Foundry coke plants control air pollution by preventing releases where possible, capturing emissions from specific operations, and treating captured gases or dust. Monitoring is a separate but connected task: it can mean checking oven leaks and the benzene concentration at a facility boundary, conducting required performance tests and reports, or measuring greenhouse-gas emissions. The applicable requirements depend on the process, facility and current rules.
What “foundry coke plant” means
A foundry coke plant makes coke for use in metal foundries; it is not an iron and steel foundry, where metal is melted and cast. The distinction matters because the processes and air-pollution rules are different.
For purposes of EPA’s 2008 AP-42 documentation for coke production, foundry coke is made from raw materials containing less than 26 percent volatile material by weight and has a coking period of 24 hours or more. The document defines a foundry-coke by-product recovery plant as one whose batteries produce at least 75 percent foundry coke annually. These are regulatory-document definitions, not universal commercial definitions.

Emissions may occur at multiple points from coal receipt through coke handling, not just at a combustion stack. EPA’s AP-42 chapter, 12.2 Coke Production (a July 2007 draft technical reference), identifies particulate matter (PM), sulfur dioxide (SO2), nitrogen oxides (NOx) and organic compounds such as volatile organic compounds (VOCs) and polycyclic organic matter (POM). Actual pollutants and release points vary with the plant’s process configuration and operation.

| Operation or source | Examples of emissions identified by EPA |
|---|---|
| Coal unloading, storage, preparation and handling | PM from unloading, mixing, crushing, screening, blending and storage |
| Charging, ovens and soaking | PM from charging and oven leaks; VOCs and other organic compounds from leaks; SO2, NOx and carbon monoxide are also identified at oven leaks |
| Pushing and quenching | PM from pushing and hot-coke quenching; VOCs from pushing and quenching |
| Combustion stacks | PM, SO2 and NOx are among the pollutants relevant to coke production |
| Coke crushing, sizing, screening, handling and storage | PM |
| Ancillary operations | Potential sources include boilers, wastewater treatment, cooling towers and roads |
Coke-oven emissions can include hazardous air pollutants (HAPs). EPA identifies organic HAPs such as benzene, toluene, xylenes, cyanide compounds, naphthalene, phenol and POM; its current NESHAP summaries also describe requirements addressing benzene, mercury, lead and arsenic. This list does not mean that every compound is emitted at every facility or at every process point.
How plants reduce or treat emissions
Controls are matched to an operation and pollutant. EPA’s AP-42 chapter describes both operating and maintenance practices that prevent or reduce releases and equipment that captures or treats emissions. The examples below are not a universal equipment specification: the appropriate arrangement depends on the plant, emission point, applicable rule and permit.

| Control approach | Examples described by EPA | Purpose or application |
|---|---|---|
| Prevent or reduce releases | Steam aspiration and staged charging; sealing leaking door, lid and offtake joints; oven-wall maintenance | Reduce charging leaks, oven leaks and releases associated with deteriorated equipment |
| Capture emissions | Coke-side shed and hooded quench car | Capture pushing emissions and coke-side door leaks, including emissions during movement toward the quench area |
| Remove particulate matter | Baghouses; scrubbers; electrostatic precipitators (ESPs); cyclones; traveling hoods ducted to a baghouse | Apply to captured pushing or handling emissions, combustion-stack PM, or coal and coke handling, as suited to the source |
| Reduce particulate release during quenching | Quench-tower baffles and clean quench water | Limit particulate carryover during hot-coke quenching |
| Control gaseous emissions | Flare for gaseous emissions from a bleeder or bypass stack | Treat a specified gas release pathway; suitability depends on the stream and installation |
A baghouse is one possible particulate-control device, not a one-size-fits-all answer. Its filter media and maintenance must match the specific collector and process conditions. EPA’s examples do not establish a universally best technology or a current plant-specific ranking of control performance, and they do not provide a broadly applicable efficiency figure.

“Monitoring” is not one measurement. EPA’s Coke Ovens Batteries NESHAP summary describes requirements associated with HAP control, including oven-leak observations and benzene fenceline monitoring. Greenhouse-gas reporting under Subpart Q is a different program with different pollutants and calculation methods; it does not replace HAP monitoring or performance tests.

| Monitoring or reporting activity | What it addresses | What the EPA summaries establish |
|---|---|---|
| Oven door, lid and offtake leak observations | Leaks from coke-oven batteries | The 2024 amendments lower applicable leak limits. The precise limits and procedures must be taken from the controlling rule and applicable facility requirements. |
| Non-recovery battery provisions | High-temperature non-recovery coke-oven operations | The summary describes a zero-percent door-leak limit and pressure monitoring provisions. |
| Benzene fenceline monitoring | Benzene concentration at the facility boundary | The summary describes a work-practice action level and corrective action following an exceedance; consult the rule for the applicable level and response requirements. |
| Performance tests and compliance reports | Demonstration and documentation of compliance | The summary describes electronic reporting of performance-test results and compliance reports, and removal of startup, shutdown and malfunction exemptions. |
| Subpart Q greenhouse-gas reporting | CO2 from specified iron and steel processes | For applicable process CO2, guidance describes CEMS, carbon mass balance or site-specific emission-factor methods, subject to the rule’s details. |
How Subpart Q CO2 reporting differs
EPA’s Subpart Q information sheet addresses greenhouse-gas reporting for specified iron and steel processes, including combustion stacks at non-recovery coke-oven batteries and coke pushing. Depending on the applicable process and method, reporting may include unit identification, annual emissions, production capacity and operating hours, along with method-specific information. The rule determines which method and information apply; a facility’s greenhouse-gas report is not a substitute for oven-leak observations, benzene fenceline monitoring or required performance testing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which requirements and deadlines apply now?
EPA’s current NESHAP summary pages state that a final rule in 2025 withdrew the interim final rule issued July 8, 2025, which had extended compliance deadlines for the 2024 coke-oven standards and related requirements. EPA lists the final rule on October 2, 2025. The interim extension should therefore not be treated as the current deadline.

That rule history alone does not establish a particular plant’s deadline or obligations. For a facility-specific answer, check the current Code of Federal Regulations text, the final rule documents, the relevant jurisdiction and the facility’s air permit. EPA’s AP-42 chapter is useful for understanding sources and example controls, but it is a technical emissions reference rather than current regulatory text.

A practical way to assess a plant’s control system
- Identify the process. Establish whether the facility uses by-product recovery or heat-recovery/non-recovery ovens, and determine which operations and ancillary sources are present.
- Map sources to pollutants. Include coal preparation, charging and oven leaks, pushing, quenching, stacks, coke handling and relevant ancillary operations. Do not assume all sources emit the same pollutants.
- Match controls to each source. Separate prevention and maintenance practices from capture equipment and downstream treatment. Check whether the capture arrangement covers the release point as well as the treatment device.
- Separate monitoring programs. Identify HAP leak requirements, fenceline monitoring, performance tests and compliance reports independently from Subpart Q greenhouse-gas calculations.
- Verify current obligations. Confirm the applicable NESHAP text, reporting rules, permit conditions and deadlines for the specific facility and jurisdiction before making a compliance determination.
