There is no single worldwide process for reporting racism in football. The right route depends on where the incident happened and which organisation has authority: alert match officials to seek action during a game, report an incident to a club or football association for investigation, or use a governing body’s grievance process when the concern relates to its own activities. FIFA, UEFA and England’s football system provide different examples, not interchangeable channels.

Choose the reporting route by setting and authority

First identify whether the incident happened in a stadium, on the way to or from a match, in grassroots football, online, or as part of a governing body’s activity. Then check the current instructions from the relevant club, competition, league or association. A governing body’s grievance channel is not automatically the right place for an incident involving any club or national league.

  • Abuse happening during a match: tell a steward or match official as soon as it is safe. Match officials may be able to intervene under the competition’s match-day procedure.
  • An incident connected with English professional football: follow the FA’s current incident-specific reporting guidance. It distinguishes incidents inside the stadium from those outside or online.
  • Grassroots or online incidents in England: consult Kick It Out’s guidance, which describes different handling depending on the setting. In relevant cases, a person can also report to the FA or County FA.
  • A human-rights concern related to FIFA activities or events: FIFA’s grievance mechanism may be in scope. It is not a general complaint service for every football incident.

How reports are handled in England

Professional matches and incidents outside the stadium

The FA’s professional-game guidance directs people to different routes depending on the circumstances. It says incidents outside the stadium, on the journey to or from a match, or on social media can be reported to Kick It Out through its form or app. It also provides an FA integrity email route for someone who could not report during or after the game. For an incident at a professional match, use the current FA page’s specific instruction rather than assuming one contact applies to every case. Read the FA’s reporting guidance.

Kick It Out and grassroots football

Kick It Out says the way it handles a report depends on whether it concerns a professional match, grassroots football or social media. It notes that a victim may find it helpful to seek support from a teammate or club member, and says people can also tell an FA or County FA in relevant cases. Reporting to Kick It Out does not mean Kick It Out determines every disciplinary outcome. See Kick It Out’s reporting guidance.

The FA’s 2024–25 guide encouraged participants and spectators to report discriminatory abuse through the FA, the County FA network or partners such as Kick It Out, and said allegations would be investigated. That is season-specific guidance, so check the current competition rules and reporting instructions for a present-day case. Read the FA’s anti-discrimination guidance.

What happens during a match

Reporting abuse for immediate intervention is different from filing a complaint for a later investigation. FIFA describes a three-step match-day procedure for racist abuse by spectators. It is an in-match framework, and the match official’s decision and the competition’s applicable regulations matter. See FIFA’s Global Stand Against Racism.

  1. Stoppage: if an official observes or receives a report of racist abuse, the official signals the incident. The referee decides whether to stop play, and a venue announcement explains why.
  2. Suspension: if abuse continues after play restarts, the referee suspends the match and the teams return to the dressing rooms.
  3. Abandonment: if abuse continues after another restart, the referee may abandon the match after consulting relevant authorities and experts, and only when it is safe to do so.

A player can use FIFA’s No Racism Gesture to alert officials. Spectators who witness abuse can also report it to on-site officials, but should not put themselves at risk to collect evidence or confront an offender.

FIFA’s grievance mechanism: what it covers and what to expect

FIFA says anyone may report human-rights concerns related to FIFA activities and events through its grievance mechanism. Reports can be made through the Reporting Portal or by email, in any language, with supporting material uploaded; anonymous communication is possible. FIFA says its Human Rights and Anti-Discrimination (HRAD) team initially investigates. Read FIFA’s grievance-mechanism guidance.

FIFA says a case manager aims to acknowledge receipt within 24 hours and outline planned steps within 72 hours for urgent reports or five working days for less urgent reports. These are stated aims for initial communication, not deadlines for a final decision. Potential remedies listed by FIFA include an apology, acknowledgement, restitution, rehabilitation, compensation, changes to processes, or referral to criminal or civil law. The mechanism does not promise a particular remedy or outcome.

FIFA expressly warns: “The FIFA Reporting Portal and email are not intended to function as an emergency or rapid-response mechanism.” If someone faces imminent danger, contact local emergency services or on-site officials first.

UEFA rules and club responsibilities

UEFA’s 2026 Club Licensing and Financial Sustainability Regulations, Article 29, require a licence applicant to establish and implement an anti-racism policy and ensure that its policies, programmes and practices are exercised without discrimination. The regulation states: “The licence applicant must establish and implement a policy to tackle racism and to guarantee that all the licence applicant’s policies, programmes and practices are exercised without discrimination of any kind.” Read Article 29 of UEFA’s 2026 regulations.

What a report does not guarantee

A report starts or informs a process; it does not by itself establish what happened or determine a sanction. The cited processes differ in who receives and investigates complaints, what evidence they accept, whether they provide updates, and what review or appeal options exist. The available guidance here does not establish a universal response time, confidentiality outcome, evidence standard, appeal right or disciplinary result. For a specific case, check the current rules of the club, league, national association and competition.
