Energy providers prepare by maintaining a readiness cycle: anticipate hazards, organize people and resources, coordinate with response partners, communicate clearly, restore service using approved local criteria, and improve plans after each event. The details—such as legal duties, restoration priorities, and who may direct operating decisions—depend on the provider, regulator, asset type, and jurisdiction.
What should a utility’s outage-readiness cycle include?
Readiness is more than a storm checklist. It connects advance planning to decisions made as a threat escalates, response work in the field, restoration coordination, and changes made after the event. DOE’s Energy Emergency Response Playbook for States and Territories organizes utility and grid-operator actions by event tier, distinguishing pre-event readiness from response. It is an emergency-coordination resource, not a universal operating procedure.
| Phase | Core work | Operational result |
|---|---|---|
| Anticipate | Review hazards, system vulnerabilities, response plans, decision authority, and communication roles. | People know when to escalate and who can make or communicate key decisions. |
| Prepare | Check staff, equipment, materials, fuel, communications options, and mutual-assistance arrangements; exercise plans with partners. | Resources and coordination paths can be activated before demand peaks. |
| Respond | Protect workers, assess damage as conditions allow, coordinate resources, and keep outage information current. | Field work and public information can adapt to verified conditions. |
| Restore | Apply the provider’s approved prioritization method and coordinate support for prolonged disruptions. | Restoration decisions follow established criteria rather than improvised assumptions. |
| Improve | Review outcomes, identify gaps, and update plans, training, exercises, or investments. | Lessons from the event inform future readiness. |
Use the cycle for weather emergencies, equipment failures, fuel constraints, cyber incidents, and other disruptions that can affect service. A plan should identify the hazards and dependencies relevant to the provider’s territory and assets, rather than assume every event has the same warning time or footprint.

What should providers do before an outage?
Set decision roles and escalation triggers
Document who monitors threats, who can activate the emergency organization, who coordinates field operations, and who approves public information. Define how operations, emergency management, customer communications, cybersecurity, fuel or logistics functions, and leadership share situational information. Triggers and approval paths should be usable under pressure and consistent with applicable operating requirements.

Inventory resources and dependencies
Maintain a practical view of available staff, qualified crews, vehicles, equipment, materials, fuel, and communications channels. Identify what is utility-owned, contracted, shared through mutual aid, or dependent on an outside supplier. Consider the logistics that can constrain deployment, such as access, transportation, staging, and the availability of specialized equipment. Keep inventories current enough to support decisions about shortages and competing needs.
Arrange mutual assistance in advance
Mutual assistance is a voluntary, scalable way for utilities to share personnel, equipment, materials, and technical support. Depending on the need, that can include line crews, trucks, transformers, substation resources, or cybersecurity expertise. DOE CESER’s November 2023 State Energy Security Plan Optional Drop-in: Mutual Assistance describes arrangements that typically establish roles and reimbursement. Providers should know how to request help, what information a request requires, how incoming resources will be received and assigned, and which industry groups can help locate workers or coordinate logistics.
Do not treat a general understanding that mutual aid exists as an executable plan. Confirm contacts, agreement terms, reimbursement procedures, resource descriptions, and coordination responsibilities before an event; follow the provider’s actual agreements and applicable rules.

Exercise communications, including backup paths
Communications planning should test whether the provider can reach response partners when normal systems are unavailable or overloaded. CESER’s September 2026 guidance on its communications drill recommends testing connections with response partners, reviewing PACE plans—Primary, Alternate, Contingency, Emergency—using compatible and interoperable systems, strengthening coordination, and exercising backup plans. The drill ran from September 1 through 30, 2026; those dates have passed. The useful readiness task is to exercise the provider’s own communications arrangements and correct gaps, not to assume participation in that past drill.
Include internal command channels, coordination with neighboring utilities and public agencies, and the channels used for customer updates. A backup is only useful if staff know when to switch to it and can use it with the intended partners.
Plan for cyber and connected-resource disruption
Include cyber scenarios alongside weather and physical hazards, particularly where connected distribution systems and distributed energy resources (DER) affect operations. DOE and NARUC interim guidance on cybersecurity baselines for electric distribution systems and DER identifies asset scoping and prioritization as foundations for risk-informed implementation. Providers should verify the current guidance and applicable requirements for their jurisdiction and asset class before using it as a compliance checklist. Plans should also address incident communications, operational coordination, and recovery dependencies.

