Governments can support workers displaced by AI by combining income protection, tailored job-search and re-employment services, training connected to real hiring needs, and worker consultation. They should also protect job quality as AI is adopted, rather than treating retraining as the only response. This approach matters because AI can change tasks and workflows without eliminating whole jobs, and its benefits and risks are not evenly distributed.

There is no reliable basis for treating estimates of occupational exposure or potential automation as counts of jobs that will disappear. The European Parliamentary Research Service’s July 2026 briefing describes early signs of change, including effects on white-collar entry-level work and regional dynamics, but says much adoption still assists work without fully reorganizing it. Policy therefore needs to prepare for both job transformation and job loss, while adapting as actual labor-market effects become clearer.

What displacement by AI can mean for workers

AI-related disruption is not limited to a job vanishing. A system may take over some tasks, change how a role is organized, alter the skills employers expect, or contribute to a position being eliminated. These outcomes call for different responses: a worker whose role changes may need time, consultation and new skills to remain employed, while someone who loses a job may need income support and a route into another role.

That distinction is important when governments set policy. Exposure to AI does not establish that a particular job will be automated, or when. The European Parliamentary Research Service’s July 2026 briefing says available evidence captures early signals and that much current use of AI assists work rather than fully reorganizing it. Governments should monitor what is happening in particular occupations, sectors and regions instead of treating a potential-automation estimate as a forecast of job losses.

The European Commission’s January 2026 note expects AI and emerging digital technologies to increase employment overall in Europe, but warns that gains are uneven. That is a Europe-specific outlook, not a universal forecast. It illustrates why aggregate employment expectations cannot answer whether a particular worker, community or region will be able to share in new opportunities.

Build a support package, not a retraining-only response

A worker who loses income may not be able to wait for a long course to finish before looking for work. A worker whose job is changing may need a different kind of help from someone already unemployed. A sound public response links income protection, employment services, training and workplace dialogue so that each can address a different part of the transition.

Policy response What it is meant to address Practical design question
Income protection Income loss while a worker searches, trains or moves into another role Can eligible workers get adequate support for a reasonable period under the applicable national rules?
Employment services Difficulty finding and entering suitable work Can a worker get timely assessment, individualized job matching and referrals to training or other support?
Training and reskilling A mismatch between a worker’s skills and accessible job opportunities Is the learning recognized, accessible and connected to local or sectoral demand?
Worker consultation Unclear or harmful changes to tasks and working conditions during adoption Are workers and social partners involved early enough to identify needs and shape the transition?
Responsible-adoption safeguards Risks to fairness, privacy, safety and job quality Are these effects considered while AI is introduced, not only after displacement?

This is a practical way to organize the policy choices identified in OECD and EU material, not a universal scoring model or a guarantee that any one measure will prevent job loss. The mix should reflect the disruption workers actually face and the support systems already in place.

Protect income during a transition

Unemployment benefits and other social protection can help workers meet needs while they search for another job, train or move into a different role. Without an income bridge, a worker may have less ability to take part in job-search support or training. The OECD Council Recommendation on Artificial Intelligence explicitly includes support for workers affected by displacement, including through social protection, as part of a fair transition.

Benefit rules vary by country. EU employment guidance calls for benefits to be adequate and of reasonable duration under national contribution and eligibility rules, alongside active labor-market policies. It does not set one benefit amount, eligibility test or duration that applies to every EU Member State, much less a global formula. Governments should make sure their own systems explain eligibility clearly and connect income support with practical help toward employment.

Income protection is one part of the response, not a substitute for job matching, suitable training or attention to the conditions of new work. Nor does the cited guidance establish that a particular benefit design will produce a particular employment outcome. The relevant policy task is to avoid leaving people without support while they navigate a transition, within the rules and resources of each system.

Make training lead toward accessible work

Training is most useful when it responds to a credible skills need and points toward jobs a worker can realistically access. A course that is nominally about AI does not automatically help someone whose former role changed or disappeared. Governments can connect skills programs to local and sectoral labor-market demand, use recognized credentials, and offer routes into available jobs rather than assuming every displaced worker needs the same technical curriculum.

Programs also need to account for differences in starting skills and life circumstances. EU employment guidance calls for coordinated, timely and tailored assistance that can include job-search help, training, reskilling and enabling services, with attention to vulnerable people and workers affected by digital transitions. In practice, that means making training accessible to adults with different skill levels and in formats compatible with work and care responsibilities, rather than designing only for people who can study full time.

The OECD and Korea Labor Institute’s 2025 report describes publicly funded AI-skills programs in Korea, including K-Digital Training, as examples of existing activity. The example shows that governments can support public training initiatives; it does not establish comparative effectiveness or prove that AI-specific training suits every displaced worker. The report also emphasizes combining social protection with re-employment services, and says outcomes are better when workers are consulted about workplace AI and have received training.

Before expanding a program, governments can ask whether it reaches the people facing the transition, whether the skills are recognized by employers, and whether the training has a plausible connection to accessible openings. These are practical design and evaluation questions, not claims that the available sources establish a single best course model.

Strengthen job-search and re-employment services

Public employment services can help workers make the next step from a change in work to a specific opportunity. EU employment policy guidelines call for timely, individualized assessment, job matching and referrals to training or social services. The Council Decision (EU) 2024/3134 also emphasizes stronger capacity for tailored assistance and closer links between active labor-market programs, income support and social services.

