Google Ads automated bidding chooses or adjusts a bid for each eligible auction instead of using one fixed bid. For video campaigns, the right method depends on whether you want conversions, conversion value, views and interactions, or reach. Conversion-focused Smart Bidding uses your conversion data and contextual signals; view and reach campaigns generally use CPV or CPM controls instead. Because Google changed Video action campaigns to Demand Gen in May 2026 and renamed two strategy labels in June 2026, always confirm the options shown in your account.

What automated bidding means in a video campaign

Google defines Smart Bidding as bid strategies that use Google AI to optimize for conversions or conversion value in every auction. Google calls this process auction-time bidding. Rather than applying a single bid to every impression, the system evaluates each auction and sets or optimizes a bid in that context.

Smart Bidding is a family of strategies, not one universal “automatic bid” switch. The main conversion-oriented strategies are Target CPA, Target ROAS, Maximize conversions, and Maximize conversion value. Video campaigns with a view or reach objective use different controls, such as Maximum CPV or Target CPM.

Google’s public documentation explains the mechanism at a high level. It describes machine-learning predictions and examples of signals, but not the complete model or a guaranteed result for any advertiser. Automation cannot compensate for an incorrect conversion action, missing tags, unsuitable counting settings, or insufficiently useful data.

How Google’s system evaluates a video opportunity

It predicts an outcome from context

For conversion optimization, Google says the system uses machine learning and contextual signals to estimate the likelihood that an interaction will produce the conversion you selected. In video-containing campaigns, Google specifically describes engagement such as a click or at least 10 seconds of viewing as part of the information used to predict conversion likelihood.

That does not mean every 10-second view is a conversion, nor that the system bids only after a viewer reaches 10 seconds. It means video engagement can contribute to a prediction about a later conversion. The exact signals and weighting are not fully disclosed in the public documentation.

It sets a bid in each auction

When an impression is eligible, the strategy uses the available campaign objective, conversion or value history, budget, target (if one is set), and contextual information to determine how aggressively to bid. The process repeats for subsequent auctions, so bids can differ across viewers, placements, devices, times, and other circumstances.

It learns from the conversion event you define

The system optimizes toward the conversion actions included in the campaign’s conversion settings. If the selected action is a low-value event, is duplicated, or fires unreliably, the algorithm receives misleading feedback. Before judging performance, verify the tag or imported event, the conversion counting method, attribution settings, and which actions are included in “Conversions.”

Choose the strategy from the campaign’s actual goal

Campaign goal Common bidding approach What the system needs Important qualification
Website conversions Target CPA or Maximize conversions Working conversion tracking and a clearly selected conversion action Use when direct actions, rather than views alone, are the outcome you need
Video views or interactions Maximum CPV A view or interaction objective and the applicable video campaign setup Optimizes for the view or interaction goal, not a guaranteed downstream sale
Reach and frequency Target CPM A reach-oriented video campaign subtype Designed around impressions and reach rather than conversion volume
Conversion value Target ROAS or Maximize conversion value Conversion values passed consistently with conversion tracking Availability depends on campaign type and account conditions

Google’s objective guidance says strategy availability depends on the selected campaign objective and subtype. The table therefore describes the intended use, not a promise that every account will show every option.

Conversion strategies: what each one controls

Maximize conversions

Maximize conversions aims to obtain as many recorded conversions as possible within the campaign’s budget. It is the straightforward choice when conversion volume is the priority and you do not have a reliable target CPA to enforce. The strategy still depends on conversion tracking: it can maximize the events it receives, whether or not those events represent your true business outcome.

Target CPA

Target CPA asks the system to seek conversions around a target cost per acquisition. Individual conversions can cost more or less than the target; the target is an average optimization constraint, not a fixed price for every conversion. A target that is too restrictive for the available budget, audience, or history can limit delivery and volume.

Google’s naming change matters here. Beginning in June 2026, “Maximize conversions with a Target CPA” is being presented as “Target CPA.” Google says the underlying behavior remains the same.

Maximize conversion value

Maximize conversion value prioritizes the total value your conversion actions report, rather than simply counting conversions. It is relevant when one conversion can be worth substantially more than another and you pass meaningful values consistently.

Target ROAS

Target ROAS optimizes toward a return on ad spend target based on the conversion values you report. It is suitable only when value data is dependable enough to guide bidding. A target ROAS is an average goal, not a guarantee that every auction or reporting period will meet the ratio.

Rank #3

Google is also changing the label “Maximize conversion value with a Target ROAS” to “Target ROAS” beginning in June 2026, while stating that the behavior does not change.

CPV and CPM are not interchangeable with Smart Bidding

Maximum CPV for views

Maximum CPV (cost per view) is intended for campaigns whose primary outcome is video views or interactions. You set the maximum amount you are willing to pay for a view, and the campaign competes for the view objective. This is a different optimization problem from asking for the greatest number or value of website conversions.

Target CPM for reach

Target CPM is used for reach-oriented video campaign subtypes. It frames bidding around the cost of reaching people, making it appropriate when broad exposure or planned reach matters more than a conversion event.

Using CPV or CPM while evaluating the campaign on purchase conversions creates a goal mismatch. Conversely, using conversion bidding when no dependable conversion signal exists deprives the system of the feedback it needs.

