A sale badge is not a guarantee that you are getting the lowest or best deal. The crossed-out price may use a particular reference period, a coupon may require eligibility, and the amount charged at checkout can include shipping, taxes, mandatory fees or a required bundle. Judge the complete offer available to you—not the largest percentage on the product page.
This guide explains what common price labels mean, how United States and European rules treat reference prices, why marketplace offers differ, and a practical process for checking a deal before you pay.
What the price labels on an ecommerce listing actually represent
One listing can contain several separate claims:
- Item price: the displayed charge for the product or service before some delivery charges, taxes or other fees.
- “Was,” “regular” or crossed-out price: a reference amount chosen by the seller to show what the current price is being compared with.
- Discount badge: a calculation based on that reference amount, not necessarily on the price you would have paid recently.
- Coupon: a reduction unlocked by entering a code or selecting an offer.
- Member or loyalty price: a lower amount available only after joining a program or signing in.
- Seller-specific terms: delivery charges, handling time, condition, returns and refund procedures that can vary even when products appear identical.
Read each label as its own claim. Ask three questions: What price is generally available to an ordinary shopper? What qualifications unlock the lower amount? What earlier price is the seller using as the comparison?

How reference prices and discount percentages work
United States: a promotion must not hide the generally available price
United States guidance does not require one universal reference-price formula for every ecommerce listing. The Federal Trade Commission (FTC) says a business may use demand- or inventory-based pricing when the information is not misleading. Its official FAQ states: “Yes. Businesses may use dynamic pricing strategies to adjust prices, for example, based on demand or inventory, so long as the pricing information is not misleading.” Read the FTC’s fee-rule FAQ for the scope of the cited rule, which took effect May 12, 2025.

If a lower price is available only after a condition is met, the ordinary total price should remain prominent until that condition is satisfied. Examples include rewards-only pricing, a required account, a coupon, or buying one item to receive another. A page that makes a conditional amount look like the price everyone can get can mislead shoppers.
European Union: the 30-day lowest-price reference
When a trader announces a price reduction in the EU, the prior price shown for the comparison must be the lowest price applied to that item during at least the preceding 30 days. This rule, summarized by Your Europe’s unfair-pricing guidance (last checked April 30, 2026), gives shoppers a defined reference for judging a “was/now” claim. It does not automatically govern sales outside the EU, and national or product-specific exceptions may apply.
A 50% badge can therefore describe very different realities. If the reference is a genuine recent selling price, the reduction may be meaningful. If the comparison uses an amount that was rarely or never charged, the percentage can exaggerate the saving. Always look for the reference-price explanation and the dates or terms attached to it.
United Kingdom: scrutinize urgency and reduction claims
The UK Competition and Markets Authority (CMA) treats countdowns, scarcity statements and “act fast” messages as urgency claims, and “special offer” or “was/now” statements as price-reduction claims. Its guidance for online retailers and marketplaces explains transparency expectations; it is not individual legal advice and does not create one worldwide pricing rule.

Conditional discounts: who can really use them?
A headline price may depend on a qualification that is easy to miss. Before treating it as your price, check:
- Whether you must join a paid or free membership program.
- Whether a coupon must be clipped, entered or used before a stated date.
- Whether the offer is restricted by country, delivery address, account status or new-customer status.
- Whether the price requires a minimum spend, multiple units or a second product.
- Whether the reduction applies only to a particular size, color, condition or seller.
- Whether the offer ends at a stated time and whether the terms explain what happens after it ends.
Apply the conditions first, then compare the resulting total with alternatives. A member price that requires a recurring fee may cost more than a non-member price for a single purchase. A “buy one, get one” deal can be poor value if you do not need the second item or if the free item is the least expensive eligible item.
Compare the whole offer, not only the product price
The FTC’s online-shopping guidance recommends finding the total cost, including shipping, handling, delivery, taxes and other fees; checking whether unwanted products are required; reading the full description; asking about price matching; and reviewing what happens if the item goes on sale soon after purchase. Sale and clearance goods can have different return conditions.
Use this comparison for every competing listing:

The FTC’s fee-rule FAQ explains that mandatory ancillary fees belong in the total price under the cited rule. Shipping and optional ancillary items can be excluded initially under that rule if they are properly disclosed before payment. The rule’s details, and any other federal, state or local requirements, should not be generalized to every country, product category or transaction.

