporting and communication conditions.
  3. Confirm receipt and payment status. Keep evidence of receipt. For goods received in lots, check when the final lot arrived. Track whether the supplier has been paid the value plus tax within 180 days and calculate any required reversal or later re-availment.
  4. Reconcile with GSTR-2B. Review the relevant period’s statement against purchase records and books. Check invoices, debit and credit notes, amendments, input service distributor (ISD) credits and import information where relevant. Investigate missing, duplicate, amended or mismatched entries.
  5. Assess legal eligibility separately. Apply the statutory conditions, apportionment rules and blocked-credit provisions. Omit or reverse credit that is ineligible even if a line appears in GSTR-2B.
  6. Report through GSTR-3B. Use the current return instructions and portal-populated values as checks, then report eligible credit and required reversals in the relevant fields. Review any manual changes carefully. For reverse-charge supplies, pay the applicable tax; portal guidance says related credit may be availed on payment, subject to eligibility.
  7. Retain records and monitor the deadline. Keep invoices, receipt and payment evidence, reconciliations, return workings, and reversal or re-availment calculations. Track the cut-off for each invoice or debit note and the relevant annual-return status.

GSTR-2B, GSTR-3B and your books: what each does

Record What it does How to use it
GSTR-2B A read-only, auto-drafted ITC statement generated from supplier and ISD information and import data described by the GST Portal. Reconcile portal data with books and identify candidate credit, unavailable entries and reversals. It does not replace the legal eligibility assessment.
GSTR-3B The return in which portal guidance maps available ITC categories and reversals to relevant fields. Report eligible credit and required reversals after review. Portal-populated values are editable, so check them before filing.
Books and supporting documents The business’s own invoices, accounting records, and receipt and payment evidence. Establish transaction facts, support the claim and provide the records to reconcile with portal data.

The GST Portal describes GSTR-2B as an auto-drafted statement and advises taxpayers to reconcile it with their records and books. Its availability indicators help with review, but other legal circumstances can make a credit unavailable. GSTR-2B is not itself a return to file, and portal data does not transfer responsibility for the eligibility decision away from the taxpayer. See the GST Portal FAQs: Viewing Form GSTR-2B.

When is the deadline to claim ITC?

For the general rule in section 16(4), the cut-off is 30 November following the end of the financial year to which the invoice or debit note pertains, or the date the relevant annual return is furnished, whichever is earlier. Check the current consolidated law and the taxpayer’s filing status when determining the deadline for a particular credit; the annual return may make the effective cut-off earlier.

There are specified retrospective provisions for certain earlier periods. CBIC Circular No. 237/31/2024-GST, dated 15 October 2024, addresses implementation of changes for specified financial years 2017–18 through 2020–21. Those historic cases are not the general deadline for current invoices. See the CGST Act, section 16 and CBIC Circular No. 237/31/2024-GST.

Common reasons ITC is unavailable, reduced or reversed

  • The purchase is not used for business, or has non-business use that restricts the credit.
  • The input is used partly for exempt supplies and requires apportionment.
  • The purchase falls within a blocked-credit category, and no applicable statutory exception applies.
  • A required tax document, supplier reporting or communication, receipt, tax-payment condition or return-filing condition is not satisfied.
  • The GSTR-2B entry does not reconcile with the books, is duplicated, or reflects an amendment or credit note requiring a reduction or reversal.
  • The applicable time limit has passed and no specific exception covers the case.
  • Reverse-charge tax has not been paid, or supplier payment within 180 days has not been made and the statutory consequence has not been addressed.

Keeping the process manageable

A consistent reconciliation workflow can help identify missing supplier filings, duplicates and entries needing follow-up before filing. Accounting or return-preparation software may support that workflow, but it cannot determine legal eligibility or guarantee compliance. The taxpayer still needs to apply the law and retain supporting records.