How should providers act as a threat escalates?
As forecasts or system conditions indicate increasing risk, shift from routine monitoring to the actions defined in the response plan. DOE’s playbook describes pre-event steps such as beginning public messaging where appropriate, inventorying response resources, staging crews and equipment near predicted impact areas when safe, and coordinating anticipated mutual aid.
- Verify the operating picture. Track forecasts, system conditions, threats to facilities and access routes, and information from emergency-management partners. Update the assessment as conditions change.
- Prepare resources safely. Confirm crew availability and equipment readiness; stage resources only where conditions, worker safety, and operating needs permit.
- Coordinate before mobilizing. Align expected needs and contacts with neighboring utilities, emergency managers, regulators, and mutual-aid partners under the provider’s established procedures.
- Communicate in time to be useful. Provide public information when appropriate, make clear what is known and not yet known, and identify where updates will appear. Avoid presenting an unverified impact or restoration estimate as confirmed.
Staging in advance can reduce delays when an impact area is predictable, while on-demand mobilization may be more suitable when the threat’s location or timing is uncertain. These are planning dimensions, not a universal ranking: providers should make the choice using their event picture, safety requirements, resource availability, and local procedures.

Protect people and assess damage as conditions allow
Field response begins within the provider’s safety and operating procedures. Establish the extent and nature of damage as crews can safely assess it, then feed verified information to operations and communications teams. A changing damage picture can affect resource requests, work sequencing, customer information, and estimated restoration times.

Maintain useful outage information
DOE’s utility playbook calls for maintaining outage information and publishing and updating estimated restoration times during response. Use the provider’s established outage-information channels and update them as new assessments support a change. If a reliable estimate is not yet available, communicate that clearly rather than imply precision that the assessment does not support.
Restore under defined, locally approved criteria
Use a set prioritization method established before the event and applicable to the provider’s system and jurisdiction. DOE’s playbook supports the need for a defined method and coordination around key energy assets, but it does not prescribe one restoration order for every provider. The provider’s plan, regulator, and relevant local coordination arrangements govern the applicable criteria; do not substitute a generic ranking for those requirements.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCoordinate logistics and prolonged-restoration needs
Response may require recurring coordination across electricity and fuel subsectors, mutual-aid and equipment logistics, and partners responsible for emergency management. DOE CESER’s Response & Recovery material describes federal coordination with FEMA and threatened-state partners, impact assessment, and work involving utilities, states, FEMA, and the Army Corps of Engineers on temporary emergency-power needs when restoration may be prolonged. Those federal activities complement—not replace—the provider’s own operational responsibilities and jurisdiction-specific arrangements.

How should providers learn from an outage?
After service is restored, conduct an after-action review while the sequence of decisions and constraints is still clear. Compare the response with the plan and examine where information, authority, resources, or coordination did not work as intended. DOE CESER includes after-action review in its response-and-recovery overview.
- Were escalation decisions and role handoffs clear?
- Did crews, equipment, materials, fuel, and mutual aid arrive through workable logistics?
- Could staff reach response partners using primary and backup communications?
- Were outage information and restoration estimates updated as assessments changed?
- Did coordination with emergency managers, regulators, neighboring utilities, and other relevant partners support the response?
- Did cyber, fuel, access, or other dependencies create unplanned constraints?
Turn findings into assigned changes to procedures, agreements, training, exercises, or investment plans, and track whether those changes are completed. A review that records lessons without changing readiness leaves the next response dependent on the same gaps.