Why the amount changes at checkout
Shipping, taxes and mandatory charges
A product page may show only the item amount while the cart adds a delivery charge, tax calculated from your address, handling, or another unavoidable fee. Enter your destination and proceed far enough to see the complete payable amount before deciding. Compare like with like: one seller’s displayed amount may already include delivery while another’s does not.
Optional items added to the basket
Look for preselected warranties, accessories, subscriptions, tips or other extras. Remove anything you did not request and confirm that the advertised discount still applies. The European Commission reported that its coordinated Black Friday and Cyber Monday screening found attempted optional basket additions on 36% of 314 traders checked; 40% of those attempts did not clearly request consent. These figures describe that 2026 sweep, not every online store.
Drip pricing and late disclosures
Drip pricing reveals unavoidable components only as the transaction progresses. In the same European Commission sweep, 10% of traders used drip pricing. A low first screen is not a bargain if compulsory charges appear just before payment. Save or screenshot the item page, cart and final order summary so you can show how the total changed.
Dynamic and personalized pricing
Prices can change with demand, inventory or timing. In the United States, the FTC permits dynamic pricing when the information is not misleading. In the EU, consumer guidance calls for notice when prices are personalized through automated decision-making and profiling. A different amount is not automatically unlawful, but the seller should not present a conditional or personalized price as universally available.

Marketplace offers: who is responsible when something goes wrong?
A marketplace can be only a connection service, or it can process payment, coordinate delivery and offer a formal buyer-protection process. Responsibilities differ by platform, seller and item. The FTC’s marketplace buying guidance advises checking the actual policy before purchasing.
Checks before ordering
- Read recent written reviews as well as the star average; look for repeated complaints about counterfeit goods, delays or refund refusals.
- Confirm the seller’s name and contact details.
- Inspect photos and the condition description, including missing parts or cosmetic damage.
- Read shipping charges, dispatch times and return instructions.
- Find out whether the marketplace or the seller handles refunds and what evidence a dispute requires.
- Keep the listing, messages, receipt, tracking details and payment record.
- Do not move payment or communication outside the marketplace if doing so removes its protections.
If an order does not arrive or differs materially from the listing, use the platform’s stated dispute route promptly. A marketplace policy may protect some transactions but exclude certain sellers, categories, payment methods or time periods.

A countdown clock, “only two left” notice or “sale ends tonight” banner may reflect real inventory, but the wording itself does not prove scarcity. The CMA identifies these messages as urgency claims that should be accurate and clear.
The European Commission’s March 26, 2026 report illustrates why caution is warranted. In its coordinated screening of 314 online traders around Black Friday and Cyber Monday:
- 30% referenced discounts incorrectly.
- 36% attempted to add optional items to baskets; 40% of those did not clearly ask for consent.
- 34% displayed price comparisons; 60% of those did not clearly explain the reference prices.
- 18% used pressure-selling techniques; more than half of those cases were misleading.
- 10% used drip pricing.
The Commission said these practices can breach EU consumer law and that national authorities may act. The percentages are findings from that coordinated sweep, not estimates for every retailer or all online shopping.

A practical process for checking any sale
- Capture the advertised claim. Note the item, seller, “was” price, current price, discount percentage, countdown and any visible conditions.
- Open the full terms. Check membership, coupon, minimum spend, bundle, geographic and account restrictions.
- Verify the item itself. Match model, size, quantity, condition, included accessories and warranty—not just the photograph or product title.
- Calculate your eligible subtotal. Apply only discounts you can actually use, and include required additional products.
- Reach the order summary. Enter the delivery address and inspect shipping, taxes and every mandatory fee before payment.
- Remove unwanted extras. Untick preselected add-ons and confirm that no subscription or recurring charge remains.
- Compare alternatives on equal terms. Use final price, arrival date, condition, seller, returns and marketplace protection—not discount percentage alone.
- Save evidence. Keep screenshots or PDFs of the listing, terms, cart, checkout total, receipt and seller messages.
- Decide whether the saving is worth the restrictions. A slightly higher price with dependable delivery and returns can be the better offer.
What to do if the offer or total was misleading
First, stop before payment if the total or conditions are unacceptable. If you already ordered, contact the seller in writing, describe the discrepancy, and request the remedy promised by the listing or policy. Preserve all records and use the marketplace dispute process within its deadline. If the seller or marketplace does not resolve the issue, consult the consumer-protection authority for your country; the applicable remedy depends on jurisdiction, product category and payment method.

For United States purchases, consult the FTC’s online-shopping advice and the fee-rule FAQ. UK readers can refer to the CMA’s urgency and price-reduction guidance. These sources cover different legal systems; none is a single global rulebook.
Bottom line for shoppers
Trust a sale only after you can explain its reference price, satisfy its conditions, and see the complete amount payable. Compare the item, delivery, mandatory fees, seller, returns and marketplace recourse together. A dramatic percentage, countdown or low first-screen price is a starting claim to verify—not evidence by itself that the offer is the best value.
