Fannie Mae and Freddie Mac made targeted changes that can help some condominium projects qualify for agency-backed financing, but the package is not a blanket easing of condo mortgage standards. It expands conditional review waivers for certain small projects and relaxes some insurance and established-project investor rules. It also retires streamlined review paths and sets a higher reserve minimum for eligible Full Reviews beginning January 4, 2027.
The changes affect lenders’ ability to sell or deliver loans to the agencies—not a promise that a particular buyer or condo will qualify. A lender must assess the project as well as the borrower.
Which condo financing rules changed, and when?
The coordinated Fannie Mae and Freddie Mac updates were announced March 18, 2026. Their effective dates depend on the loan application date and the review path. The dates below apply to the U.S. agency requirements described in the agencies’ policy materials; ask your lender which current Guide provisions apply to your loan.

Freddie Mac Bulletin 2026-C |
| Reserve study flexibility | For covered applications dated on or after August 3, 2026, if the lender relies on a reserve study under the specified flexibility, the budget must include the study’s highest recommended reserve allocation; the baseline funding method is no longer acceptable. Fannie Mae Lender Letter LL-2026-03 | For covered applications received on or after August 3, 2026, if the lender relies on a reserve study under the specified flexibility, the budget must include the highest recommended allocation in the study. Freddie Mac Bulletin 2026-C |
| Minimum replacement reserves | For Full Review applications dated on or after January 4, 2027, the minimum allocation for capital expenditures and deferred maintenance rises from 10% to 15% of annual budgeted income. Other reserve and budget-adequacy requirements remain. Fannie Mae Lender Letter LL-2026-03 | For Full Review applications received on or after January 4, 2027, the minimum allocation for capital expenditures and deferred maintenance rises from 10% to 15% of annual assessment income. Other reserve and budget-adequacy requirements remain. Freddie Mac Bulletin 2026-C |
| Established-project investor occupancy | Retired the 50% investment-property concentration limit for established projects under Full Review. This is separate from the presale requirement that remains for new projects. Fannie Mae Lender Letter LL-2026-03 | Retired the 50% owner-occupancy requirement for established projects reviewed for investment-property loans. This is separate from new-project presale requirements. Freddie Mac Bulletin 2026-C |
| Property insurance | Allows roofs to be insured on an actual-cash-value basis rather than requiring replacement-cost coverage; replacement-cost coverage remains required for other described building coverage. Fannie Mae Lender Letter LL-2026-03 | Allows actual-cash-value roof coverage, retires the master-policy inflation-guard requirement, and revises deductible rules. A maximum $50,000 per-unit deductible applies for applications received on or after July 1, 2026; replacement-cost coverage remains required for other described building coverage. These are distinct policy details, not a single shared checklist: the agencies’ rules and terminology differ. A lender should confirm the applicable agency, review type and application-date rule for the specific loan.

What the changes mean for a buyer
A small project may have an easier review route, but not automatic approval
The expanded waiver and exemption routes can reduce the project review needed for qualifying small developments. Unit count alone does not establish eligibility: conditions still apply, including additional requirements for some 5–10-unit projects. Ask the lender to identify the exact review route and confirm that the association satisfies its conditions.
Some established projects may no longer be blocked by investor concentration
The changes address specified investor-property or owner-occupancy limits for established projects. They do not erase other project standards, and they do not remove the separate presale requirement for new projects. A project’s eligibility still depends on the applicable review and its overall circumstances.

- Wide Application: These driver's daily Checklist log books are suitable for drivers truckers and commercial fleets
More project documentation may be needed under the remaining review paths
Because Limited Review and Streamlined Review ended for covered applications on or after August 3, 2026, some established projects must use Full Review or another applicable route. That can require more project information. The agencies’ materials do not quantify a typical increase in processing time, so ask the lender how the review could affect your closing schedule.

Roof coverage may use actual cash value under the updated requirements, which can broaden insurance options where coverage is difficult or expensive to obtain. Replacement-cost coverage remains required for other described building coverage. Freddie Mac also changed its inflation-guard and deductible rules. These policy changes do not establish how much an association or buyer will save; have the lender and insurance professional check the actual master policy against the requirements.

How to check whether a condo project can qualify
- Ask your lender to review the project early. Fannie Mae says, “Lenders are responsible for reviewing projects at the time they are underwriting a loan.” Project eligibility is separate from your credit, income and down payment. If a project fails agency standards, a loan may not be eligible for sale to that agency unless the underlying issues are resolved. See the Fannie Mae Condo Status Finder eligibility guidance.
- Ask what documents are needed and who will obtain them. A review may involve the association’s budget and reserves, master insurance, repairs and deferred maintenance, litigation, and other project conditions. Coordinate requests through your lender, agent, seller or association; a listing alone may not provide enough information.
- Consider the building’s shared costs, not only the unit’s condition. Common-element problems can affect all owners through reserve spending or special assessments. Fannie Mae gives a cracked underground parking-garage slab as an example of a building issue that may create costs shared by owners. The Condo Status Finder page also reports that in August 2025, 3.6% of projects with a Fannie Mae status were marked “ineligible”; the leading reasons were insufficient master property insurance and critical repairs, including failure to meet state or local inspection requirements. That figure is not the share of all U.S. condo projects or condo loans that are ineligible. Fannie Mae Condo Status Finder.
- Match the application date to the rule. The August 3, 2026 review and reserve-study changes apply to covered applications dated or received on or after that date. The 15% minimum reserve allocation applies to covered Full Review applications dated or received on or after January 4, 2027.
- If agency review fails, ask about other financing options. A lender may be able to identify another secondary-market channel or a loan it keeps in its portfolio. Availability, pricing and borrower qualification are not guaranteed; request project-specific terms and compare the full costs and conditions.
How Fannie Mae and Freddie Mac fit into your mortgage
Fannie Mae and Freddie Mac do not make your mortgage directly to you. Lenders originate loans and determine whether the borrower and condo project meet applicable requirements before they sell or deliver an eligible loan to an agency. The agencies’ March 18, 2026 announcement describes the insurance changes as part of efforts to improve condo-project financial health and support sustainable homeownership. The changes may give some projects more flexibility, while the review and reserve requirements continue to screen for project-level risks. FHFA’s announcement.
For an ineligible project, do not assume that a conventional agency loan is available or that no financing is possible. Ask the lender whether another route exists and obtain its terms in writing before relying on it in a purchase decision.