Set up measurement before enabling automated bidding

  1. Define the business outcome. Decide whether the campaign is meant to generate a website action, maximize conversion value, collect views or interactions, or reach a defined audience.
  2. Confirm the conversion action. In Google Ads, review the conversion action included for optimization and make sure it represents the outcome you actually want. Check whether counting should be one or every, according to the action’s business meaning.
  3. Test the tracking implementation. Confirm that the Google tag, event snippet, imported analytics event, or other configured source records a real test conversion and passes any required value. Investigate duplicate or missing fires before selecting a target.
  4. Select the campaign objective and subtype first. Google exposes bidding choices based on that selection. The available list can differ between video-related campaign flows and accounts.
  5. Choose a supported strategy. Select Maximize conversions or Target CPA for a conversion-count goal; Maximize conversion value or Target ROAS when reliable values are available; Maximum CPV for view-focused campaigns; or Target CPM for reach-oriented subtypes.
  6. Set the budget and target conservatively. A target CPA or ROAS should be realistic for the conversion history and budget. Avoid changing the target repeatedly while the system is still collecting comparable data.
  7. Check the current labels before publishing. Video action campaigns were upgraded to Demand Gen as of May 2026, and Google’s setup documentation may still contain Video action wording. Match the live interface to the objective and strategy it actually offers.

Google’s Video action setup guidance includes budget-to-target recommendations for that documented flow. Because the flow has migrated to Demand Gen, treat those figures as guidance for the specified setup, not as a universal rule for every current Demand Gen account.

How to compare Target CPA and Maximize conversions

Decision point Maximize conversions Target CPA
Primary outcome More recorded conversions within the budget Conversions around an average acquisition-cost target
Required measurement Reliable conversion tracking Reliable conversion tracking plus a defensible CPA target
Constraint Spends the available budget to pursue volume Uses the CPA target as an average efficiency constraint
Best starting question Can the campaign generate useful conversion feedback? Do I have enough comparable history to set a realistic average CPA?

Neither option guarantees a specific number of conversions or an exact cost. Compare them using the same conversion definition, attribution window, budget period, and reporting window. If the conversion action changes, the comparison is no longer like-for-like.

How to compare value-based bidding

Use Maximize conversion value when total value is the priority and the account can pass meaningful values for each conversion. Use Target ROAS when you also need the system to pursue an average return ratio. If all conversions receive the same placeholder value, value-based bidding cannot distinguish a high-value outcome from a low-value one.

Google reports that advertisers switching from Target CPA to Target ROAS produced 14% more conversion value at a similar return on ad spend, on average. This is Google internal data from March 16 to April 12, 2021, reported globally. It is vendor-reported historical evidence, not an independently verified study, not specific to video campaigns, and not a promise for an individual account.

What changed for video campaigns in 2026

Video action to Demand Gen

Google says all Video action campaigns were upgraded to Demand Gen as of May 2026. Some help content and account screens may therefore use different names during the transition. Do not assume that an instruction written for the former Video action flow maps one-for-one to every Demand Gen account.

Strategy labels

From June 2026, the two combined labels that included “Maximize” plus a target are being shortened to Target CPA and Target ROAS. Google says the underlying behavior remains unchanged. When documenting an account or training a team, record the visible label and the campaign type so the setting can be identified later.

Eligibility still varies

The objective guide lists video goals and bidding methods, but eligibility can depend on the campaign subtype, account conditions, and available conversion data. If a strategy is missing, first check the objective and subtype, then review conversion setup and the current Google Ads help guidance rather than forcing an unsupported setting.

Troubleshoot common automated-bidding problems

Few or no conversions

  • Verify that the tag or imported event fires on the intended confirmation action.
  • Check whether the action is included in the campaign’s conversion column and optimization settings.
  • Look for duplicate events, an incorrect counting method, or a value that is not being passed.
  • Confirm that the selected objective is conversion-focused; CPV and CPM campaigns are not designed to maximize website conversions.

Delivery is limited after adding a target

  • Review whether the Target CPA or Target ROAS is realistic for the budget and available history.
  • Compare performance over a consistent reporting window instead of reacting to a small number of recent auctions.
  • Check whether the campaign subtype supports the selected strategy after the Demand Gen migration.

Results look strong but business outcomes do not

  • Audit whether the optimized event is merely an easy-to-trigger engagement rather than the business result.
  • Separate view and interaction reporting from downstream conversion reporting.
  • For value strategies, inspect the values being sent for accuracy and consistency.

The interface does not match an older guide

Use the campaign objective and subtype shown in your account as the source of truth. The 2026 migration and renamed strategies mean that an older “Video action” path or a combined strategy label may no longer appear, even when the underlying optimization behavior is familiar.

What automated bidding can and cannot do

  • It can: adjust bids auction by auction, use conversion or value feedback, and account for contextual information described by Google.
  • It cannot: create trustworthy conversion data that was never recorded, infer your preferred business outcome from a vague event, guarantee a CPA or ROAS, or make every strategy available for every campaign subtype.
  • Your responsibility: choose the objective, define the conversion action, implement and test measurement, pass accurate values when needed, and evaluate performance with a consistent reporting window.

The practical rule is simple: match the bid strategy to the outcome you can measure. Use conversion Smart Bidding when conversion feedback is reliable, Maximum CPV when views are the goal, and Target CPM when reach is the goal. Then verify the current Demand Gen or video labels in the account before applying older setup instructions.

Frequently Asked Questions

How does automated bidding work on YouTube ads?

For conversion-focused campaigns, Google uses auction-time machine learning to estimate conversion likelihood from contextual information and video engagement such as a click or at least 10 seconds of viewing, then adjusts the bid for that auction. View- and reach-focused campaigns use CPV or CPM approaches instead.

Should I use Target CPA or Maximize conversions for a video campaign?

Choose Maximize conversions when the priority is conversion volume and you do not have a dependable CPA target. Choose Target CPA when conversion tracking is reliable and you can set a realistic average acquisition-cost goal. Neither guarantees a fixed cost or volume.

Why can’t I find the Video action bidding options?

Google says Video action campaigns were upgraded to Demand Gen in May 2026. The objective, subtype, account eligibility, and current interface determine which options appear, so check the live campaign setup rather than relying on an older label.