That combination matters because a worker may need more than a vacancy list. Depending on the person and situation, useful support may involve identifying transferable skills, finding openings, being referred to training, or connecting with relevant social services. These examples describe the functions the cited guidance points toward; the sources do not specify one service workflow that every government must adopt.

For a worker whose job is changing but has not ended, support may need to begin before a layoff. Employers and workers can identify new task requirements and training needs while a transition is still possible. For someone already displaced, timely assessment and job matching can help focus the search. Neither case should be reduced to sending everyone through an identical retraining program.

Involve workers before and during AI adoption

Consultation gives workers and their representatives a way to identify how AI is changing tasks, what training may be needed and which workplace effects require attention. It can also help governments and employers design transitions around the work people actually do, rather than relying only on a general forecast about technology.

The OECD Council Recommendation says governments should take steps, including through social dialogue, to ensure a fair transition as AI is deployed. It identifies training throughout working life, support for workers affected by displacement, including social protection, and access to new labor-market opportunities as examples. The OECD and Korea Labor Institute’s 2025 report likewise says outcomes are better when workers are consulted about workplace AI and have received training. These sources support consultation as part of the transition; they do not promise that dialogue alone will prevent displacement.

Involving workers before disruption can also bring practical issues into view: which tasks are changing, which skills may need to be developed and whether a proposed change affects working conditions. Those questions are relevant while AI is being introduced, not only after a role has been eliminated.

Protect fairness, safety and job quality as AI is adopted

Support for displaced workers is not the whole policy agenda. Governments also need to consider how AI affects people who remain employed and the terms of work available to people moving into new roles. The OECD’s 2026 review of AI-related labor-market policies organizes responses across six areas:

  • Automation, productivity, skills and inclusiveness
  • Privacy and data protection
  • Non-discrimination
  • Occupational safety and health
  • Transparency, explainability and accountability
  • Social dialogue

The OECD review covers G7 countries, the European Union and selected Latin American economies. It reports that governments mostly address AI-related issues through existing labor-market policy frameworks. AI-specific measures are most developed for skills and adoption, while guidance is still emerging in areas such as privacy, transparency and accountability. This points to a need to assess whether current rules and services address new risks, rather than assuming either that existing frameworks are sufficient or that every issue already has a settled AI-specific solution.

EU employment guidance calls for responsible, inclusive and ethical use of AI that complements human labor, monitoring of labor-market effects, and protection against unfair or precarious practices. Those safeguards matter during adoption as well as after a worker loses a job: a transition should not be judged only by whether someone found a new position, but also by whether the work is fair and safe.

Target support where transition barriers are greatest

Universal programs can miss workers who face the largest barriers to new opportunities. In its January 2026 note on Europe, the European Commission identifies low-skilled and young workers and people in structurally weaker regions as more exposed to negative effects without targeted support. The same note says gains are expected to benefit mainly high-skilled, prime-age workers and women. These are findings and expectations about Europe; they should not be generalized into a claim about every country or group elsewhere.

Targeted support does not mean assuming that every member of a group will be displaced. It means checking whether the people and places at greater risk can actually access benefits, employment services and training, and whether those supports fit their circumstances. A government can start by assessing whether its existing systems reach workers affected by AI, then identify gaps in access, coverage or fit. This is consistent with the OECD’s 2026 finding that existing labor-market frameworks remain the main channel for most government responses.

How to judge whether a policy is working

Governments need to observe how programs work in context and adjust them as evidence develops. A policy can be assessed against several practical questions, derived from the goals in OECD and EU guidance rather than presented as a published universal framework:

  • Speed: Can workers reach the support before a long period without work or income?
  • Income security: Does the support help eligible workers meet essential needs while they search or train?
  • Connection to hiring: Does training or employment assistance point toward real, accessible opportunities?
  • Reach and equity: Can lower-skilled workers, younger workers, vulnerable groups and affected regions participate?
  • Worker voice and job quality: Are workers consulted, and does the response consider safe and fair work?
  • Evidence and adaptability: Are effects monitored, and can programs change as local evidence develops?

These questions help distinguish a program that offers an activity from one that connects people to support relevant to their transition. They also leave room for different countries to use existing institutions and rules rather than implying that one policy design fits every labor market.

What governments should avoid assuming

  • Do not treat exposure as a job-loss count. The European Parliamentary Research Service’s July 2026 briefing describes early signals, not a definitive count of future jobs lost to AI.
  • Do not rely on retraining alone. The OECD and Korea Labor Institute describe social protection and re-employment services alongside training and consultation.
  • Do not assume gains will reach everyone automatically. The European Commission’s January 2026 outlook expects overall employment growth in Europe but warns that benefits and risks are uneven.
  • Do not assume every policy question is settled by AI-specific rules. The OECD’s 2026 review says governments mostly use existing frameworks, with AI-specific measures more developed for skills and adoption than for some other areas.

The evidence supports preparation and monitoring, not certainty about the scale or distribution of future displacement. The most defensible approach is to connect income support, individualized employment help, relevant training and worker voice, while checking whether people can reach new opportunities and whether those opportunities offer fair, safe work.
